CALL TO ORDER Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:07 p.m. in the Board Room at Village Hall, 50 S. Emerson St. 2. ROLL CALL: Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak, Trustee Peggy Pissarreck, Trustee Colleen Saccotelli and Trustee Richard Rogers Absent: None a. APPROVAL OF MINUTES 3.1 Minutes of the Regular Meeting of the Village Board — April 19, 2022 Motion by Colleen Saccotelli, second by Agostino Filippone to approve the meeting minutes of April 19, 2022 Yea: Agostino Filippone, Terri Gens, John Matuszak, Peggy Pissarreck, Colleen Saccotelli, Richard Rogers Nay: None Final Resolution: Motion Passed 4. MAYORS REPORT 4.1 Proclamation: National Public Works Week May 15 - 21, 2022 Mayor Hoefert read the proclamation acknowledging Public Works Week into record and presented it to Director of Public Works Sean Dorsey. Mr. Dorsey announced the return of the Public Works Open House event on Saturday, May 14, 9:00 a.m. to 1:00 p.m. This event was suspended during the pandemic and Mr. Dorsey and staff are pleased to host this event once again. There are many activities planned and Mr. Dorsey added refreshments will be served thanks to the continued generosity of the Mount Prospect Lions Club. 4.2 Proclamation: Monarch Butterfly Day May 14, 2022 This proclamation will be presented at the May 10, 2022 Committee of the Whole meeting. 5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Carole Delahunty Mount Prospect resident 2 Thanked Trustee Pissarreck for her service; asked the Board to consider appointing someone who is forward thinking and shares Pissarreck's similar ideals Robert Kawalek 700 S. Can Dota • Opposes plans by Public Works to install a sidewalk in front of his home (Mr. Kawalek distributed copies of his written statement to each member of the Board). Vince Dante and Nick Acearenza Mount Prospect Lions Club • Thanked the Board for their continued support of the Farmers Market and Cruise nights and announced both events are returning to the West Metra lot for the 2022 season. 6. NEW BUSINESS 8.1 1st reading of AN ORDINANCE OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS APPROVING THE SOUTH MOUNT PROSPECT TAX INCREMENT FINANCING DISTRICT REDEVELOPMENT PROJECT AREA REDEVELOPMENT PLAN AND PROJECT 3 Director of Community Development Bill Cooney provided an overview of the proposed South Mount Prospect Tax Increment Financing (TIF) District and the accompanying ordinances presented for approval. Mr. Cooney stated staff, Board and residents have discussed the proposed TIF at several public meetings and tonight is the culmination of staff's efforts to officially establish the South Mount Prospect Redevelopment Project Area for the South Mount Prospect TIF. The proposed boundary area of the South Mount Prospect TIF is bound by Dempster on the North, Busse on the West, Route 83 on the East and Oakton on the South. The area includes 505 acres consisting primarily of commercial and industrial properties but also includes five (5) residential properties. Mr. Cooney stated the Village annexed much of the subject project area in 2016 and 2017 from unincorporated Cook County. Mr. Cooney added the Village Board approved the South Mount Prospect Plan in 2020. The plan included a recommendation to review economic development programs to invest in the area; TIF was listed as a top option to accomplish this goal. With Board approval, the Village began the process of evaluating the area by hiring consultant SB Friedman to conduct a TIF feasibility study in October of 2021. The feasibility study was completed and shared with the public in February, 2022. The South Mount Prospect TIF received unanimous support from interested taxing districts at the March 22, 2022 meeting of the Joint Review Board. Mr. Cooney discussed the many benefits of implementing a TIF district. Most importantly, it provides a development tool for the Village to reinvest and redevelop south Mount Prospect. Proposed improvements to public infrastructure includes roads, water mains and storm water that will benefit the area. Proposed projects include a new Community Connections Center and affordable housing development. A TIF supports the long-term increase in equalized assessed value (EAV), reducing property taxes for all other taxpayers in the Village. Mr. Cooney stated the three (3) ordinances must be approved in the order presented per State statute as follows: 1) Approve the South Mount Prospect Tax Increment Financing District 2) Designate the South Mount Prospect Tax Increment Financing District Redevelopment Project Area and 3) Adopt Tax Increment Financing for the South Mount Prospect Tax Increment Financing District Mr. Cooney stated staff supports the South Mount Prospect TIF. SB Friedman consultant Geoff Dickinson was present to answer questions from the Board. Mr. Cooney_ provided the following in response to questions from the Board: • The April 28, 2022 revision was updated to reflect the Building Code updates as of February 2022 and is the only technical change to the Plan • Boundaries of the approved TIF cannot be expanded without a new TIF process • Adjustments to the TIF budget exceeding $145 million would require an amendment to the TIF Mayor Hoefert concluded the discussion by stating his support for the South Mount Prospect TIF and added the Village has used TIF as an effective tool, especially in the downtown area. Mayor Hoefert stated south Mount Prospect offers a wide range of opportunities for redevelopments and reinvestment. Mayor Hoefert reiterated his comments made at the April 19, 2022 Village Board meeting, stating it is not the intent or desire of the Village to displace any resident from their home. 4 No further discussion. Implementation of the South Mount Prospect Plan is the fulfillment of an important strategic goal.
