Regular Meeting of the Village Board
Tuesday, August 3, 2022 / 7:00 p.m.
1. CALL TO ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:02 p.m. in the
Board Room at Village Hall, 50 S. Emerson St.
2. ROLL CALL:
Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Agostino
Filippone, Trustee Terri Gens, Trustee John Matuszak, Trustee Richard Rogers, Trustee
Colleen Saccotelli and Trustee Michael Zadel

3. APPROVAL OF MINUTES
3.1 Minutes of the Regular meeting of the Village Board - July 19, 2022
Motion by John Matuszak, second by Colleen Saccotelli to approve the meeting minutes of July
19, 2022

4. MAYORS REPORT
4.1 REAPPOINTMENT TO BOARDS AND COMMISSIONS
Sister Cities Reappointment — Christine Barr
Mayor Hoefert presented the reappointment of Christine Barr to the Sister Cities
Commission for a term to expire August, 2026.
Motion by Richard Rogers, second by Colleen Saccotelli to approve the reappointment of
Christine Barr to the Sister Cities Commission:

9. VILLAGE MANAGER'S REPORT
9.1 MOTION TO ACCEPT BID FOR 2022 BACKYARD DRAINAGE PROGRAM IN AN AMOUNT NOT
TO EXCEED $148,360.
Director of Public Works Sean Dorsey stated the Backyard Drainage Program is an annual project
in the Village, providing improvements to residents for over 20 years. Mr. Dorsey provided
details on the design and improvements that typically occur in the backyard of private
properties. The program targets properties where surface flooding following a rain/storm event
affects the home, causing damage. The program requires participation by the homeowners at a
cost of $5,000 or 25% of the total cost of the project. The Village absorbs the remaining cost of
the improvement. Mr. Dorsey displayed a map detailing typical backyard drainage design
improvements on both private and public right-of-way. The project includes installation of a rain
garden on private property that connects to an existing storm sewer in the public right-of-way
with a restrictor; releasing water into a storm sewer. Mr. Dorsey displayed an image and
diagram of a rain garden.
Three (3) sites were selected for this year's program. Each homeowner has submitted their
portion ($5,000) of the cost. Staff estimates the average cost for the improvements at each
property to be approximately $43,000. Mr. Dorsey provided bid results that were slightly more
than the Engineer's estimate of $128,995. Mr. Dorsey stated staff received two (2) bids for this
project. Mauro Sewer Construction submitted the lowest cost bid of $134,873. Mr. Dorsey
indicated the cost of materials and fuel have risen, resulting in higher bids than originally
anticipated. Mauro Sewer Construction has done work in the past in the Village and has
completed projects to the satisfaction of Village staff. Staff recommends including a 10%
contingency in the project award to cover quantity variances and unanticipated construction
costs.
Mr. Dorsey_ provided the following in response to questions from the Board:
• Staff has explored grading solutions to address water flow in cases that are less severe;
however, this solution is not always feasible to solve the problem
• 72 sites have been identified as those that require a more aggressive solution to resolve
flooding issues; 53 sites have been completed and 19 remain

• Cautioned that solution costs will rise for future projects; residents who attempt to resolve
the issue themselves often create larger issues for their neighbors; advised Village staff to
educate public

• Promote awareness at Farmer's Market, Talk & Chalk, Village newsletters, etc.
• Important to get to the root of the problem

Program:

10. ANY OTHER BUSINESS
Mayor Hoefert announced Talk & Chalk is scheduled for Saturday, August 13 in place of this
month's Coffee with Council. This informal, family friendly event will take place on Centennial
Green in front of Village Hall from 9:00 to 11:00 and encouraged all to attend.
Trustee Filippone thanked members of the Mount Prospect Police Department who
responded to the recent tragedy in Highland Park. Trustee Filippone acknowledged a
resident of Mount Prospect who serves on the Highland Park Police Department for their
courage, compassion and leadership.
11. ADJOURNMENT
With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Rogers, seconded by Trustee Matuszak motioned to adjourn the meeting. By unanimous voice call
vote, the August 3, 2022 regular meeting of the Village Board of Trustees adjourned at 7:32 p.m.
