1bank you for meeting with us on January 9, 2008. The pwpose of this letter is to conve
Village of Mount Prospect that you are attempting to work with the Commission with re
the development of this project. To date, the Commission has not received a full project
application. The Commission did provide to you our permit application form at that meeting.
The Commission received some information from you in the way of technical docwnentation.
However the Commission has yet to receive the full submittal required which includes but is not
limited to the Phase 2 Environmental report, utility plan, and specifics on all structures that
penetrate the ground especially within the easement area of the Commission's 48" pipeline. You
indicated in your letter of January 10 to me that an electronic copy of the Phase One
Environmental Report would be provided, it was not included, please provide it.
Our concern regarding the need for the environmental report is based on the following. At one
time. there was a gasoline service station located on the parcel with underground storage tanks
containing gasoline. If the tanks leaked and if the soil is somehow disturbed, the Commission
would be concerned about contamination in the vicinity of the pipeline.
As to structures that penetrate the ground, the Commission will not allow any such activity from
taking place within 10 feet of the centerline of the pipeline. You have a copy of the
Commission's easement agreement with CornEd as well as a permit application form from the
Commission stating our development guidelines. Please be advised that in the event that the
Commission's requirements are stricter than ComEd's, that the Commission's requirements will
prevail.
A final concern of the Commission's can be best exemplified by the recent water main break in
the City of Chicago where a 36" pipeline rupture caused extensive damage to surrounding
businesses. Although the Commission's 48" pipeline is much newer than the 100 year old

pipeline in Chicago, the risk is there nonetheless that is why the Commission chose to place its
pipeline in large tracts of open land such as the CornEd parcel.
Please be advised that although we are willing to continue our discussions, it is premature to
approve or deny this project at this point in time.

SUBJECT: MILBURN AVENUE PARKING STUDY
ADDITIONAL FIELD OBSERVATIONS
At the request of the Village Board of Trustees at the January 15, 2008 Village Board Meeting, the
Engineering Division with the assistance of the Police Department has continued to observe the parking
situation along Milburn Avenue between Hi-Lusi Avenue and I-Dka Avenue. This one block is located
immediately west of St. Raymond Church and experiences on-street parking throughout the week because
of church and school functions. With vehicles allowed to park on both sides of the street because of
limited parking restrictions, it becomes difficult to travel along Milburn Avenue and affects services such
as garbage and leaf pick-up, school busing and snow removal. The Fire Department has also expressed
concern that it could affect emergency response with only one narrow travel lane available when vehicles
are parked on both sides ofthe street.
The Safety Commission's recommendation is to prohibit parking at all times on the north side of the
street and restrict parking to two hours Monday-Friday 7:00am-6:00pm on the south side of the street.
This arrangement would be similar to the parking restrictions along Milburn Avenue from I-Dka Avenue
east to Main Street (Route 83). However, one resident attended the Village Board Meeting and asked that
some parking be allowed on the north side of the street. As a result, Staff was directed to make additional
observations (particularly during evenings and weekends) to determine if parking on the north side of the
street during certain times of the week would be acceptable.
To date, the Engineering Division and Police Department have made a total of 76 visits to Milburn
Avenue. The number of vehicles parked along Milburn Avenue between Hi-Lusi Avenue and I-Dka
Avenue at the time of each visit has been recorded on the attached spreadsheet. And additional visits are
scheduled for this upcoming weekend. It should be noted that since the January 15th Village Board
Meeting, the Village has experienced many snowy days. This, in turn, has caused some motorists who
typically park on Milburn Avenue to temporarily park in the church lot as observed by Staff. Some
conclusions, however, can still be drawn based on the observations.
1. On-street parking is at its peak during the weekday (typically 8-12 vehicles). This coincides with
peak traffic times and most services such as garbage pick-up and school busing causing various
traffic-related problems besides restricting emergency vehicle access.
2. It is evident that at least a couple of nights a week motorists attending church or school functions are
parking on Milburn Avenue.
3. On Sunday mornings, parking is prohibited on the north side of the street. It is evident, though,
parishioners are parking on the south side of the street during this time.
4. The street appears to experience the lowest parking demand on Saturdays and Sunday afternoons.

Based on the additional observations made by Staff, the Engineering Division continues to support the
recommendations made by the Safety Commission. And that is to:
. prohibit parking at all times on the north side of Milburn Avenue between Hi-Lusi Avenue and I-aka
Avenue
. limit parking to two hours Monday-Friday 7:00am-6:0Opm on the south side of Milburn Avenue
between Hi-Lusi Avenue and I-aka Avenue
This arrangement would be consistent with previous decisions made for other portions of Milburn
Avenue near St. Raymond Church and would ensure two travel lanes at all times. Restricting parking to
one side of the street would also be consistent with other streets near St. Raymond Church including 1-
aka A venue, Lincoln Street and Shabonee Trail. And it should not be lost in the discussion that not all
on-street parking is to be eliminated with this recommendation. The south side of Milburn Avenue would
provide 2-hour parking during the weekday and unlimited parking on weekends and evenings.
As mentioned earlier, the street appears to experience the lowest parking demand on Saturdays and
Sunday afternoons. The Engineering Division has considered the recommendation to allow parking on
the north side of the street during these times. However, while the three weekends we observed on-street
parking did not show a high demand during these times, there is the likelihood that church and/or school
functions will occur on the weekends during the year. And while on-street parking may occur less
frequently on Saturdays and Sunday afternoons compared to the weekday, the close proximity of this
block to the church would make this an expected choice for parking during any church or school function.
In addition, allowing parking on the north side of the street would be a deviation from previous parking
restriction decisions made for other portions of Milburn Avenue. It would also be a deviation from
limiting parking on streets around St. Raymond Church to one side. These past decisions have provided
an efficient movement of traffic and high level of safety around St. Raymond Church without
neighborhood opposition. For these reasons, the Engineering Division is not comfortable making the
recommendation to allow some on-street parking on the north side of Milburn Avenue between Hi-Lusi
Avenue and I-aka Avenue.
Please include this item on the February 19th Village Board Meeting Agenda. Enclosed is a map for your
reference and the spreadsheet showing the results of the parking study.
