OPEN SESSION MINUTES
May 2, 2022

Commissioner Busse called the meeting to order at 5:47 p.m.

APPROVAL OF MINUTES
Commissioner Busse asked for a motion to approve the Open Session minutes of April 4, 2022.

A motion was made by Commissioner Knee and seconded by Commissioner Claussen to approve the Open Session Minutes of April 4,
2022.

FIRE DEPARTMENT UPDATE
Deputy Chief Wang informed the Board that Lawrence Matthews was removed from probation and performing very well. In
addition, the complaint on the website regarding ambulance lights and sirens being used inappropriately was removed.
POLICE DEPARTMENT UPDATE
Chief Eterno updated the Board on recruit Jonathan Caldero's progress at the academy by stating he is doing very well and
attempting to be named class leader.
The Recplex community engagement night had 111 people register and was very well received by the community and
enjoyed by staff as well. Chief Eterno is working on approval for the community relations officer position to be created within
the department to coordinate similar events. Funding is being sought from the Village budget. The proposal for the position
will be submitted to the Village Board at the next meeting. Additionally, the grant being sought would provide funding for
three new officers. With the addition of officer positions, Alexander Roe, who is next on the Eligibility List, will likely be hired.
A spot has been secured for him at Suburban Law Enforcement Academy.
Chief Eterno updated the Board on communication between Command Staff and the officers selected to discuss the
Sergeant's Promotional test. The meeting resulted in a proposal to give officers a category in which to rate candidates,
which would count toward the overall Merit and Efficiency Point scores. In addition, they would like to bring the Merit and
Efficiency points forward and combine with Assessment Center rankings to count toward the overall score. The
Merit/Efficiency scores combined with the written test would comprise 1/3 and the Assessment Center scores would
comprise 2/3. Commissioner Claussen inquired about next steps to make the proposed changes. Chief Eterno stated that
the BOFPC must agree on the changes and then subsequently the Chief would declare the changes before the test is
initiated.
Commissioner Busse asked the status of the Lateral Transfer process. The Chief explained the department is looking to
review applications after June 15, 2022 and that there would be two concurrent lists — one new recruit eligibility list and one
lateral transfer eligibility list. Two candidates remain on the current list.
CLOSED SESSION
Commissioner Busse asked for a motion to go into closed session:
a. Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against
an employee to determine its validity.
b. Approve Closed Session Minutes of April 4, 2022.
A motion was made by Commissioner Knee and seconded by Commissioner Claussen to go into Closed Session at 6:12 P.M.

A motion was made by Commissioner Claussen and seconded by Commissioner Knee to return to Open Session at 6:13 P.M.
The Board returned to Open Session at 6:13 p.m.

A motion to approve changes to the BOFPC Rules and Regulations specific to Fire Department prerequisites was made by Commissioner
Knee and seconded by Commissioner Claussen.
Roll Call: Ayes: Busse, Claussen, Knee Nays: None Abstain: None Motion Carried
With no further business, a motion was made by Commissioner Knee and seconded by Commissioner
Claussen to adjourn the meeting at 6:38 p.m.
