MAYOR'S REPORT
AMEND CH. 13 An Ordinance was presented for first reading that
DELETE CLASS "C" would amend Chapter 13 by deleting the Class "Cs
PHARMOR & CREATE liquor license issued to Phar Mot, which has closed
CLASS "R" FOR and creating a Class "R" liquor license for a new
MARTINF?~.I'S restaurant, Martinelli's to be located at 1914 West
1914 GOLF ROAD Golf Road.

TRUSTEB COMIiENTS
Trustee Wilks asked for information relative to the
State surcharge tax, such as the amount the Village'
would receive. David Jepson, Finance Director,
stated that the preliminary number was $400,000,
however, the legislature has not made their final
decision on this matter.
Trustee Wilks also expressed appreciation to the
employees, the Lions ClUb, Deputy Village Clerk
Velma Lowe and everyone involved with the
successful July 4th celebrations..
OLD BUSINESS
ZBA 31-SU-93 ZHA 31-SU-93 and ZBA 32-V-93, 1710 Estates Drive
ZBA 32-V-93 All Ordinance was presented for first .reading that
1710 ESTATES DR. would grant a Special Use to allow a garage
designed to house more than 2 vehicles and a
variation to allow a driveway with a maximum width
of. 31 feet. The Zoning Board of Appeals
recommended granting these requests by a vote of
7-0.

MARCELLA - would grant a modification from the Development Code

CODE (CH. 16) Commission recommended granting this request by a
vote of 6-0.

Millers Station Subdivision MI?~RS
The Millers Station Plat of Subdivision was STATION PLAT
"~ presented for approval. This subdivision OF
will consist of 54 townhomes and 9 single SUBDIVISION
family homes, to be constructed by Kimball Hill
Developers. The Plan Commission considered
this subdivision and recommended approval by
a vote of 6-0.
Trustee clowes, seconded by Trustee Hoefert,
moved to authorize the Mayor to sign and Clerk
to attesthis signature on the Millers Station
Plat of Subdivision.

An Ordinance was presented for first reading that MODIFICATIONS
would grant modification from the Development FROM
Code to waive the required public sidewalks on DEVELOPMENT CODE
the east side of Millers Lane and Cathy Lane and
to allow a modification from the slope requirements
for the retention basins. The Plan Commission had
considered these requests.

COURTS OF HILL Courts of Hill Street Subdivision
~AND RD/HI,W, ST. The Courts of Hill Street Plat of Subdivision was
presented. This subdivision creates one lot of
record in order to construct 11 townhomes. The
Plan Commission recommended approving this Plat of
Subdivision.
Trustee Clowes, seconded by Trustee Hoefert, moved
to authorize the Mayor to sign and Clerk to attest
his signature on the Courts of Hill Street
Subdivision.

AMEND An Ordinance was presented for first reading that
COMPREHENSIVE would amend the official Comprehensive Plan Map of
PLAN the Village relative to the Courts of Hill Street
Subdivision to reflect multi-family (townhomes)
rather than the existing commercial use. The Plan
Commission had considered this request and
recommended approval.
Trustee Clowes, seconded by Trustee Hoefert, moved

Trustee Wilks asked that zoning items that appear
on the agenda that have not been officially
presented at prior meetings be placed under the

ZBA 40-V-93, 2004 East Woodview ZBA 40-V-93
The Petitioner is requesting a variation to 2004 WOODVIEW
allow interior side yards of 2' 10# on the
west and 3' on the east, in order to construct
handicap ramps onto the deck. The Zoning Board
of Appeals recommended granting this request by
a vote of 6-0.
Trustee Wilks, seconded by Trustee Hoefert, moved
to concur with the recommendation of the Zoning
Board of Appeals and grant the variations requested
in.ZBA 40-V-93.

An Ordinance will be presented for first reading
at the next meeting of the Village Board on
July 20th.
ZBA 44-V-93, 628 Bob-O-Link ZBA 44-V-93
The Petitioner is requesting a variation to allow 628 BOB-O-LINK
a front.yard setback of 20 feet, instead of the
'minimum of 30 feet, in order to allow an existing
porch to remain. Also requested is a variation to
allow a second driveway to be added off Forest Avenue.
The Zoning Board of Appeals recommended granting these
requests by a vote of 6-0.
Trustee Wilks, seconded by Trustee Skowron, moved to
concur with the recommendation of the Zoning Board
of Appeals and grant the variation requested in
ZBA 44-V-93, subject to the condition that the
original driveway be removed within § years
and the Ordinance granting the variation be
recorded with the Cook County Recorder of Deeds so
future owners will be given notice of the
requirement relative to the original driveway.

at the next meeting of the Village Board on
July 20th.
ZBA 45-Z-93, 1022 Linneman Road ZBA 45-Z-93
The Petitioner is requesting the subject property 1022 LINNEMAN
be rezoned from R-X to R-1 (Single Family). The
Zoning Board of Appeals recommended granting this
request by a vote of 6-0.
It was noted that the subject property is 3/4 acre
parcel with one existing house. The Petitioner
would like to subdivide the property into 2 lots,
requiring the R-1 zoning district, in order to
construct a home on the second lot.

Mr. Collins, 1103 Ash, and a resident on Bel Aire,
expressed opposition to the proposal stating that
this would change the character of the
neighborhood, where there are a lot of large lots.
It was pointed out that there is only one 3/4 acre
lot left on Linneman Road, since all the others
have already received approval to subdivide and
build homes on the vacant lots.
Trustee Hoefert, seconded by Trustee Wilks, moved
to concur with the recommendation of the Zoning
Board of Appeals and grant the rezoning requested
in ZBA 45-Z-93.

An Ordinance will be presented for first reading on
July 20th.
ZBA §0-V-93 ZBA 50-V-93, 2, 4 and 6 North Albert Street
2,4,6 N.~T~ERT The Petitioner is requesting variations to allow a
20 foot front yard setback, instead of the required
30 feet, and to allow a rear yard setback of 8
feet, instead of the required 25 feet, in order to
construct a 2-car garage to service the townhouses
at 4 and 6 North Albert Street. The vote of the
Zoning Board of Appeals was 3-3, resulting in a
denial of the request.
It was explained that the Petitioner is an elderly
lady and the garage would shorten the distance to
her car due to the fact that she has to leave her
home at an early hour.
Mrs. DeGand, neighbor, expressed opposition to the
request statingthat these townhomes do not have an
association and therefore others withinthe complex
could petition the Village for similar requests,
which would change the character of the
neighborhood.
Trustee Hendricks, seconded byTrustee Wilks, moved
to grant the variations requested in ZBA 50-V-93.

AGREEMENT: COOK A Resolution was presented authorizing execution of
COUNTY HEALTH an Agreement betweenthe Village and the Cook County
DEPARTMENT Department of Health, which would allow Cook County
to assist the Village with investigations involving
food borne illness.

the Mount Prospect Public Library for 1992/93. RECEIVED
A recommendation of staff was presented to accept
the required public improvements installed in
conjunction with the Malapanes Subdivision.
Trustee Wilks, seconded by Trustee Hoefert, moved ACCEPT PUBLIC
to accept the public improvements installed in IMPROVEMENTS=
conjunction with the Malapanes Subdivision - MALAPANES SUB.
228 and 230 South Prairie Avenue.

'Village Manager Michael E. Janonis presented bid
results for various items.

to concur with the recommendation of the
administration and accept the low qualified bid
submitted by Fitness Warehouse for fitness
equipment for the Police and Fire personnel at a
cost not to exceed $15,034.00 and to authorize
entering into a 3 year maintenance contract, when
the manufacturer's warranty expires, at a cost not
to exceed $500.00 per year.

PROSPECT MANOR/ A recommendation from staff was presented to
NORTH MAIN SEWER authorize a change work order for the Prospect
PROJECT Manor/North Main relief sewer project, by
increasing the contract with Ganna Construction by
$116,000 and by increasing the contract with Rust
Environment and Infrastructure by $3,500.00. It
was noted that the Village may be eligible for an
IEPA loan of $116,000.00 for this project.
Trustee Hoefert, seconded by Trustee Wilks, moved
to authorize an increase in the contract with Ganna
Construction by $116,000 and Rust Environment and
Infrastructure by $3,500.00, relative to the
Prospect Manor/North Main relief sewer project.

r. Janonis asked if there would be a quorum for the
next meeting, July 20th. Trustee Hoefert, Trustee
Skowron and possibly Trustee Corcoran would be absent
so there would be a quorum.
Mr. Janonie also stated that the proposed amendment CANCEL
to the Zoning Ordinance (Chapter 14) is being COMMITTEE
prepared for presentation to the Board, however, OF WHOLE
it will take another week or so, therefore he MEETING~
asked if the Board would cancel the Committee of JULY 13
the Whole meeting scheduled for July 13th.
