The renewal would be for an additional 12 years and would enable them to maintain their current tenant, House of Doolittle, Ltd. (Doolittle) at this location. Cook County originally granted the 6b incentive in 2012 when the property was located in unincorporated Cook County. The Village has granted several Cook County Class 6b tax incentives to attract and retain businesses. The 6b incentive reduces the assessment level for qualified manufacturing and warehouse/distribution facilities from 25% to 10% for the first 10 years, 15% for year 11 and 20% in year 12. After year 12, the assessment level returns to the full 25% for the benefitting property. The 6b incentive can also be renewed for additional 12 -year terms if supported by the Village. The Subject Property consists of an approximately 83,822 square foot building located on a 166,300 square foot site. The Applicant leases the entire building to Doolittle, who utilize the facility to manufacture dated goods for office products, such as planners, calendars, maps and others. Specifically, Doolittle uses the facility for light manufacturing, assembly, printing, packaging, etc. Doolittle's lease is up at the end of 2022 and will be unable to resign without the assistance from the renewal. 1 Since Doolittle took occupancy in 2013, the company has grown to approximately 30 full time employees and sold over $100 million worth of products. Since that time, approximately $600,000 has been re -invested to improve the property including new office space, remodeled existing office space, parking lot work, various exterior building repairs and numerous improvements to the manufacturing area, including updated lighting, general remodeling, new HVAC units, and loading area upgrades. Assuming the renewal is granted, the Applicant has bids for approximately $125,000 in additional building improvements including LED light fixture replacement, expanded restroom areas, dock leveler maintenance/repair, and other ancillary warehouse improvements. The Applicant also plans to spend another $100,000 to replace the parking lot during the course of the incentive, for a total expected spend over around $225,000. Doolittle would also look to hire around five (5) new full time employees, with priority given to qualified Village residents. The Applicant is requesting the Class 6b abatement to maintain their taxes at around $1.50 per square foot for their property. If the extension is not granted, they estimate that their tax bill would rise to $3.50 per square foot. Similar properties in nearby Lake and DuPage County range from $1 to $1.50 per square foot. Alternatives 1. Approve the resolution in support of BRE Alpha Industrial Property Owner LLC's application for the renewal of their Cook County Class 6b tax incentive for the property located at 3001 Malmo Drive. 2. The House of Doolittle was originally established in 1919, when John Doolittle began manufacturing the Doolittle Doodle Pad along the north bank of the Chicago River in the City's downtown area. After a customer suggested that his doodle pad would make a good calendar item, Mr. Doolittle added lines and dates to the pages, and the Doolittle Calendar Company was born. In 1978, Ron Stavoe purchased the company from the Doolittle family; under new management, the company added appointment books, desk pads and wall calendars, introducing attractive new colors, textures and graphics. Within a few years, the company began to manufacture with an eye towards environmental sustainability. In 1990 the decision was made for all House of Doolittle products be produced with recycled paper products (10% post -consumer). Two years later, the company replaced all its ink products with sustainable soy ink. In 1993, Doolittle increased the percentage of post -consumer paper from 10% to 30% across all product lines. Doolittle introduced the LandscapesTM Series in 2003 and the EarthscapesTM Series in 2005, both of which feature 100% post -consumer paper. Since 2009, every single House of Doolittle product is made with 100% post -consumer paper printed with soy inks here in the USA. 5 THE L.AW OFFICES Or I lowever, the company's green commitment goes beyond the manufacturing of recycled products; I louse of Doolittle recycles all plastics, paper, boxes, metals,, and electronics used in its facility, contributes 5% of its profits to organizations helping to preserve the environment as well as 5% of prof -its from the sales of`its "pink" products to this cause. Today the company is located at 3001 Malmo Drive in the Village of Mount Prospect, conveniently located 25 miles northwest of downtown Chicago and approximately 12 miles from O'l lare International Airport. All manufacturing and support functions take place in its 80,000 sq. lt. facility. Since the House of Doolittle took occupancy in 2013, the company has grown to approximately 30 full time employees and sold over $100 million worth of products. The Subject Property is projected to have a market value of just over $4,100,000, which would generate an estimated $1,545,923 in total taxes over the life of the Class 6b Tax Incentive. Without the incentive renewal, the Occupant will not sign a long-term lease and the and the property will receive significant vacancy relieffrom taxes. At full vacancy the Subject Property would have an estimated market value of $1,909,428 and generate only $1,452,758 over the lite of the incentive. Therefore, should the Class 6b be approved, the Subject Property would generate an additional $93,164 in real estate taxes over the life of the Class 6b Tax Incentive Renewal. In addition to increased property tax revenues, the Occupant's continued presence in the Village significantly benefits the local community. The House of Doolittle has active customers who often visit the facility and surrounding establishments. These customers will stay in Village hotels, dine at Village restaurants and otherwise increase economic activity within Mount Prospect. Based on the enclosed Employee Impact Chart, the Occupant's 30 full time employees generate an estimated $42,375 annually in local revenue, or over $500,000 during the life of the incentive. Lastly, The House of Doolittle has recently launched an online retail component. A soft launch occurred last June without any marketing, which ended up generating approximately $65,000 in sales from June through December. The company has hired an internet marketing company and they are currently building Doolittle's presence on google. However, the Company is a calendar manufacturer and are quite seasonal. With the recent marketing efforts, The House of Doolittle anticipates significant growth in the later part of this year. Without the renewal, the Applicant will not be able to maintain nor improve the property and may be unable to resign the House of Doolittle to a lease extension. Based on the foregoing, the Applicant requests that the Village of Mount Prospect review its Class 613 Incentive Renewal request and approve a Renewal [tesolution supporting and consenting to a Class 613 Incentive Renewal for the Subject Property. The Subject Property is projected to have a market value of just over $4,100,000, which would generate an estimated $1,545,923 in total taxes over the life of the Class 6b Tax Incentive. Without the incentive renewal, the Occupant will not sign a long-term lease and the and the property will receive significant vacancy relief from taxes. At full vacancy the Subject Property would have an estimated market value of $1,909,428 and generate only $1,452,758 over the life of the incentive.
