JANONIS FROM: VILLAGE ENGINEER DATE: MARCH 20, 2008 SUBJECT: lOOT ROADWAY IMPROVEMENTS I JURIDICTIONAL TRANSFERS Village staff, including Glen Andler, Mike Janonis and myself, recently met with staff from lOOT to discuss the potential for improvements to certain roadways under the jurisdiction of IDOT. Short term improvements were discussed for Kensington Road, between Route 83 and Forest Avenue, and for Busse Road, between Golf Road and Higgins Road. Both of these roads have experienced significant deterioration this winter and are in dire need of surface improvements. Long term improvements were discussed for Kensington Road. This memo provides a summary of this discussion to the Village Board and opens up a dialogue for staff to get direction from the Village Board as to the pursuit of any improvements. Short Term Improvements The rapidly deteriorating pavement surface condition of Busse Road was discussed. lOOT staff indicated that Busse Road (Golf to Higgins) is on their pavement patching and resurfacing program schedule for Fiscal Year (FY) 2010. After discussion with their staff and examination of the condition of the pavement, lOOT has agreed to move up the patching and resurfacing work to this year. At this time, lOOT anticipates letting a contract for this project in June and construction should start later this summer. The pothole filled pavement surface condition of the west portion of Kensington Road (between Route 83 and Forest) was also discussed. lOOT's schedule indicates that resurfacing of this segment of Kensington Road is scheduled for FY 2013. Again after review of the condition of this pavement, lOOT agreed to complete resurfacing of this section of Kensington Road this year as long as the Village adds this section of roadway into the Village I lOOT Maintenance Agreement for snow removal. lOOT anticipates starting this work this spring. This rescheduling will provide the needed repairs to eliminate the emerging potholes and greatly enhance the drivability of both of these roadways. Page 2 ... lOOT Roadway Improvements March 20, 2008 LonR Term Improvements Village staff has identified various improvements to Kensington Road that would enhance the operation of the roadway. Unfortunately since Kensington Road is an unmarked lOOT route and has a very low average daily traffic (ADT) count, it is the type of street that is at the bottom of lOOT's priority list. Because of low funding levels, lOOT staff explained that it is improbable that any improvements other than simple resurfacing will be considered by lOOT in the foreseeable future. However lOOT staff indicated that lOOT will consider participating in an improvement project if there is long term benefit to lOOT. lOOT will consider exchanging the cost of constructing Village preferred improvements for the transfer of future maintenance of the roadway to the Village as part of a jurisdictional transfer. This is similar to improvements that were made to Central Road (between Wolf Road and Rand Road) and to Wolf Road (between Central Road and Euclid Avenue) which resulted in jurisdictional transfers of the roadway maintenance to the Village for both of these roads. In that light, Village staff considered potential improvements to Kensington Road in three segments: WEST SECTION OF KENSINGTON ROAD (BETWEEN ROUTE 83 AND FOREST AVENUE): Village staff has made two attempts to secure federal funding for a right turn lane from eastbound Kensington Road to southbound Route 83. Unfortunately, both requests have been turned down. It is Staff's opinion that this turn lane will help to reduce the amount of cut through traffic into the neighborhood south of Kensington between Route 83 and Prospect high School. Additional improvements that could be considered include; pavement reconstruction and widening to 3 lanes, curb and gutter, storm sewers, street lights and sidewalks. It is estimated that a project of this scope for this 2,600' section would cost approximately $1.7 million. lOOT staff explained that a federal funding source is available through the Northwest Municipal Conference (NWMC) that would pay for 70% of the project cost with federal funding. There is a required local match of 30%. If the Village applied for the federal funds, $1.2 million of federal funds could be received with the Village's portion being $.5 million. lOOT has indicated that they would consider assuming the local share cost if the Village would accept a jurisdictional transfer of this section of roadway. Thus federal and lOOT funds would be used for the construction and the Village would assume long term maintenance of the roadway including all repairs and plowing. CENTER SECTION OF KENSINGTON ROAD (BETWEEN ROUTE 83 AND WHEELING ROAD): The current roadway cross section throughout this segment is four lanes of traffic with existing curb, gutter and storm sewer. However, this section of roadway is in need of pavement repair, curb and gutter repair, storm sewer improvements, traffic signal improvements at the Randhurst entrance and a right turn lane from westbound Kensington to northbound Route 12. Improvements to this section could incorporate Page 3 ... lOOT Roadway Improvements March 20, 2008 and augment the changes that are under consideration for Randhurst. Similarly, lOOT has indicated that only through a jurisdictional transfer would they consider completing any of these improvements. The process would be similar in that the Village would apply for federal funds and lOOT would assume the local share. EAST SECTION OF KENSINGTON ROAD (BETWEEN WHEELING ROAD AND RIVER ROAD): The current roadway cross section of throughout this segment is two traffic lanes with no curb and gutter. Storm drainage is provided by roadside ditches and is nonfunctional in portions east of the railroad tracks. The section of roadway would benefit from pavement reconstruction and widening to a three lane cross section, curb and gutter, storm sewer improvements, street lighting and sidewalks. Again, similar to the previous sections, lOOT has indicated that only through a jurisdictional transfer would they consider completing any of these improvements. The process would be similar in that the Village would apply for federal funds and lOOT would assume the local share. lOOT staff has indicated that there are benefits to lOOT from transferring jurisdiction of roadways like Kensington Road to the local municipalities. lOOT can shift the future maintenance responsibilities of these low priority roads to local municipalities so that they can concentrate their limited funding on more regional roadways and expressways. The transfer of Kensington Road makes sense to them since Kensington Road is a low volume road (8,700 ADT) and serves only two communities. Arlington Heights has already accepted jurisdiction of the entire section west of Mount Prospect. The benefits to the Village would be the chance to get our preferred improvements constructed at no or low cost to the Village and the ability to regulate the roadway in the future. Village staff has prioritized the sections of Kensington that we would like to consider for jurisdictional transfers. Our highest priority is for the West Section. Following that would be the Center Section and then the East Section.
