Chairman McKillop called the meeting to order at 6:10 p.m.
Roll Call: Robert McKillop, Chairman
Marie Cotten, Secretary
Absent: George Busse, Commissioner
Also Present: John Dahlberg, Chief of Police
Michael Figolah, Fire Chief
APPROVAL OF MINUTES
Approval of minutes postponed to the March meeting.
FIRE DEPARTMENT UPDATE
Testing will be held in the fall of 2008 for new hires.
POLICE DEPARTMENT UPDATE
The department is at full strength. There will be a swearing-in ceremony on Monday, February 11, 2008,
at 9:00 a.m. for two new officers.
REVIEW AND APPROVE SERGEANTS LIST
The Board reviewed and approved the Sergeants List as presented. Chairman McKillop signed the
Sergeants Promotional List dated February 5, 2008.
Chief Dahlberg recommended using Stephen Laser & Associates for pre-employment psychological
testing. After a brief discussion, the Board concurred with the Chiefs recommendation.
A motion was made by Commissioner Cotten and seconded by Commissioner McKillop to have Stephen
Laser & Associates become our new psychological pre-employment provider.
Voice Vote:
Ayes: Cotten, McKillop
Nays: None Motion Carried
Chairman McKillop asked for a motion to go into Closed Session under Section 2C1 of the Open
Meetings Act to approve minutes.
A motion was made by Commissioner Cotten and seconded by Commissioner McKillop to go into closed
session at 6:25 p.m. to approve minutes and discuss personnel.

The Board reconvened at 6:48 p.m. with everyone present.

OTHER BUSINESS
There was a brief discussion regarding the changes to the Board of Fire and Police Commission Rules
and Regulations (B.O.F.P.C.) with regard to military service preference points in addition to pre-
qualification requirement credits for qualifying military service. The recommendation is to eliminate all
language with respect to the application for and assignment of military preference points from the
proposed B.O.F.P.C. Rules and Regulations for both Police and Fire.
Chairman McKillop stated for the record that he believes the Board and the Chiefs, in the last ten months,
have made tremendous efforts in working together harmoniously to discuss openly and honestly what
needs to be done. He also believes the Commission is supporting what the Fire and Police Chiefs are
doing and appreciates the cooperation.
A motion was made by Commissioner Cotten and seconded by Commissioner McKillop to adjourn the
meeting at 6:57 p.m.

Nays: None
