CALL TO ORDER Village Clerk Karen Agoranos called the meeting to order at 7:02 p.m. in the boardroom at Village Hall, 50 S. Emerson Street. Ms. Agoranos announced the absences of Mayor Paul Hoefert and designated Mayor pro tem, Richard Rogers. 2. ROLL CALL: Members present upon roll call by the Village Clerk: Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak, and Trustee Colleen Saccotelli Absent: Mayor Paul Hoefert, Trustee Richard Rogers and Trustee Michael Zadel A notice of quorum was announced. Ms. Agoranos stated the first order of business is to elect a Mayor pro tem to chair the meeting. Motion by Trustee Filippone to elect Trustee Saccotelli as Mayor pro tem for the meeting of August 16, 2022, seconded by Trustee Matuszak. There was no discussion. APPROVAL OF MINUTES 3.1 Minutes of the Regular meeting of the Village Board - August 3, 2022 Motion by John Matuszak, second by Terri Gens to approve the meeting minutes of August 3, 2022: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli Nay: None Absent: John Matuszak and Michael Zadel Final Resolution: Motion Passed 4. MAYORS REPORT 4.1 PROCLAMATION: School's Open - Safety Week, August 22-26, 2022 2 Mayor Pro -tem Saccotelli read the proclamation into record. Representatives from school districts serving Mount Prospect were in attendance to accept the proclamation. 4.2 PRESENTATION: Mount Prospect Fire Department Promotions - Administer the Oath of Office to Joseph Vena as Battalion Chief and Michael Murphy to the rank of Lieutenant Fire Chief John Dolan and Deputy Fire Chief Tom Wang highlighted the careers, thus far, of Joseph Vena and Michael Murphy that qualified their respective promotions. Village Clerk Karen Agoranos administered the Oath of Office to Joseph Vena as Battalion Chief. Bill Knee, member of the Board of Fire and Police Commission, administered the Oath of Office to Michael Murphy to the rank of Lieutenant. Mayor pro tem Saccotelli called for a brief recess at 7:20 p.m. to allow visitors exiting the boardroom to do so without disruption. The meeting resumed at 7:23 p.m. 5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None 6. CONSENT AGENDA 6.1 List of Bills - July 27, 2022 to August 9, 2022 - $1,162,127.47 6.2 Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE GRANTING A CONDITIONAL USE TO OPERATE A MASSAGE THERAPY ESTABLISHMENT AT THE PROPERTY 325 WEST PROSPECT AVENUE, SUITE 4 (PZ -19-22) Ordinance No. 6640 Motion by Terri Gens, second by John Matuszak to approve the consent agenda as presented: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli Nay: None Absent: Richard Rogers and Michael Zadel Final Resolution: Motion Passed 7. OLD BUSINESS None 8. NEW BUSINESS 8.1 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE FOR GROUND FLOOR DWELLING UNITS FOR THE PROPERTY LOCATED AT 321 W. PROSPECT AVENUE (PZ -08-22) Director of Community Development Bill Cooney displayed existing conditions, proposed site plan and elevations for the project located at 321 W. Prospect Avenue. The petitioner proposes to convert the existing one-story medical office building into a two-story townhome development consisting of three separate rental units. Mr. Cooney provided details on the proposed project and stated the petitioner was in attendance to answer questions from the Board. Mr. Cooney stated the Planning and Zoning Commission voted to recommend approval of the petitioner's request by a vote of 7-0 on August 11, 2022. In response to a question from the Board, Mr. Cooney stated since the proposed townhome development is less than four (4) units, it will not require formation of a Homeowners Association. No further discussion. Motion by Agostino Filippone, second by John Matuszak to waive the rule requiring two readings of an ordinance: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli 3 Nay: None Absent: Richard Rogers and Michael Zadel Resolution: Motion Passed Motion by Agostino Filippone, second by John Matuszak to approve the subject ordinance: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli Nay; None Absent: Richard Rogers and Michael Zadel Final Resolution: Motion Passed Ordinance No. 6641 8.2 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE FOR A CAR WASH AND VARIATIONS FOR ACCESSORY STRUCTURES FOR THE PROPERTY LOCATED AT 1791 WALL STREET (PZ -17-22). Mr. Cooney presented a proposal for a conditional use approval to allow a car wash with variations at the property located at 1791 Wall Street in the Lake Center. Mr. Cooney stated the property is zoned B-3. Mr. Cooney stated the car wash will front Algonquin Road and will have access off Wall Street. Mr. Cooney stated the variations are related to the accessory structures that include an increase to the maximum height of an accessory structure, an increase in the maximum number of accessory structure from two (2) to four (4) and an increase to the maximum size of a freestanding canopy. Mr. Cooney displayed a landscape plan that includes ample landscaping and building elevations that includes use of stone and masonry building materials, resulting in an aesthetically pleasing car wash facility. In addition, Mr. Cooney presented a parking and stacking analysis for the proposed project that exceeds the Village Code's minimum requirements. In response to a question from the Board, Mr. Cooney stated the property is owned separately from the Lake Center. Mr. Cooney stated the Planning and Zoning Commission recommended approval of the subject proposal with variations by a vote of 7-0 on August 11, 2022. Public Comment: Louis Goodman Mount Prospect resident • Questioned if water will be recycled Nick Spallone of Car Wash Pro Designs responded, stating water will be recycled and the proposed plans will use approximately 30 gallons of water, much less than a typical car wash. Additionally, use of high-pressure air reduces water usage and the use of a reverse osmosis system ensures water is recycled. Steve Polit 601 N. Wilshire Petitioner submitted a well-designed landscape plan In response to a question from the Board regarding how noise levels will be monitored, Mr. Spallone stated a sound group developed a blow -dryer system called the Stealth that greatly reduces noise levels. In addition, towers are designed to keep sound inside, resulting in low decibel levels. There was no further discussion. 4 Motion by Agostino Filippone, second by John Matuszak to waive the rule requiring two readings of an ordinance: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli Nay: None Absent: Richard Rogers and Michael Zadel Resolution: Motion Passed Motion by Agostino Filippone, second by John Matuszak the subject ordinance: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli Nay: None Absent: Richard Rogers and Michael Zadel Final Resolution: Motion Passed Ordinance No. 6642 8.3 1st reading of AN ORDINANCE TO ADOPT THE ELK GROVE TOWNSHIP FIRE AND EMERGENCY MEDICAL ASSISTANCE SPECIAL SERVICE AREA IN THE VILLAGE OF MOUNT PROSPECT. Village Manager Michael Cassady presented a brief review of an ordinance that adopts the Elk Grove Township Fire and Emergency Medical Assistance Special Service Area in Mount Prospect. Mr. Cassady stated Village staff has spent a great deal of time completing all compliance related requirements to establish the Special Service Area including publishing public notices, sending notifications to property owners of the unincorporated area, and holding a public hearing on June 7, 2022. A required 60 -day objection period following the public hearing ended on August 6, 2022. The Village did not receive any objections from residents or business owners of the affected area. Mr. Cassady expressed concern regarding the Village's unsuccessful attempts to engage the Elk Grove Rural Fire Protection District. Staff estimates the District will run out of resources by the end of the year and will no longer be able to provide continuity of services to the residents and business of the unincorporated area. Mr. Cassady stated this initiative has been a top priority in the Village's Strategic Plan for the last five years. Staff is supportive and recommends approval of the subject ordinance establishing the Special Service Area. Village Attorney Lance Malina stated the terms of the ordinance were presented to the Board at the public hearing held June 7, 2022 and stated there have been no changes. Mr. Cassady added Elk Grove Village is currently completing their 60 -day objection period and is expected to present Special Service Area 1 and Special Service Area 2 in September for adoption in Elk Grove Village. The Board expressed gratitude to staff for working diligently to move this important initiative forward. VILLAGE MANAGER'S REPORT 5 9.1 Summary Financial Review - Second Quarter -2022 Director of Finance Amit Thakkar presented the Village's summary financial review for the second quarter of 2022. Mr. Thakkar began by summarizing the 2022 budget challenges that include record inflation, supply chain issues, labor shortages, and market uncertainties. Mr. Thakkar also summarized the second quarter highlights that include better -than -anticipated revenue collections, reduction in capital expenditures and strong economic growth in Mount Prospect. Mr. Thakkar noted the Village was able to lock in an interest rate of 2.8% for Series 2013 Bond refunding occurring later this year. Mr. Thakkar stated the second quarter ended with $103.6 million in total cash and investments and the year-to-date change in cash and investments totals $26.8 million; however, this includes $10 million in bond issuance. Mr. Thakkar presented year-to-date revenues by category. Overall, the Village has collected $3.8 million more in revenues year-to-date than 2021. He noted the first installment of property taxes were received and the second installment is expected to be delayed six to eight months. He also noted the 100% increase in Fine & Forfeits revenues is due to the police department now having an in house adjudication program, thus eliminating fees paid to Cook County. Mr. Thakkar provided a further analysis of the Village's major revenue sources and explained the projected surpluses. The year-to-date expenditures are lagging behind mostly due to timing of capital projects. He spoke on the inflationary impacts to the budget and how departments are responding by modifying the scope of work to stay within budgetary limits. Many projects start in the second quarter with payout happening in quarters three and four. He gave a summary of expenditures by department and category. The General Fund ended 2021 with $30.8 million in unrestricted reserves (44% of General Fund Budget) and $18.6 million in unencumbered cash balance (27% of General Fund Budget). Year-to- date 2022 unrestricted reserves increased to 32.7 million (47% of General Fund Budget) and unencumbered cash balance increased to $32.5 million (47% of General Fund Budget). Fiscal year 2022 is projected to have a General Fund Surplus of $7.5 million. Of this amount, $4,150,000 million will be transferred out to multiple funds to fund capital projects and abate portions of the property tax levy payable in 2023. Mr. Thakkar stated current inflation is at 8.5% (July 2022) and it was 9.06% in June. Mr. Thakkar concluded the second quarter review by informing the Board regarding a proposed budget amendment to accommodate a 2.0% one-time retention bonus for its non-union employees (total cost $230,000) since the cost of living adjustments effective January 1, 2021 were not in line with inflation and created a reduction in real wages. In addition, the private sector is offering higher wages and other benefits in this competitive job market. Public Comment: Steve Polit 601 N. Wilshire • Suggested a future discussion regarding tax reductions for residents Mayor pro -tem Saccotelli thanked Mr. Thakkar for his presentation and looks forward to upcoming budget discussions. 9.2 As submitted Village Manager Michael Cassady announced the Mount Prospect Police Department will hold an active shooter response training session for the public on August 24 from 7-8:30 p.m. at the Mount Prospect Public Library. Mr. Cassady noted registration is required and is open to Mount Prospect residents and business owners. The event is also being offered virtually. 6 10. ANY OTHER BUSINESS Trustee Filippone thanked Mayor pro -tem Saccotelli for leading tonight's meeting. Mayor pro -tem Saccotelli announced the neighborhood music event, 56 Music Fix, and the Family Bike ride at Kopp Park are taking place this weekend and encouraged all to attend. 11. ADJOURNMENT With no additional business to conduct, Mayor pro -tem Saccotelli asked for a motion to adjourn. Trustee Filippone, seconded by Trustee Gens motioned to adjourn the meeting.
