Within the agreement, it stipulates the division of maintenance cost and the agency responsible for each traffic signal. Currently, the intersections of Rand Road & Mount Prospect Road, Rand Road & Central Road, and Central Road & Mount Prospect Road are maintained by the Village. However, IDOT has informed the Village they will take over maintenance of these traffic signals upon completion of the Rand -Central - Mount Prospect Intersection Improvements. In addition, the traffic signals at the above-mentioned intersections will be interconnected to the existing traffic signals at Rand Road & Walmart driveway and the new traffic signals at Central Road & Mount Prospect Plaza driveway. This interconnected system will also be maintained by IDOT. As a result, the intergovernmental agreement needs to be amended to reflect the changes in maintenance responsibility. 1 Alternatives 1. Pass a resolution authorizing an amendment to the intergovernmental agreement with IDOT for the maintenance of traffic signals. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board pass a resolution authorizing an amendment to the intergovernmental agreement with the Illinois Department of Transportation (IDOT) for the maintenance of traffic signals. This amendment reduces the number of traffic signals maintained by the Village and increases the number of traffic signals maintained by IDOT. ATTACHMENTS: IGA Amendment.pdf Resolution.pdf 2 Illinois Department Intergovernmental of _,.n rt Agreement Amendment Amendment #1 FOR THE AGREEMENT OF MAINTENANCE TRANSFER OF TRAFFIC CONTROL DEVICES IN VILLAGE OF MOUNT PROSPECT The undersigned DEPARTMENT and GOVERNMENTAL BODY (the PARTIES) agree that the following AMENDMENT shall amend the AGREEMENT referenced herein. All terms and conditions set forth in the original AGREEMENT, not amended herein, shall remain in full force and effect as written. In the event of a conflict, the terms of this AMENDMENT shall prevail. This AMENDMENT is in the best interest of the State of Illinois and is authorized by law and Part 1 D. of the AGREEMENT. 1. Description Of Agreement This is the Master Agreement for Local Agency maintenance and apportionment of energy costs for traffic control devices located on State highway within or near the Local Agency. 2. Effective Date of Amendment Upon execution until June 30, 2031. 3. Description Of Amendment The DEPARTMENT intends to update the Exhibit "A" of the Master Agreement due to the maintenance transfer described within. 4. Due to a Roadway Project Improvement, FAP 0334/Rand Road (US 12) FAU 1300/Central Road FAU 2686/ Mount Prospect Road Section No.:17-00166-00-CH Job No.: C-91-383-20: 3941-R, State Contract No. 60T05, associated with the traffic signal improvements within the Village of Mount Prospect, an Amendment to the Village's current Intergovernmental Agreement, Exhibit A, is required in order to reflect and comply with State Contract No. 60T05. Traffic signal of US 12 (Rand) at Mount Prospect Rd, the cost share responsibilities will be revised: From: Maintenance and Energy responsibility = 75% State, 25% Mount Prospect Plaza TO: Maintenance and Energy responsibility = 75% State, 25% Village of Mount Prospect Agency performing the maintenance: From Village to State maintained. A RESOLUTION AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT AMENDMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT) WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have determined it is in the best interests of the Village to enter into an Intergovernmental Agreement with the Illinois Department of Transportation (IDOT) for the maintenance of traffic signal systems in the Village of Mount Prospect; and WHEREAS, the Village and IDOT entered into such Intergovernmental Agreement on October 12, 2021 and will be in effect through June 30, 2031; and WHEREAS, traffic signal improvements as part of the Rand -Central -Mount Prospect Intersection Project (State Contract No. 60T05) require an Amendment to the Intergovernmental Agreement; and WHEREAS, the traffic signal maintenance provisions described in Exhibit "A" of the Intergovernmental Agreement have been revised to reflect the intersections of Rand Road & Mount Prospect Road, Rand Road & Central Road, Central Road & Mount Prospect Road, and Central Road & Mount Prospect Plaza to be maintained by IDOT; and WHEREAS, by its terms, the Intergovernmental Agreement will continue to be in effect through June 30, 2031. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: The Board of Trustees of the Village of Mount Prospect do hereby authorize and direct the Village President to execute the Intergovernmental Agreement Amendment (authorized by Illinois Administrative Code 544) between the Illinois Department of Transportation and the Village of Mount Prospect for the maintenance of traffic signal systems in the Village of Mount Prospect, a copy substantially in the form set forth in the Intergovernmental Agreement Amendment, which is attached and made a part of this Resolution. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
