AN ORDINANCE AMENDING CHAPTER 17 OF THE
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
Be It Ordained By The President and Board of Trustees of the Village of Mount
Prospect, Cook County, Illinois:
SECTION ONE: That Section 17.103 of Chapter 17 of the Village Code of Mount Prospect,
Illinois, entitled ~License Fees" is hereby amended by deleting Section 17.103 A, B & C in its
entirety and substituting in lieu thereof the following:
Section 17.103 License Fees. Annual license fees for motor vehicles and trailers of
various classifications shall be as follows:
A. First division vehicles, excluding motorcycles, motor driven cycles and motor
bicycles:

The annual fee for a non-commercial vehicle license for a vehicle owned and
operated by a resident of age sixty-five (65) or older shall be ten dollars ($10.00).
Only one age sixty-five (65) or older rate per family shall be allowed. Additional
vehicles shall be licensed at the rate set out above.
B. Motorcycles, motor driven cycles and motor bicycles:

of Illinois license plate with the "School Bus" designation:

a. A self-propelled vehicle operated as a tractor and one semitrailer shall be
considered as one vehicle in computing the above license fees, and no additional
license fee shall be required for said semitrailer so used.
b. The owner of each vehicle who has elected to pay a mileage weight tax to the
State of Illinois shall be required to be licensed as provided in this Chapter.
2. Motor buses with State of Illinois license plate designating "School Bus" owned and
operated by a commercial enterprise shall pay an annual fee of ten dollars ($10.00)
for each such vehicle bearing said "School Bus" designation.
3. Motor buses with State of Illinois license plate designation "School Bus" owned and
operated by any governmental agency or not-for-profit organization shall have the
annual license fee waived.
4. A Class W passenger automobile with State of Illinois license plate designation "CV"
owned and operated by any not-for-profit organization shall have the annual license
fee waived; provided, however, that no more than one such license fee shall be
waived for said not-for-profit organization in any given licensing year. (Ord.3269,

SECTION TWO: That Section 17.105 of Chapter 17 of the Village Code of Mount Prospect,
Illinois, entitled "Dealers Licenses" is hereby amended by deleting Section 17.105 in its entirety and
substituting in lieu thereof the following:
"Sec. 17.105. Dealers Licenses. Notwithstanding any provision of this Chapter to the
contrary, where dealers' number plates issued by the State of Illinois are lawfully used on
any vehicle operated in the Village by any person having a residence or doing business in the
Village, the annual fee for the Village vehicle license therefor shall be thirty dollars ($30.00).
Notwithstanding any of the provisions of Section 17.107 to the contrary, the Village license
for dealers' vehicles shall consist of a metal plate which shall be attached to the front plate
of the State dealers' number plate. Any such Village plate may be transferred to any other
vehicle held for sale and used for demonstration under State dealers! number plate by the
same dealer who applied for the Village plate." (Ord.650, 12-16-58; Ord.3669, 6-17-86)
SECTION THREE: That Section 17.107 of Chapter 17 of the Village Code of Mount Prospect,
entitled "License Year; Time of Payment; Late Payment Penalty" is hereby amended by deleting
Section 17.107 in its entirety and substituting in lieu thereof the following:
"Sec. 17.107. License Year; Time of Payment; Late Payment Penalty. Beginning in
1986 and continuing each and every year thereafter, license fees established herein shall be
due and payable on or before April 30, and licenses issued shall expire on April 30 following
the date of issuance. If, after the date license fees become due and payable hereunder, a
person acquires a vehicle or becomes a resident of the Village or if a vehicle owned by a
person who is a resident of the Village is maintained in storage by virtue of such person's
temporary absence from the Village while attending school as a full-time student, or while
fulfilling a military obligation on permanent assignment to a military base or station, or for
such other reason whereby the vehicle in question is in storage within the Village and is not
used on the public streets or highways, then the license fees provided for in Section 17.103
shall be due and payable within thirty (30) days after such vehicle is acquired or new
residency is established, or such vehicle is removed from storage and placed in use and
operation upon the streets and highways of this Village. Where the said fee becomes due and
payable six (6) months or more after the start of the license year, then the license shall be
issued for the remainder of the year upon payment of one-half (1/2) oftbe fee provided for
in Section 17.103. A late fee will be required in addition to all the license fees provided for
in Section 17.103 by all persons who purchase the license after the due date as set fomh in
this Section. The late payment fee schedule is as follows:
Fift3, percent (50%) of license fee if purchased after April 30 and before July 1;
Seventy five percent (75%) of license fee if purchased after July 1 and before
September 1; and

One hundred percent (100%) of license fee if purchased after September 1. (ord.3269,

SECTION FOUR: That Section 17.109 of Chapter 17 of the Village Code of Mount Prospect,
entitled "Transfer" is hereby mended by deleting Section 17.109 in its entirety and substituting in
lieu thereof the following:
Sec. 17.109. Transfer.
A. Whenever the owner of any vehicle licensed under this Chapter, before the expiration of
such license, sells or otherwise disposes of such vehicle, and thereafter acquires another
vehicle, such owner shall immediately make application to the Village Treasurer for a
transfer of said vehicle license to the newly purchased vehicle. Said application shall
state the name and address of the licensee and the name and address of the purchaser of
said vehicle, together with a description of the newly purchased vehicle.
1. Upon surrender of the original license and transparent sticker, or vehicle tag in case
a metal tag has been issued, or upon proof that the transparent sticker or plate has
been destroyed, the Village Treasurer shall issue a new license to apply to the newly
acquired vehicle upon payment of the proper license fee listed in 17.109 C below.
2. It shall be unlawful for any person to display a transparent sticker emblem on any
vehicle other than the vehicle for which the emblem was originally issued.
B. The owner of any vehicle license under this Chapter shall promptly notify the Village
Treasurer and the Police Department whenever the transparent sticker emblem issued
under such license is lost, stolen or destroyed.
C, The transfer fee shall be two dollars ($2.00). If the newly acquired vehicle is of a class
requiring the payment of a license fee higher than was paid for the license originally
obtained for the vehicle disposed of, the fee required to be paid for such transfer shall be
a sum equal to the difference between the fee paid for the original license and the fee
fLxed for licenses for vehicles of such class, plus the transfer fee of two dollars ($2.00).

SECTION FIVE: That Subsection E of Section 17.110 of Chapter 17 of the Village Code of Mount
Prospect, entitled "Violation Citations" is hereby amended by deleting Subsection E in its entirety
and substituting in lieu thereof the following:
E. The violation claim described in said citation to be issued pursuant to the terms of this
Chapter, may be settled, compromised and paid in the respective amounts set forth in the
following schedule:
1. In the event that said payment is made prior to the mailing by the Municipality or by
the peace officer of a final notice, thirty dollars ($30.00) shall be accepted as

2. In the event that payment has not been paid prior to the mailing of such fmai notice,
and in fact, final notice has been mailed, sixty dollars ($60.00) shall be accepted as

3. In the event that payment is not made within the time prescribed in the final notice,
and a notice to appear has been served or a complaint filed in the Circuit Court of
Cook County, payment of any fmc and costs shall be in such amount not less than
sixty dollars ($60.00), nor more than three hundred dollars ($300.00) as may be
determined and established by the Circuit Court of Cook County for any such

ECTION SIX: This Ordinance shall be in full force and effect February 1, 1994 following its
passage, approval, and publication in pamphlet form in accordance with law.
