ZBA 27-A-84, Text Amendment 2nd reading of AN ORDINANCE TO AMEND CHAPTER 14 ENTITLED "ZONING" OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS WITH REGARD TO PERMITTING LAUNDRY AND DRY CLEANING ESTABLISHMENTS WITH A B-3 BUSINESS, RETAIL AND SERVICE DISTRICT This request for a text amendment was approved by the Zoning Board of Appeals 5-0. The amendment will permit dry cleaning on the premises, but not to serve more than 3 satellite locations. B. ZBA 28-V-84, 800 Cathy Lane 2nd reading of AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS 800 CATHY LANE This case deals with a request for a driveway 21'8" wide, rather than the permitted 18' width. The Zoning Board of Appeals recommended approval 5-0. C. ZBA 30-V-84, Northwest Highway and Edward Street 2nd reading of AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS THE NORTHWEST CORNER OF NORTHWEST HIGHWAY AND EDWARD STREET This case deals with a request for variations to eliminate a truck loading dock; to permit parking in the rear yard; and to permit parking spaces to be 19' in length instead of 20'. ZBA 31.-V-84, 1504 Emmerson Lane 2nd reading of AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS 1.504 EMMERSON LANE This request is for a variation to permit a shed to be located in the side yard, within 8 feet of the side property line. The Zoning Board of Appeals voted 2-4, recommending denial of request. (Exhibit D) E. ZBA 24-Z-84 and ZBA 25-V-84, Lincoln Circle 1. 2nd reading of AN ORDINANCE ANNEXING PROPERTY COMMONLY KNOWN AS "LINCOLN CIRLCE" TO THE VILLAGE 01' MOUNT PROSPECT This parcel. consists of 4.4 acres and is .located approximately 300 feet west of Meier Road on the south side of Lincoln Street. (Exh.i.bit E) 2. Plat of Annexation 3. 2nd reading of AN ORDINANCE AMENDING THE ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT WITH RESPECT TO ZONING A CERTAIN PROPERTY IN THE R-1 SINGLE FAMILY RESIDENCE DISTRICT This ordinance grants re -zoning from R -X, for annexed property, to R-1. The Zoning Board of Appeals recommended 4-0 to grant. (Exhibit F) 4. Lincoln Circle Plat of Subdivision 5. 2nd reading of AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS THE LINCOLN CIRCLE SUBDIVISION' This Ordinance grants a variation for the 5 lots located on the bulb of the cul de sac to allow 50' widths instead of 65'. The Zoning Board of Appeals voted 4-0 to grant. (Exhibit G) F. ZBA 32-V-84, 2.103 West Lincoln Street lst reading of AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS 1103 LINCOLN STREET This case deals with a request for a circular driveway. The Zoning Board of Appeals voted 4-0 to approve the variation. (Exhibit H) G. ZBA 33-V-84, 1026 Church Road Ist reading of AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS 1026 CHURCH ROAD The variations requested in this case deal with placing a fence into the front yard area to cover an air conditioning unit and to permit a concrete slab to be used as the foundation for a diving board. The Zoning Board of Appeals recommended 4-0 to grant. (Exhibit J) H. lst reading of AN ORDINANCE PROVIDING FOR THE FINANCING BY THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, OF AN INDUSTRIAL REVENUE BOND SERIES 1984 (LEES' MARKETING SERVICES) AND CONFIRMING THE SALE THEREOF, AND AUTHORIZING THE EXECUTION AND DELIVERY OF A LOAN AGREEMENT, A MORTGAGE AND SECURITY AGREEMENT, AN ASSIGNMENT AND AGREEMENT, A BOND PURCHASE AGREEMENT AND RELATED DOCUMENTS This Ordinance is the final step for the issuance of Industrial Revenue Bonds for Lees' Marketing in amount not to exceed $800,000. (Exhibit K) I. lst reading of AN ORDINANCE AUTHORIZING THE SALE OF REAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT This Ordinance authorizes the sale of Lot 308-B, owned by the Village, located within the Kensington Center for Business, to Opus. The parcel will be developed for Roscor Corporation. (Exhibit L) J. A RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT WITH ROSCOR CORPORATION AND CALLING A PUBLIC HEARING ON A PROPOSED PROJECT This Resolution authorizes the Memorandum of Agreement with Roscor Corporation and calls for a public hearing for September 18 to consider the issuance of Industrial Revenue Bonds in an amount not to exceed $2,500,000. (Exhibit M) K. 2nd reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT AND THE MUNICIPAL PURPOSES OF SPECIAL SERVICE AREA NO. I-st reading of AN ORDINANCE AUTHORIZING THE SALE BY PUBLIC AUCTION OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNU ' ' PROSPECT This Ordinance authorizes the sale of miscellaneous properties through the Northwest Municipal Conference's public auction. (Exhibit Q) C. ZBA 34-V-84, 1323 Columbine This case deals with a request for variations from the yard requirements in order to have an in -ground swimming pool. The Zoning Board of Appeals recommended granting this request by a vote of 5-0. D. ZBA 35-V-84, 305 East Hiawatha Trail The petitioner in this case requests a variation to construct a fence. Due to the unique configuration of the subject property, it has two front yards. The Zoning Board of Appeals voted 5-0 to deny the request. IX. VILLAGE MANAGER'S REPORT A. Bid Results: 1. OPUS Business. The offer was submitted by Hiffman-Shaffer representing Roscor. Corporation. The offer for the 2.43 acres is $344,01.5 ($3.25 per, square foot). It was noted that Roscor Corporation deals with fitting special. vans with the video and technical equipment used by television companies. The actualsale of this property would be to Opus Corporation, and that company would sell the land to Roscor for the sarne price they, pay, which is stated above. Roscor Corporation has expressed a desire to apply for Industrial. Revenue Bonds, should this transaction be finalized. Consideration will be giving to this request at a public hearing scheduled for September 18, 1,984. Hardy & Associates, Inc. regarding our-telephonesystem included threees: 1)an evaluation of present equipment and recommendations for modifications, updating and/or replacing the system; 2) developing specifications for equipment and evaluating pro- posals from equipment suppliers; and 3) supervision of the installation and conversion to a new syutem. Phase one is completed with his report attached. The report contains a description of our current system, system inventory and costs, recommendations, and cost projections for purchasing new equipment compared to current system cnsts, In the report, Mr. Hardy points out that we have a Model 801A PBX System that is no longer marketed by Illinois Bell and that cannot be upgraded. We have 154 telephone users (exclusive of private lines) sharing ten trunk lines for a ratio of 16.4 to l. The accepted ratio is 6 to l. Mr. Hardy recommends that we replace our present system with "state of the art" equipment. His estimate of the cost of new equipment is $110,350. The new equipment would include some 50 plus features and/or controls such as: automatic call back, call forward, call pickup, speed calling and least cost routing. The system would provide for a minimum of lU% growth and have battery backup. The repurt indicates that we would realize significant savings by purchasing new equipment rather than continuing to lease our present system. In addition, other means of reducing costs were suggested in the report. If all of the recommendations could be implemented" potential ten year savings could be as much as $309,970. Mr, Hardy has informed me that if we choose to proceed, specifications could be completed by October l, bids returned by November l and the new system operational by March l, 1985. Financing for the new system can be arranged through a lease -purchase agreement either with a vendor or a local financial institution. A five-year financing plan could be worked out with no money down and a monthly payment less than the equipment portion of our monthly telephone bill. The telephones in the Village are a combination of single line, six -button, tura-bUtton and eighteen -button units. L. I. GENERAL INFORMATION B. Problems wiTh Systern The primary problem with the present system is that 1..72 telephone users are trying to get dial tone from ten both way trunks (392-6000). if five local. people are calling in, and five people are calling out; the system is full. This ratio of 17 to I is unacceptable as an efficient grade of service. The addition of Private lines has not eliminated this problem because the 17 private will take only 17 people a of the system. This still. leaves 1.54 telephone users sharing ten lines. The accepted ratio in the in&mtry is 6 to 1, which means a user will receive 1 busy per 100 attempts to seize a line. 2. It would appear from the busy study (see attached) supplied by Illinois Bell and dated 7/26/84, that the trunks are not always operating properly. 111his would again cause a person trying to get' an outside line to receive a busy. There would he vacant-- trunks available, but the switch would not be advancing properly. This condition will be eliminated with a current state of the art which does not have relays to wear, causlnlproblemns. Long Distance - Intra and Interstate Our study was based on the data given to us for June 1984. The study was made on long distance calling data taken from Illinois Bell bills. 1. Each bill was analyzed to determine the type of calling, the number of calls, the total. number of minutes, the cost and cost per minute to ebtain the pattern of placing long distance telephone calls. We then determined if there were more economical ways of handling the present volume of long distance traffic. 9! III. Interstate A nation wide WATS line would cost the Village $1'%3.22, based on the present usage of 387 minutes. An OCC (other common Carrier) such as Sprint, MCI, etc® would cost. approximately .29 per minuto (Naly on these networks can also be billed in 10 second increments. The cost to the Village on as OCC based an 387 mimAes would be $112.00. This would be a monthly savings to the Village of approximately $66.00 per month. III. AUDIT B. bong Distance - Intra and Interstate 4. Interstate (cont.) A new system could be programmed so that all long distance calls would automatically be routed over the least, expensive network.. 5. Message Units can Long Distance calls The use of another common carrier (OCC), such as Sprint or. MCI, etc. will eliminate t - tie message service units charged. our study found 387 minutes of interstate long distance calls. This would relate to an additional savingsof $19.35 per month on message service unit costs. 6. Recommendation A combined savings of $85.35 (long distance charges of $66.00, plus $19.35 on message units) can be 'r by using an OCC line for all interstate long distance calls. Each department should have a Oifferent access code to identify costs for the department ori!jinating the call. 11 C. Pay Phones 1. 'State tE.x in the amount of $245.92 has been added to your June 1984 bills. This is a total of an average of $2,951.04 annually. 2. It t.as been our experience that non-profit organiza- tions are tax exempt. We bring this to your attention since you may wish to have the Village's legal counsel question IV. RECOMMENDATIONS We would submit the following recommendations for' your consideration: A. Replace the existing telephone system in the Village Hall, with a current state of the art system. The current state of the art system typically will have some 50 plus features and/or controls such as: (features) automatic, call back, call forward, call pickup, conference calling and speed calling; and, (controls) least cost routing and remote maintenance. B. Design the new system with a minimum of 10% growth factor built in for future growth of the Village. C. Include enhancements such as. battery backup, station message detail records and a controlled long distance network. D. Install a free standing system in each of the buildings (see design schematic). This will take much of the present traffic away from the village Hall console operator and give ci.tizens direct access to service. E. Install off Premise Extensions (OPX) to each location from the Village Hall. Thus allowing personnel in each building to: 1) have long distance access to the controlled long distance network; 2) make inter -Village calls without incurring message service units; and, 3) make inter -Village calls without tieing up trunks or business lines. Wo IV. RECOMMENDATIONS (cont.) The existing cable which was installed and is owned by the Village can be used for all OPX lines, thus eliminating any monthly cost from the Utility. F. Relocate the switch in one of the following areas: boiler room, elevator motor room or the room next to the Clerk's office.
