In our effort to provide the most transparent and relevant financial information in a timely manner, we are
submitting this report herewith. The report contains relevant data with analytical information for the Village's
current financial affairs. The report is prepared based on the most recent available financial information
(internal and external). The report is divided into five sections, including a) Cash and Investments, b)
Revenues, c) Expenses, d) Fund Balance Analysis, and e) Other items that may contain relevant new
issues and items representing and impacting the Village's financial interest and well-being.
a) Cash and Investments
The Village of Mount Prospect maintains a sufficient liquid cash balance at various banking and investment
institutions for the smooth operation of the Village's day-to-day activities. The remainder of the cash assets
are invested in multiple interest-earning accounts and investment options in accordance with the Village's
Investment Policy. As of April 1, 2022, the beginning Cash and Cash Equivalents totaled $81.4 million.
During the month of April, the Village had cash receipts totaling $8.8 million. The investment income for the
month totaled $20,269. The payroll cost for the month was $1.6 million, and accounts payable were paid in
the amount of $5.1 million. The inter -fund activity decreased the cash position by $156, while other
disbursements totaled $21,122. As of April 30, 2022, the Village's Cash and Cash Equivalents totaled $83.6
million.

As of April 30, the Village has a total of $15.5 million invested in long-term investment options, including
U.S. Treasuries, AAA+ rated money market Funds, and FDIC insured CDs. The Cash, Cash Equivalents,
and Investments totaled $99.0 million as of April 30, 2022.

The above amounts do not represent all the revenues to be recognized for the period under review.
There are certain state taxes, such as sales tax, home rule sales tax, and a few other taxes, that
will be received by the Village in May 2022 and later. Additionally, during the month of April 2022,
the Village received the following revenues from the State, which relate to a period prior to April
2022. These amounts are distributed after the State administrative fee deductions of $9,051.

The actual year-to-date revenue received by the Village is $36.3 million. This amount represents
23.6 percent of the annual budget. The collected amount is tracking higher by $3.4 million
compared to the 2021 collections for the same period.
Property Taxes: The Village's total levy for the year is $19,469,004. The total property tax revenue
budget, including TIF revenues, is $20.9 million. The Village collected $11.2 million in the property
taxes through April -2022. The first installment represents 55% of the prior year's property tax
extension. The second installment is expected to be delayed by three to six months. The Village is
hopeful to collect the majority of the levied property taxes before the end of the fiscal year.
Other Taxes: The category of Other Taxes includes all the taxes enacted per local ordinances
and includes Home Rule Sales Tax, Hotel/Motel, Food and Beverage, Municipal Motor Fuel Tax,
Utility Taxes, etc. As some of these taxes are collected by the State, there is a three-month lag
between the actual sales and the remittance of the tax. In addition, all the local economic activities
for the month of April are reported in May or later. The comparative total revenue amounts under
this category are tracking higher by $454,733. The total year-to-date collection is $2,258,695 and
represents 17.0 percent of the annual budget.
Intergovernmental Revenue: This category includes all the State shared taxes, including State
Sales Tax, Income Tax, Use Tax, Motor Fuel Tax, and Grants. The Village is vigilantly tracking all
the intergovernmental revenues. As most of these taxes are collected by the State, there is a three-
month lag between the actual sales and the remittance of the tax. The year to date collection totals
around $7.7 million and is trending higher by $1.3 million compared to 2021 amounts. The Village
collected $6.5 million in State taxes, including $3.1 million in Income Tax and $2.3 million in State
Sales Tax. The year to date State Income Tax amount is higher by $786,310 compared to last year,
while the state sales tax amount is higher by $160,623 compared to the 2021 collected amount.
Besides that, the Village collected $543,104 in Personal Property Replacement Tax, an increase
of $329,999 or 154 percent over the 2021 collection ($213,105).
Licenses & Permits: The Village has collected $2.1 million in License & Permit Fees through April
2022. The amount represents 70.9 percent of the annual budgeted amount. The Village collected
$1,163,723 in vehicle license fees and $460,194 in other non -business license fees through April
2022. The total business license and permit fees collection totals $510,131.
Charges for Services: The Village has received $12.0 million in Charges for Services through
April 2022. The amount includes water/sewer/refuse charges and also internal service payments,
including vehicle maintenance and vehicle replacement lease payments. The collected amount
represents 15.2 percent of the annual budget, and it is trailing higher by $557,196 compared to the
2021 collection due to water/sewer/refuse rate increases for the year 2022.
Other Categories: All other revenue categories have collectively generated $962,986 through
April 2022. The Investment income is reporting a negative amount, which is merely an accounting
adjustment. Per the GASB, premature withdrawal penalty is represented in the market value, and
all investments are marked to market. These penalties would be realized only if the Village
prematurely liquidates these investments. The Village has the intention and capacity to hold these
investments until their maturity. Also, the Village issued $10.0 million in water/sewer bonds in
January 2022. The amount is budgeted as other financing sources, but per the applicable GAAP,
the amount is booked as a liability. Hence, it is not reported as revenue for the year.

Personnel Costs: The year-to-date expenditures for Personnel Costs, including benefits, are $17.7 million
or 33.4 percent of the annual budget. The amount is trending higher by $689,134 compared to 2021. The
overtime costs through April 2022 are $699,327, while the overtime costs at the same time last year were
$772,493.
Services: - This category covers the majority of the contractual services that include some large line items,
including JAWA water purchases, budgeted and grant -funded engineering studies, and other contracts.
The year-to-date expenditure is $9.9 million, and the Village has spent 28.0 percent of the budgeted amount
through April 2022. The contractual service spending is trailing lower by $599,259 compared to 2021
amounts due to timing issues with the expense recognition and payments.
Supplies: The Village has spent $748,615 in supplies through April 2022. The spending totals
approximately 31.1 percent of the approved budget. The category is trailing lower by $74,672 compared to
2021 amounts (due to timing issues). The Village is tracking inflation diligently. The recent inflation is at its
highest in the last 30 years. So far, the Village has tacked inflation and its financial impacts successfully
and the current budget and fund balance has capacity to deal with the short-term inflation impacts.
Capital Improvements: The Village has $49.9 million in approved capital improvement projects for the
year 2022. The amount includes $5.3 million worth projects carried over from 2021. Through April 2022,
the Village has initiated various approved capital projects and has paid $2.4 million for Capital Improvement
costs. For the most part, the major capital projects are conducted during the summer and the major portion
of the expenditure are expected to be paid in the second half of the year.
Debt Service: Per the established debt service schedules, the Village's bond payments are due on June
1 and December 1. The Village will be processing the debt service payment a few days prior to due dates
and have sufficient funds on hand to execute the same.
Other Expenditure: The Other Expenditure category includes all other expenditures not categorized
above. For the period under review, this category totals at $196,591 against the budgeted amount of $9.9
million.
d) Fund Balance Analysis:
The fund balance is an essential tool to check the fiscal health of any governmental organization. The
below data summarizes the Village's monthly unassigned/unrestricted General fund reserves. The fund
balance data is unaudited.

The above fund balance analysis is not audited and it is subject to change. The unrestricted fund balance
as of April 2022 is estimated at $30.8 million. It is important to note that the December 2021 fund balance
includes three months' worth of intergovernmental taxes receivable from the State of Illinois totaling $10.0
million. Additionally, there were outstanding interfund receivables totaling $1.8 million as of December 31,
2022. All these amounts were recognized per the GASB rules, but were not available to spend. These
receivables were collected during the first quarter of 2022. The above reported revenues and expenditure
amounts do not include all the revenues and expenditures to be recognized for the period under review.
The above analysis conclude that the Village is in great fiscal health and has achieved a great level of
growth in its revenue base. The above amounts also exclude $3.7 million in restricted/assigned fund
balances as of the date of the report.
e) Other Items:
During April 2022, the Village issued 127 real estate transfer tax stamps, of which 39 were
exempt stamps and 88 were non-exempt. During April 2022, the Village collected $106,161
in real estate transfer taxes. The average selling price for the real estate was $402,022. At
the same time last year (Apr -2021), the Village sold 135 transfer tax stamps, of which 46
were exempt and 89 were non-exempt. The Village collected real estate transfer taxes of
$94,361, and the average selling price was $318,892.
The Village recently proposed a few budget amendments to the Village Board. The staff

will be presenting the same amendments to the Finance Commission in May 2022. These
amendments are expected to be finalized in the month of June 2022.
c. The Village recently issued series 2022 bonds in January 2022. These newly issued bonds
have a debt service payment due on December 1, 2022, totaling $517,810. The Village
issued these bonds for the water and sewer projects and will be repaid using the water and
sewer service charges. Since there is no levy required to pay these bonds, the Village
needs to abate the debt service levy pertaining to these bonds. The original abatement
ordinance adopted in November 2021 did not include these bonds, as they were not in
existence as of the date of the abatement ordinance. The series 2022 bond abatement
ordinance is expected to be approved in June 2022. The Village adopted a zero percent
levy increase for the tax year 2021 (payable in 2022), and the series 2022 tax abatement
ordinance will achieve the same.
d. The Village will be submitting a grant application for the COPS hiring grant. If approved,
the Village will be able to obtain $125,000 per each newly hired Police Officer over the
period of three years.
