ORDINANCE NO.7/'
AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE
VOTERS OF THE VILLAGE OF MOUNT PROSPECT THE QUESTIONS
OF ISSUING $200,000 FIRE STATION BUILDING BONDS,
$130,000 FIRE EQUIPMENT BONDS AND $215,000 PUBLIC
WORKS BUILDING BONDS, AT A SPECIAL ELECTION TO BE
HELD BY SAID VILLAGE ON THE 8th DAY OF FEBRUARY, 1964.
WHEREAS, the Village of Mount Prospect is the owner of a parcel
~operty irregular in shape consisting of one platted lot and
~arts of two other platted lots having a frontage along the south
side of Golf Road of 155 feet by a depth of 150 feet along its
easterly boundary and 214 feet along its westerly boundary, said
~rorerty being 164 feet east of Busse Road and 752 feet west of
R~bert Drive, said property being legally described as follows:
Lnt 1 in Block 1 in Elk Ridge Villa Unit NO.1,
being a Subdivision in the West half of the West
half of Section 14" Township 41 North, Range 11
East of the Third Principal Meridian, according to
plat thereof registered in the office of the
Registrar of Titles of Cook County, Illinois, on
N~vember 26, 1958 as Document No. 1831541, and
certificate of correction thereof registered as
Document No. 1832286, Cook County, Illinois.
ALSO
The Easterly 75 feet of Lot 29 in Block 1 in Elk
Ridge Villa Unit No, 1, being a Subdivision in the
West half of the West half of Section 14, Township
41 North, Range 11 East of the Third Principal
Meridian, according to plat thereof registered in
the office of the Registrar of Titles of Cook County,
Illinois, on November 26, 1958 as Document No. 1831541,
and certificate of correction thereof registered as
Document No. 1832286, Cook County, Illinois.

The Easterly 75 feet of Lot 28 in Block 1 in Elk
R1dge Villa Unit NO.1, being a Subdivision in the
West half of the West half of Section 14, Township

WHEREAS, it is deemed necessary and advisable for the best
interest of the Village of Mount Prospect, Cook County, Illinois
that said Village construct and equip a fire station building on
the pr~perty first described above and owned by it, to serve the
residents of Mount Prospect and particularly the residents on the
south aide of Mount Prospect; and
WliERLAS, it is deemed necessary and advisable that the Village
of Mount Prospect, Cook County, Illinois, purchase fire equipment
for its Fire Department, consisting of a ladder truck, a pumper, a
squad, and necessary appurtenances and equipment; and
WI~RZAS, the Village of Mount Prospect is the owner of a parcel
of property consisting of four platted lots and part of a fifth
platted lot having a frontage on the east side of Pine Street of
228 feet and a depth of 157 feet between Northwest Highway and
Central Road approximately 138 feet north of the intersection of
Northwest Hi ghwa"T (Route 14) and Pine Street and 139 feet south
of Central Road and Pine Street, in the Village of Mount Prospect,
said property being legally described as follows:
Lots 13 through 16, inclusive, and lot 17 except
the north 22 feet thereof, all in block 2 in Busse
and Willets resubdivision in Mount Prospect, in the
west half of Section 12, Township 41 North, Range 11,
east of the Third Principal Heridian in Cook County,
Illinois.
and
~JHEREAS, it is deemed necessary and advisable for the best
interest of the Village of Mount Prospect, Cook County, Illinois,
that said Village provide storage rpace for its public works vehicles
and equipment and for such purpose construct and equip a public works
building on the property owned by it, and secondly described above;
and
HIlliREAS, the President and Board of Trustees of the Village of
:Hount Prospect have heretofore estimated the cost of constructing
and eqUipping the fire station building as above described to be not
less than the sum of Two Hundred Thousand U:)200,OOO) Dollars; and
lJI-IEREAS.. the President and Board of Trustees of the Village of
Mount Prospect have estimated the cost of purchasing the above
enumerated items of fire equipment for use by its Fire Department
to be not less than the sum of One Eundred Thirty Thousand (~)l30,000)
Dollars; and
lJEEHEAS, the President and Board of Trustees of the Village of
Mount Prospect have estimated the cost of constructing and equipping
the public works building as above described to be not less than the
sum of Two Hundred Fifteen Thousand (~;;2l5.. 000 ) Dollars; and
1iTlillREAS, funds are not available for the purpose of construc-
ting and equipping the fire station building on the property afore-
mentioned, nor are funds available for the purpose of constructing
and equipping a public works building on the property aforementioned,
nor are funds available for the purchase of the fire equipment
mentioned above, and it will be therefore necessary to borrow money
and in evidence thereof issue bonds of said Village, and before said
bonds can be issued the questions of the issuance of said bonds must
be submitted to the electors of said Village and approved by a
majority of said electors of said Village voting on each of said
questions at an election called for that purpose.
NOW, Tlrr:nEFOITE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Mount Prospect, Cook County, Illinois, as
follows:

Seetion 1.. That it is hereby determined to be to the best
interests'o~e Village of Mount Prospect to construct and equip a
tire station building on the property owned by said Village and first
described above, for the purpose of serving the residents of the
Village and particularly those on the south side of the Village~
said property consisting of an irregular parcel of property made up
~f ~ne platted lot and parts of two other platted lots having a
frontage ~long the south side of Golf Road of 155 feet by a depth
'varying from 150 feet along its east line to 214 feet along its
west line, said property being 164 feet east of Busse Road and 752
feet west of Robert Drive, and legally first described above~ and
for that purpose it will be necessary that the Village of Mount
rrospeet borrow money and in evidence thereof issue bonds of the
Village of Mount Prospect.
Section 2.. That it is hereby determined to be to the best
interests of the Village of Mount Prospect to purchase fire equip-
ment for its Fire Department, consisting of a ladder truck, a
:JUlll~er, a squad, and necessary appurtenances and equipment; and for
that ~urpose it will be necessary that the Village of Mount Prospect
.~rrow money and in evidence thereof issue bonds of the Village of
M~unt Prospect.
Section 3. That it is hereby determined to be to the best
interests of the Village of Mount Prospect to construct and equip a
pu.llc works huilding on property owned by said Village, which
Jroperty consists of four platted lots and part of a fifth platted
let having a frontage on the east side of Pine Street of 228 feet
and a depth of 157 feet, located between Northwest Highway (Route 14)
t~d Central Road, approximately 138 feet north of the intersection
f Northwest Highway and Pine street) and 139 feet south of Central
Rf\ad and Pine Street;- and for that purpose it will be necessary that
the Village of Mount Prospect borrow money and in evidence thereof
issue bonds of the Village of Mount Prospect.
Section 4. That there be borrowed by and on behalf of the
Village of Mount Prospect the sum of Two Hundred Thousand ($200,000)
Dollars f~r the purpose of paying for the construction and equipping
of a fire station building as aforedescribed in the preamble of this
~rdinance; that there be borrowed by and on behalf of the Village of
Mount Prospect the sum of One Hundred Thirty Thousand ($130,000)
Dollars for the purpose of paying the cost of purchasing fire equip-
ment for its Fire Department as aforedescribed in the preamble of
this ordinance; that there be borrowed by and on behalf of the
Village of Mount Prospect the sum of Two Hundred Fifteen Thousand
($215,000) Dollars for the purpose of paying the cost of the cons-
truction and equipping of a public works building as aforedescribed
in the preamble of this ordinance; that to evidence the aforesaid
loans, negotiable bonds of said Village of Mount Prospect be issued
and that said bonds be designated respectively:

numbered 1 through 40, inclusive, to be of the denomination of $5,000
each and to mature serially ~5,000 on December 1 of each of the years
1965 to 1969 inclusive, $10,000 on December i of each of the years
1970 to 1980 inclusive, $20,000 on December 1 of 1981 and 1982 res-
pectively, and $25,000 on December 1 of 1983, bearing interest from
date of issuance at a rate of interest not to exceed five percent
(5%) per annum payable on June 1 and De~ember 1 of each year until

$5,000 each and to mature serially $5,000 on December 1 of each

date of issuance at a rate of interest not to exceed five percent
(5%) per annum payable on June 1 and December 1 of each year until
paid;
"PUBLIC WORKS BUILDING BONDS"
numbered 1 through 43, inclusive, to be of the denomination of
t5,OOO each and to mature serially ~5 000 on December 1 of each
of the years 1965 to 1972 inclusive, ~10,000 on December 1 of each
of the years 1973 to 1979 inclusive, ~r15,000 on December 1, 1980J
~20,000 on December 1, 1981, $35,000 on December 1, 1982 and 1983
respectively, bearing interest from the date of issuance at a rate
of interest not to exceed five percent (5%) per annum pa~able on
June 1 and December 1 of each year until paid.
Section 5. That the questions of issuing the bonds described
aeove rn:-s-ection 4 hereof be submitted to the legal voters of the
Village of Mount Prospect at a special election which is hereby
called to be held in and for said Village on the 8th day of
Fehruary, 1964, between the hours of 6:00 a.m. and 6:00 p.m, (Central
Standard Time) on said day.
Section 6~ That for said special election said Village of
M~unt, Prospect-Shall be divided into seven (7) precincts, the
~oundaries of which and the polling places for which being as

Precinct No.1: All that part of the Village of Mount
Prospect lying North-or Northwest Highway (Route 14) and South of
Central Road in said Village of Mount Prospect j Cook County,
Illinois; polling place: The Village Hall, 112 East Northwest
Highway, Mount Prospect, Illinois.
Precinct No.2: All that part of the Village of Mount
Prospect lying-South- of the Northwest Highway (Rout e 14), east of
Route 83 and north of Weller Creek, in said Villae:e of Mount Prospect,
Cook County, Illinois; polling place: Lions Park Field House~ 411
South Maple Street, Mount Prospect, Illinois.
Precinct No.3: All that part of the Village of Mount
Prospect lyrng-south-or-a line commencing at the intersection of the
easterly Village limits and Weller Creek, thence westerly along said
Weller Creek to South WeGo Trail, thence south along said WeGo Trail
to Lonnquist Blvd., thence west along Lonnquist Blvd. to its plaee
of termination, in the Village of Mount Prospect, Cook County,
Illinois; polling place: Sunset Park School, 601 West Lonnquist
Blvd., Mount Prospect, Illinois.
Precinct No.4: All that part of the Village of Mount
Prospect lying West of Route 83, south of Prospect Avenue and south
of Central Road, east of a line described as follows: commencing at
Central Road and WeGo Trail, thence south along said WeGo Trail to
Lincoln Avenue, thence west along Lincoln Avenue to Busse Road,
thence south along Busse Road to Lonnquist Blvd. and north of a
line described as follows: commencing at the intersection of Busse

Section 7. That the Village Clerk of the Village of Mount
Prospect be and is hereby ordered and directed to cause notice of
said election to be given by publishing notice thereof in the
Mount Prospect Herald and the lYount Prospect Independent, the same
being newspapers published and having a general circulation within
said Village, and by posting notice thereof in at least three (3)
of the most public places in each of the election precincts and at
each of the polling places designated for said election; the date
of such publication and posting of said notice shall be not more
than thirty (30) days nor less than fifteen (15) days prior to the
date set for said special election; and said notice as published
and posted shall be in substantially the following form:

cause a sample of the ballot to be published once in the !ilount
Prospect Herald and the ~lount Prospect Independent not less than
five (5) days prior to the date ;set for said election, said
newspapers being newspapers published and having a general
circulation in said Village, and to procure and prepare all
necessary election material for holding and conducting said
election.
Section 11. 'I'hat this ordinance shall become effective
imruediately upon its passase and approval.
