In the past several years, a number of potential capital facilities projects have been
presented for consideration including the rebuilding of Fire Station 14, relocation of fire
vehicle maintenance facilities to the Public Works facility, administrative space needs for the
Police Department and how those needs may impact the Fire administration offices housed
in the same facility and the feasibility of upgrading the emergency preparedness status of
the Public Works facility (generator) and locating an Emergency Operations Center (E.O.C.)
at the Public Works facility. Given the potential size, scope and cost of these projects, the
Village Board felt that a comprehensive study of all these projects would provide a strategic
planning document that would help to prioritize these projects and establish a preliminary
cost figure for each component part. This planning tool would then be used to guide future
capital improvement and budget decisions.
In August, 2007 the architectural firm of Sente-Rubel-Bosman-lee (S.R.B.L.) was retained
to undertake the study. Due to its magnitude, the study was divided into two phases. Phase I
includes recommendations relating to Fire Station 14, Public Works and an Emergency
Operations Center (E.O.C.). Phase II covers Police Department and Fire Administration
space needs. The Phase I report is ready for discussion. The Phase II report should be
completed in late 2008.

Staff, along with a representative of S.R.B.L. will be on hand to present the report and
facilitate discussion.
V. AUGUST 23 STORM DAMAGE AFTER ACTION REPORT
On August 23, 2007 the community was hit by a severe thunderstorm and high wind event
that caused well over a million dollars in damage to both public and private property and
over $910,000 in emergency response and recovery expenditures. Winds in excess of 90
mph downed trees and power lines throughout the Village resulting in thousands offlooded
basements and lost personal property. Over 2000 mature parkway trees were damaged by
the storm, including nearly 300 trees that have, or will need to be, completely removed.
At the same time, Public Works personnel were monitoring the steady rise in the elevation of
the Des Plaines River, at the Village's northeast border. Heavy rains upstream of Mount
Prospect the previous week had prompted severe flood warnings. The August 23rd storm
greatly accelerated a rise in the river and forced Village crews to construct a temporary levee
wall in order to protect 200 homes immediately adjacent to the river. Thankfully, the river
crested at the base of the levee and receded without causing property damage.
The Administration was generally praised for its emergency response and recovery efforts.
Nevertheless, staff has, in the months following the events, undertaken a critical assessment
of our effort with an eye on identifying areas in need of improvement. A "Preliminary" After
Action report has been drafted and is ready for review and discussion. A "Final" report with
a specific action plan will follow at the completion of its review and acceptance by the Village
Board.
