Category CONSENT AGENDA Type Consent The Melas-Meadows Pedestrian Bridge Project looks to provide safe access for pedestrians and bicyclists between Melas Park and Meadows Park across Northwest Highway and the Union Pacific Railroad tracks. It fulfills a key component of the Village's Strategic Plan to provide a more walkable, pedestrian friendly community. The project will also accomplish key goals of the Village's Comprehensive Plan and Bicycle Plan by expanding opportunities for alternative modes of transportation. The Village has recently completed a Phase I Engineering Study utilizing local funds and a grant from the Invest in Cook Program. The Illinois Transportation Enhancement Program (ITEP) allocates resources to planned projects that support alternate modes of transportation such as walking and biking. Funding from an ITEP grant will be used for final design engineering (Phase II) and construction (Phase III) costs. Should the Village become a recipient of a grant, ITEP will fund up to 80% of engineering and construction costs, with 20% to be paid by the local sponsor (the Village). The ITEP application requires a Village Board resolution supporting the grant 1 request. Attached is a resolution that satisfies this requirement. Alternatives 1. Pass a resolution authorizing Village staff to submit an Enhancement Program application to fund design and the Melas-Meadows Pedestrian Bridge Project. 2. Action at discretion of the Village Board. Illinois Transportation construction costs for Staff Recommendation Staff recommends the Village Board approve a resolution authorizing Village staff to submit an Illinois Transportation Enhancement Program (ITEP) application to fund design and construction costs for the Melas-Meadows Pedestrian Bridge Project. ATTACHMENTS: Resolution.pdf 2 A RESOLUTION AUTHORIZING THE SUBMISSION OF A PROJECT APPLICATION FOR FUNDING UNDER THE ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP) WHEREAS; the Village of Mount Prospect desires to improve and enhance pedestrian and bike transportation within the Village and connectivity with regional facilities; and WHEREAS; the Illinois Department of Transportation (IDOT) administers the Illinois Transportation Enhancement Program that provide and support alternate modes of transportation, enhances the transportation system through the preservation of visual and cultural resources and improves the quality of life for members of the community; and WHEREAS, the Village of Mount Prospect has determined that it is in its best interests to submit an application for Illinois Transportation Enhancement Program funds for the Melas — Meadows Pedestrian Bridge; and WHEREAS, the project will include Phase II Engineering and Construction and Construction Engineering; and WHEREAS; an Illinois Transportation Enhancement Program grant will fund up to 80% of engineering and construction costs, with 20% to be paid by the local sponsor; NOW THEREFORE BE IT RESOLVED; By the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois SECTION ONE: The Village staff is authorized to apply to the Illinois Department of Transportation for Illinois Transportation Enhancement Program funding for the Melas — Meadows Pedestrian Bridge; and SECTION TWO: The Village certifies that they are willing and able to manage, maintain and operate the project; and SECTION THREE: The Village possesses the legal authority to nominate the transportation enhancement project and to finance, acquire and construct the proposed project; including all understanding and assurances contained therein, and authorizes representative to act in connection with the nomination and to provide such additional information as may be required.
