ENTITLED "ZONING" OF THE VILLAGE CODE OF
MOUNT PROSPECT, ILLINOIS WITH REGARD TO PERMITTING
LAUNDRY AND DRY CLEANING ESTABLISHMENTS WITH A
B-3 BUSINESS, RETAIL AND SERVICE DISTRICT
This request for a text amendment was approved by
the Zoning Board of Appeals 5-0. The amendment will
permit dry cleaning on the premises, but not to
serve more than 3 satellite locations.

2nd reading of AN ORDINANCE GRANTING A VARIATION
FOR CERTAIN PROPERTY COMMONLY KNOWN AS 800 CATHY LANE
This case deals with a request for a driveway 21'8"
wide, rather than the permitted 18' width. The Zoning
Board of Appeals recommended approval 5-0.
C. ZBA 30-V-84, Northwest Highway and Edward Street
2nd reading of AN ORDINANCE GRANTING A VARIATION FOR
CERTAIN PROPERTY COMMONLY KNOWN AS THE NORTHWEST
CORNER OF NORTHWEST HIGHWAY AND EDWARD STREET
This case deals with a request for variations to
eliminate a truck loading dock; to permit parking
in the rear yard; and to permit parking spaces to
be 19' in length instead of 20'. The Zoning
Board of Appeals recommended approval by a vote
of 6-0.

VARIATION FOR CERTAIN PROPERTY COMMONLY
KNOWN AS THE LINCOLN CIRCLE SUBDIVISION'
This Ordinance grants a variation for the
5 lots located on the bulb of the cul de sac
to allow 50' widths instead of 65'. The
Zoning Board of Appeals voted 4-0 to grant. (Exhibit G)

This case deals with a request for a circular

Ist reading of AN ORDINANCE GRANTING A VARIATION
FOR CERTAIN PROPERTY COMMONLY KNOWN AS
1026 CHURCH ROAD
The variations requested in this case deal with
placing a fence into the front yard area to cover
an air conditioning unit and to permit a concrete
slab to be used as the foundation for a diving board.
The Zoning Board of Appeals recommended 4-0 to grant. (Exhibit J)

FINANCING BY THE VILLAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS, OF AN INDUSTRIAL REVENUE BOND
SERIES 1984 (LEES' MARKETING SERVICES) AND CONFIRMING
THE SALE THEREOF, AND AUTHORIZING THE EXECUTION AND

This Ordinance is the final step for the issuance
of Industrial Revenue Bonds for Lees' Marketing

I. lst reading of AN ORDINANCE AUTHORIZING THE SALE
OF REAL PROPERTY OWNED BY THE VILLAGE OF
MOUNT PROSPECT
This Ordinance authorizes the sale of Lot 308-B,
owned by the Village, located within the Kensington
Center for Business, to Opus. The parcel will be
developed for Roscor Corporation. (Exhibit L)
J. A RESOLUTION AUTHORIZING THE EXECUTION OF A
MEMORANDUM OF AGREEMENT WITH ROSCOR CORPORATION
AND CALLING A PUBLIC HEARING ON A PROPOSED PROJECT
This Resolution authorizes the Memorandum of
Agreement with Roscor Corporation and calls for
a public hearing for September 18 to consider
the issuance of Industrial Revenue Bonds in an
amount not to exceed $2,500,000. (Exhibit M)

B. I-st reading of AN ORDINANCE AUTHORIZING THE SALE
BY PUBLIC AUCTION OF PERSONAL PROPERTY OWNED BY
THE VILLAGE OF MOUNU ' ' PROSPECT
This Ordinance authorizes the sale of miscellaneous
properties through the Northwest Municipal
Conference's public auction. (Exhibit Q)
C. ZBA 34-V-84, 1323 Columbine
This case deals with a request for variations
from the yard requirements in order to have an
in -ground swimming pool. The Zoning Board of
Appeals recommended granting this request by a
vote of 5-0.
D. ZBA 35-V-84, 305 East Hiawatha Trail
The petitioner in this case requests a variation
to construct a fence. Due to the unique configuration
of the subject property, it has two front yards.
The Zoning Board of Appeals voted 5-0 to deny the
request.

MAYOR'S REPORT CITIZENS AWARD
Mayor Krause stated that Ida Jovacic, of north Westgate Road, IDA JOVACIC
had recently used the Heimlich maneuver to save
the life of her. aunt who was choking. The Paramedics
credit Mrs. ,Jovacic with saving a life., and Mayor
Krause presented a Citizens' Award plaque to
Mrs. Jovacic, expressing the congratulations of the
Village Board for her, quick. action.

have a building constructed within the Kensington Center for
Business, having purchased the lot from the Village.

Ordinance will be presented September 4th authorizing the
issuance of Industrial Revenue Bonds for Lee's Marketing.

Mayor Krause called this Public Hearing to order at 8:53 P.M. HEARING:
The purpose Of this bearing is to consider the tax levies LEVY -1.984-85
necessary for municipal purposes, and was called following
a legal. notice be placed in the local newspaper, as required
by the Truth in Taxation Act.
It was explained that the Village's levy was reduced 1.1%
from 1983-84 and the Mount Prospect Public Library's levy,
collected through the village, had increased 2.8%. These
monies will be collected through real estate taxes collected
in August, 1-985.
Mr. Patrick Green, 212 North Prospect Manor, complimented
the elected official., administration and employees of the
Villacie for all the services offered and operatinq on a.
budget that- has not been increased by more than 3% in
several. years.

OWNED PROPERTY Village Manager Terrance L.Burghard presented an
offer to purchase the 2nd half, of the Village owned
ROSCOR CORP/
property (Lot 308) in the Kensington Center for.
OPUS
Business. The offer was submitted by Hiffman-Shaffer
representing Roscor. Corporation. The offer for the
2.43 acres is $344,01.5 ($3.25 per, square foot). It
was noted that Roscor Corporation deals with fitting
special. vans with the video and technical equipment
used by television companies.
The actualsale of this property would be to Opus
Corporation, and that company would sell the land
to Roscor for the sarne price they, pay, which is
stated above. Roscor Corporation has expressed a
desire to apply for Industrial. Revenue Bonds, should
this transaction be finalized. Consideration will be
giving to this request at a public hearing scheduled
for September 18, 1,984.
It was the verbal opinion of the Village Board present
at the meeting that this offer was acceptable. A
Resolution will be presented September 4th for
consideration to formally accept -the offer to purchase.
A Resolution willalso be presented September 4th
to consider authorizing execution of a Memorandum of
Agreement for Industrial Revenue Bonds for Roscor
Corporation.

WHEREAS, the Mount Prospect American Legion Post 525
has sponsored the American Legion Baseball Team of the
Village of Mount Prospect; and
WHEREAS, this team, consisting of 18 young men, ages
16 through 18, have committed many hours to achieve the
best team possible; and
WHEREAS, under the direction of David Good, the
Mount Prospect American Legion Baseball Team captured
the title of Cook County Champions, having won 5 out
of 6 games; and
WHEREAS, the team then advanced to the State Finals,
with our Mount Prospect American Legion Team capturing yet
-another title, State Champions of Illinois; and
WHEREAS, the team went to Indiana to compete in the
Regional Finals, presented by teams from six states, at
which time the Mount Prospect American Legion Baseball
Team was narrowly defeated, eliminating them from further
advancement; and
WHEREAS, the American Legion Post 525 is to be commended
for their support of these young men, as well as the
hand full of business co-sponoring the team, and the
members of the team are commended for their fine efforts
and representative efforts on behalf of our community.
NOW, THEREFORE, I, Carolyn H. Krause, do hereby acknowledge
the accomplishments of the Mount Prospect American Legion
Post 525 Baseball Team for its dedication and efforts and

are saved each year by personnel qualified to administer
medicine in emergency situations; and
WHEREAS, advances in emergency medical care and medicine
have made it possible to save these lives; and
WHEREAS, emergency nurses, pre -hospital care personnel,
and emergency medical service personnel in Mount Prospect
are highly trained to assure that more lives and saved
each and every day; and
WHEREAS, emergency treatment personnel are required to undergo
specialized training in order to handle life and/or limp
threatening illness or injuries, requiring immediate attention,
and are available 24 hours a day, every day, to all patients
who need medical aid; and
WHEREAS, Emergency Medicine Week is being observed to
inform the residents of Mount Prospect of the highly
specialized training necessary to administer medicine as part o1i
the emergency medical services offered by the Village
through its Paramedics.

September 16 through 22, 1984, as EMERGENCY MEDICINE WEEK

1. It is understood that this contract is contingent upon (i)
Purchaser receiving at the closing the full amount of the
purchase price from Roscor Corporation ("Roscor") pursuant
to a corresponding contract for the sale of the real estate
to Roscor and (ii) Purchaser entering into a construction
contract with Roscor, which construction contract must be
satisfactory to Purchaser in its sole discretion; in the
event that such contingency is not satisfied on the day set
for closing, then Purchaser shall have the right to
terminate this contract and receive the return of its
earnest money. It is further understood that, at Purchaser's
election, the purchase price may be paid directly to Seller
by Roscor and that Seller shall then, at Purchaser's
direction, convey directly to Roscor.
2. At Purchaser's election this contract is also contingent
upon the Plat being duly executed and recorded in accordance
with all applicable state and local plat and subdivision
requirements. The title commitment to be furnished Purchaser
shall describe the real estate by reference to Lot 308-B of
the Plat.
3. Seller shall be responsible for the payment of any broker's
commission due in connection with this transaction. Seller
warrants that it has not dealt with any broker other than

NOW, THEREFORE, in <,�c)nsidleration of the Elremis�:,,s and of the,
Mutual undertakinigs herein expressed, the parties hereto rE',cogrdze
and agree as follows -
A. 1.1he Issiuer represents and agrefas:
That: t,he Issuer will., subject in all respects tc!n the
condition,s contained herein, to the provis�ions and
requqrements of the Ordinance and of all applicab,le
laws and to the sale of the bonds upon terms
satisfactory to the Issuer in its sole judgment
reasonably exercised, authorize, issue, sell and
deliver its economic development revenue bonds (the
"Bonds") in a principal amount not to exceed
$2,500,000 and apply the proceeds therefrom to finance
the cost of the Project, provided that prior to the
issuance and delivery of such Bonds:
(a) There shall have been entered into between the
Issuer and the Corporation a Loan Agreement which
will, comply with the provisions of the Ordinance
and which will provide for loan repayments by the
Corporation sufficient to enable the Issuer to
pay the principal of and interest on such Bonds
as and when the same become due, and which will
otherwise contain terms and conditions
satisfactory to the Issuer and its counsel, and
(b) There shall have been entered into by Phillip
Roston, Mitchell Roston and Paul- Roston, the
primary shareholders of the Corporaton, a
written, personal. and unconditional guarantee,
guaranteeing to the Issuer and the bond holders
or their nominee the payment of principal. and
interest on the Bonds, so long as such Bonds or
any part thereof shall be outstanding, together
with all costs and expenses incurred in the
collection thereof, which guarantee shall, be
satisfactory in form and substance to the Issuer
and its counsel; and
(c) There shall have been entered into by the
Corporation or its nominee a first mortgage lien
on the real estate and building comprising the
Project, securing to the Issuer and the
bondholders or their nominee, the payment of the
principal of and interest on the Bonds as the
same shall. become d.ue so long as such Bonds or
any part thereof shall. be outstanding, together
with all costs and expenses incurred in the
collection thereof, which mortgage document shall
contain terms and conditions satisfactory to the
Issuer and its counsel.; and
(d) The Corporation shall furnish to the Issuer, or
to the bondholders or their nominee, an ALTA form
of Lender®s Title Insurance Policy issued by a
title insurance company satisfactory to the
Corporation or, in the case of land registration,
a Mortgagees Duplicate Certificate of Title
issued by the Registrar of Torrens Titles in the
amount of $2,500,000 insuring or otherwise
certifying to the registration of the said
mortgage upon the land and building comprising
the Project free from mechanics' liens, other
mortgages or security interests, judgments or tax
liens other than general taxes for the current
year, and from any other claims or encumbrances
which would adversely affect the said mortgage
and subject only to easements, covenants,
restrictions, and building setback lines of
record; and
(e) The Corporation shall execute and furnish to the
Issuer, or to the bondholders or their nominee,
such UCC financing statements covering the
equipment which comprises part of the Project as
may be required by the bondholders; and
(f) The Corporation shall furnish the Issuer with a
written opinion of bond counsel as to the
validity of the Bonds and the exemption of
interest paid on said Bonds from Federal income
taxation, which opinion shall, be satisfactory in
form and content to the Issuer and its couirisel,
and
(q) The Corp�.,aration shall. furnish the Issuer witli as
written opinion of -the Corporation's counsel that
the Loan Agreement, Mortgage and other documents
executed by the Corporation or its nominee are
valid and enforceal-.A.e obligations of such
Corporation or nominee duly authorized byp:ii.-oper
corporate action; and
(h) The Corporati.on shall. have paid any and a'.I-'[.
costs, fees and expenses charged or incurred by
theIssuer ,'ind its counsel. in connection with the
Project, the review, processing and preparation
of the pertinent documen.ts required for the
isstiance of thea Bonds herein, and the financing
of the Project, including attorneys' fees and
expenses, financial. consul.tants' fees, bond

in Connection with the Project and the issuance
of Bonds to Finance the same; and
(i) The Corporation shall furnish the Issuer, and the
bondholders or their nominee, with a fire and
extended coverage insurance policy insuring the
Project and the mortgage interest therein during
the entire period when Bonds are outstanding; and
(j) '11he Corporation sha'11 further furnish the Issuer
with such audits or otber financial data of the
Corporat.ion certified to by an certified public
accountant, as may be required by the Issuer, and
the Corporation shall furnish all other
documentation rel.ating to the issuance and sale
of t ' he Bonds as may be required by the bond

2. 'That the Issuer will, at the proper time and subject

completion by the Corporation or its noininee of the
undertakings so specified for it iri this Agreement,
adopt, or cause to be adopted, such prOceedings and
authorize the execution of such (11ocuments as may be

issuance, and sale of the Bonds and the acquisiti(',)n,
construction and equipping of the Project, as
aforesaid.
B. U,'he Corporation represents asrndl agrees:

and wilL increase the economic development within the
municipality.
2. That it w-j.'Ll use all reasonable efforts to find
purchasers for the Bonds.
3. That if the proposed Bonds (uric luding the rate of
interest thereof) are satisfactory to the Corporation,
it will, upon delivery of the Bonds, enter into the
Loan Agreement with the Issuer upon terms which will,
require the Corporation to pay the costs of tlie
Project and to pay to the Issuer, or- to a trustee
acting on behalf of the bondholders, for the ac¢�r.rcto
of the Issuer, sums sufficient in the aggregate to pay
the prin(,.ipal of and interest and redemption prmium,
if any, on the Bonds, as and when the sarne sha."Ll be
due and payable.
4. That it or its, norflnee will accom.plish the
undertakings set forth in Section A .1(a) through (j
hereof prior to the isst.ance and delivery of the Bonds

thousand, nine hundred sixty five dollars ($5,747,965), the same being the
total amount to be levied of budget appropriations heretofore made for the
corporate and municipal purposes for the fiscal year beginning May l, 1984,
and ending April 30, 1985^ as approved by the President and Board of Trustees
of the Village of Mount Prospect, be and the same is hereby levied on all
taxable property within the Village of Mount Prospect according to the

AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE
MUNICIPAL PURPOSES OF SPECIAL SERVICE AREA NUMBER 5 OF THE VILLAGE
OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING MAY l, 1984 AND
ENDING APRIL 30, 1986,
NOW, THEREFORE, BE IT ORDAINED BY THE Presiden tand Board of
Trustees of the Village of Mount Prospect, Cook County,"Illinois.
Section I That the sum ufone million one hundred sixty eight thousand
nine hundred fifteen dollars ($I,168,915), the same being the total amount to
be levied of budget appropriations heretofore made for the municipal purposes
for the fiscal year beginning May l, 1984, and ending April 30, 1485, as
'approved by the President and Board of Trustees of the Village of Mount Prospect,
he and the same is hereby levied on all taxable property within the Special
� Service Area Number 5 of the Village of Mount Prospect according to the valuation
of said property as is, or shall be, assessed 'r equalized by State and County
purposes for the current year I984. The budgetary appropriations theretofore
having been made heretofore by the President and Board of Trustees of the
Village of Mount Prospect were passed and approved by Resolution No. I5-84 at
a meeting hereof regularly convened and held in said Village of Mount Prospect,
Illinois, on the 17th day of April, 1984, and thereafter duly published according
to law, the various objects and purposes for said budgetary appropriations were

CONVEYANCE,OF CERTAIN REAL ESTATE IN THE PROSPECT
MEADOWS SUBDIVISION OF THE VILLAGE OF MOUNT
PROSPECT, ILLINOIS
BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION 1: This Board has received from Mr. Edward Benjamin
and Mr. Stanley Lang, as a gift to the Village of Mount Prospect,
a conveyance of the following described property (a copy of
which Deed is attached hereto and made a part of this Resolution
by reference), to wit:
Lot 4 in Block 3, in Prospect Meadows, a subdivision
of the West l/2 of the Southwest 1/4 of Section 27,
Township 42 North, Range 11 East of the Third Prin-
cipal Meridian, according to the plat thereof recorded
December 9, 1949 as document No. 14692921, all in
Cook County, Illinois.
SECTION 2: This Board does hereby accept, with appreciation,
this generous gift on behalf of Mr. Benjamin and Mr. Lang, and
does hereby authorize and direct the Village Clerk to forward
a certified copy of this Resolution to both Mr. Benjamin and
to Mr. Lang in acknowledgement of the Village's acceptance of this

The petitioner is requesting three variations in order to
construct an in -ground swimming pool in their rear yard. They
seek a setback of 11 feet instead of 15 feet from the rear
property line and 7 feet rather than 10 feet from the side
property line. They also request a variation of 5 feet to
allow the equipment to be 10 feet rather than 15 feet from the
rear property line. The third variation is a request to allow
electrical wires to come within 12 feet rather than the 15 foot
minimum distance.
The Zoning Board of Appeals recommended 5-0 in favor of the
request at the August 23 public hearing. Community Development
staff had indicated that no legally -based hardship had been
demonstrated but that the request was m'e'rely a convenience to the
petitioner. Staff encouraged the Board to reconsider the
regulations on use of the rear yard and setback; indicating a
need for text amendment.

SUBJECT: Telephone System Study
The Village's agreement with Charles R. Hardy & Associates, Inc. regarding
our-telephonesystem included threees: 1)an evaluation of present
equipment and recommendations for modifications, updating and/or replacing
the system; 2) developing specifications for equipment and evaluating pro-
posals from equipment suppliers; and 3) supervision of the installation and
conversion to a new syutem. Phase one is completed with his report attached.
The report contains a description of our current system, system inventory and
costs, recommendations, and cost projections for purchasing new equipment
compared to current system cnsts, In the report, Mr. Hardy points out that
we have a Model 801A PBX System that is no longer marketed by Illinois Bell
and that cannot be upgraded. We have 154 telephone users (exclusive of
private lines) sharing ten trunk lines for a ratio of 16.4 to l. The accepted
ratio is 6 to l.
Mr. Hardy recommends that we replace our present system with "state of the
art" equipment. His estimate of the cost of new equipment is $110,350. The
new equipment would include some 50 plus features and/or controls such as:
automatic call back, call forward, call pickup, speed calling and least cost
routing. The system would provide for a minimum of lU% growth and have
battery backup.
The repurt indicates that we would realize significant savings by purchasing
new equipment rather than continuing to lease our present system. In addition,
other means of reducing costs were suggested in the report. If all of the
recommendations could be implemented" potential ten year savings could be as
much as $309,970.
Mr, Hardy has informed me that if we choose to proceed, specifications could
be completed by October l, bids returned by November l and the new system
operational by March l, 1985.
Financing for the new system can be arranged through a lease -purchase agreement
either with a vendor or a local financial institution. A five-year financing
plan could be worked out with no money down and a monthly payment less than the
equipment portion of our monthly telephone bill.
It is my recommendation that we authorize Charles Hardy and Associates, Inc.

A. Description of system
The present system in the Vi.1lager is a Model. 801A
PBX and is no longer offered by the wility. 1%is system
was initially installed in November of 1975„
Illinois Bell will continue to maintain the, system,
however, they will not make any major changes or additions
to it.
The telephones in the Village are a combination of
single line, six -button, tura-bUtton and eighteen -button
units.
The present network configuration is as follows
10 Both Way Trunks (3920000, etc.)
6 Out Only Trunks (392-9000, etc.)
4 Police Emergency Lines (253-21.51., etc.)
2 Fire Emergency Lines (253-21.4.1, etc.)

The system presently has 172 telephones being
served by 105 terminals using the above network.

I. GENERAL INFORMATION
B. Problems wiTh Systern
The primary problem with the present system is
that 1..72 telephone users are trying to get dial tone
from ten both way trunks (392-6000). if five local.
people are calling in, and five people are calling
out; the system is full. This ratio of 17 to I is
unacceptable as an efficient grade of service.
The addition of Private lines has not eliminated
this problem because the 17 private will take only
17 people a of the system. This still. leaves 1.54
telephone users sharing ten lines.
The accepted ratio in the in&mtry is 6 to 1,
which means a user will receive 1 busy per 100
attempts to seize a line.
2. It would appear from the busy study (see attached)
supplied by Illinois Bell and dated 7/26/84, that the
trunks are not always operating properly. 111his would
again cause a person trying to get' an outside line to
receive a busy. There would he vacant-- trunks available,
but the switch would not be advancing properly.
This condition will be eliminated with a current
state of the art which does not have relays to wear,
causlnlproblemns.

Our study was based on the data given to us for
June 1984. The study was made on long distance calling
data taken from Illinois Bell bills.
1. Each bill was analyzed to determine the type
of calling, the number of calls, the total.
number of minutes, the cost and cost per minute
to ebtain the pattern of placing long distance
telephone calls.
We then determined if there were more
economical ways of handling the present volume
of long distance traffic.

The Village is presently making these long distance calls
by direct dial with a cost of .14 per minute.
There would be no advantage in using a WAT4 or any
other common carrier for this amount of volume at this time.
4. Interstate
A nation wide WATS line would cost the Village $1'%3.22,
based on the present usage of 387 minutes.
An OCC (other common Carrier) such as Sprint, MCI, etc®
would cost. approximately .29 per minuto (Naly on these
networks can also be billed in 10 second increments.
The cost to the Village on as OCC based an 387 mimAes
would be $112.00. This would be a monthly savings to the
Village of approximately $66.00 per month.

our study found 387 minutes of interstate long distance
calls. This would relate to an additional savingsof
$19.35 per month on message service unit costs.
6. Recommendation
A combined savings of $85.35 (long distance charges of
$66.00, plus $19.35 on message units) can be 'r by
using an OCC line for all interstate long distance calls.
Each department should have a Oifferent access code to
identify costs for the department ori!jinating the call.

1. During our physical inventory on July 19, we
were shown the following pay phones:

2. Each of these pay phones with the exception of
the two * is revenue producing. on 1/1/84 when
illinois Bell was separated from AT&T, a new agent
compensation plan went into effect. The new plan will.
compensate agents based upon the total Illinois Bell.
revenue generated by their stations.
Both coin and cul arge-a-call agents will
receive 6% of the cash and nop-cash (credit card,
collect, etc.) revenue genear atedfor Illi nol.s Bell
by their stations.
3. The pay phone in the Dept. of Health and
Human services is being billed tc the Village at
$29.85 per month; the Pistol Range pay phone is'
costing $27.40 per, month.
4. We would recommend that these two pay phones
for which the Village is being billed, be removed
and the service replaced with restricted phones
allowing calls only within the local free call area.

be obtained and audited to determine the value of
Metropolitan service.

F. State Tax
1. 'State tE.x in the amount of $245.92 has been
added to your June 1984 bills. This is a total of
an average of $2,951.04 annually.
2. It t.as been our experience that non-profit organiza-
tions are tax exempt.
We bring this to your attention since you may
wish to have the Village's legal counsel question
IV. RECOMMENDATIONS
We would submit the following recommendations for' your
consideration:
A. Replace the existing telephone system in the Village
Hall, with a current state of the art system.
The current state of the art system typically will
have some 50 plus features and/or controls such as:
(features) automatic, call back, call forward, call
pickup, conference calling and speed calling; and,
(controls) least cost routing and remote maintenance.
B. Design the new system with a minimum of 10% growth
factor built in for future growth of the Village.
C. Include enhancements such as. battery backup,
station message detail records and a controlled long
distance network.
D. Install a free standing system in each of the
buildings (see design schematic).
This will take much of the present traffic away from
the village Hall console operator and give ci.tizens
direct access to service.
E. Install off Premise Extensions (OPX) to each location
from the Village Hall.
Thus allowing personnel in each building to: 1)
have long distance access to the controlled long distance
network; 2) make inter -Village calls without incurring
message service units; and, 3) make inter -Village calls
without tieing up trunks or business lines.

IV. RECOMMENDATIONS (cont.)
The existing cable which was installed and is owned by
the Village can be used for all OPX lines, thus eliminating
any monthly cost from the Utility.
F. Relocate the switch in one of the following areas:
boiler room, elevator motor room or the room next to the
Clerk's office.
Any of these locations would be acceptable and would
free the printing room area where the switch is presently

Cl. Concept
1. Each building will have its own independent
telephone numbers.
2. The off Premise Extensions (OPX) will be used for
internal calling in the Village complex of bui.l.dings;
and use dial 8 for 9000 calling only.
3. All. long distance calls will be made over the
business lines in each buil.ding, except the village
Hall.
4. Long distance calls in the Village Hall will be
made over the 6000 lines with controlled access.
5. The Console operator in the Village Hall will
inform Citizens placing calls to one of the other
buildings that the building can be called direct.
6. All buildings will have an acceptable phones to
lines ratio (6 to 1) for efficient operation and
citizen access.
7. With the new system design, tae recommend that most
of the private lines be removed. We feel most of them
were installed because of the difficulty in getting a
line when needed.
The new design will give all buildings a grade of
service sufficient to allow removal. of the lines that
were installed for this reason.
V. COST COMPARISON PROJECTIONS
The cost figures are computed throughout this section of the
report based on the following formula:
1. System cost based on $650 times the number of
terminals and/or electronic Fybrid telephone sets.
2. Flirst year of maintenance included in the system'
cost®
3. Maintenance cost, after the first year, based on
$2.50 per phone, per month.
4® Ten percent (10%) labor escalation based on
maintenance only.
5. Interest to be paid on ten (10) year lease
contract, assuming a rate of eleven percent (11%)
per annum.
