In the current budget there are funds available to replace a tow -behind air
compressor (2746). This compressor is one (1) of two (2) used by the Public
Works Department for various jobs including breaking concrete and asphalt,
blowing out irrigation lines for winter, cleaning and repairing water service lines
(b -boxes), sand blasting and painting hydrants, non-invasive tree root excavation,
and operating compressed air tools. In addition, the unit also doubles as a
portable electrical generator.
2746 has been evaluated utilizing the department's detailed comprehensive
replacement policy. This policy uses point based criteria that rates each piece of
equipment on several major factors including age, repair & maintenance cost
(R&M), condition, and consideration of hours used. A point total equaling or
exceeding eleven (11) out of sixteen (16) indicates that the vehicle should be
replaced.
2746 scored 13 points indicating that it should be replaced. The equipment
condition evaluation form and summary report are attached.

If the service life is extended, 2746 will require a $6,700 investment for service
and repairs. These costs are delineated on the attached vehicle evaluation form.
The current book value of this compressor is $1,000-$1,500. The replaced
equipment will be sold publicly though the govdeals.com Internet auction.
Staff recommends replacement in kind. To this end, a Doosan 185 air compressor
is available at a discounted price to the Village of Mount Prospect through
Sourcewell competitively bid joint purchasing contract. This unit has functionality
and power similar to the existing 2746.
Procurement of equipment and supplies through the Sourcewell joint purchasing
contract satisfies the Village's public bidding requirements.
Delivery of the new equipment is expected to be within 22-35 weeks of order
placement.
Alternatives
1. Accept Sourcewell joint purchasing contract award for the purchase of one
(1) new Doosan 185 air compressor.
2. Action at the discretion of the Village Board.
Staff recommends that the Village Board accept the Sourcewell joint purchasing
contract #041719-CEC and authorize the purchase of one (1) new Doosan XP185
Compressor at a cost not to exceed $29,795.00.
