CITIZEN'S TO BE HEARD There being no citizens present at the meeting desiring to make any presentation before the Coiinittee of the Whole the Mayor moved on to the next item of business. IV. TRUANCY ORDINANCE Chief pavlock introduced to the Mayor and the Board the recommended Ordinance covering truancy for children enrolled in school up to age 18. Because of a recent change in State Statutes, several local School, Districts have requested that the Village consider the local Truancy Ordinance. James Kunnen of Prospe, High School, Dick Jenn'ess of Holmes Junior High, Gene Kukla of River Trails High and Dr. Don Driver of Lincoln Junior High. Each of these in turn st)pported the Ordinance and gave the experiences " related to their own school systems. The Committee of the Whole raised questions as to the additional cost potential, the judges' handling of the cases and the ability of social service agencies to act as referrals. The group present answered"these questions to the satisfaction of the Committee of the Whole and the Village Manager was instructed to place this item on the next Village Board Agenda, May 15, for its first reading. V. PROFESSIONAL SERVICES CONTRACT S 0 P a i 0 S e W a P a ml I Park, Village Planner, reviewed with the Committee e Whole the professional services contract being sed by Trkla, Pettirew, Allen & Payne (TPAP) in ount not to exceed U4,000. The proposal is broken two sections; the initial analysis of the applicability x Increment Financing is $4,000 and a project feasibility, specific plan is an additional $10,000. COMPLIANCE ORDINANCE Chief Pavlock introduced the recommended Ordinance proposing that the Village implement an administrative fine system for minor traffic violations as they relate to defective " equipment on automobiles. The intent ofsuch an Ordinance' is to lessen the burden on the Court system, reduce over- time and minimize disruptions to citizens for minor violations. The matter has been reviewed with the local Court system and has their approval as well as the approval of the Village attorney, Such an Ordinance is currently in operation in Hanover Park although they also use it for various forms of minor speeding offenses which the Chief was not recommending. 2- N After some fu27en e r a s c u s s i on a dm- i n i s t r a t i On was instructed place this item on t1, i'genda for May 15 for its first reading. VII. PAPKING TICKET COI LECTTON PROGBAM Chief Pavlock reviewed a proposal from Tele -Collection, Inc. The use of a collection service such as this allows the Police Department the ability to obtainpayment for a single parking "%liolation that is outstanding. Currently, the Village has o't,,itstanding some $132,000 in such violations. The Tele-Collecvion system would send a letter 'to the violator and the'ri follow it up with a pre-recorded telephone call urging the violator to pay the parking ticket. Tele -Collection wo,old then retain 33 1/3% of the gross revenue derived from this system in any given period. Chief Pavlock pointed out that the Village of Palatine has already implemented the system and has found it to be successful. After some general questions, the administration was directed to place this item on the next Village Board Agenda with the caveat that it be implemented for a six-month period and then be reviewed at that time for further extensions. The Village Manager reported that the Water Agency is now compiling final financing data in anticipation of going to the market for the final financing of Agency expenses. Nearly all the contracts have been bid and we are getting a better handle on the total construction estimates. Trustee Van Geem inquired as to the time schedule for the construction and a general discussion ensued. The Village Manager pointed out that the Agency still believes it can meet the Spring, 1985 deadline, however, if the water storage reservoirs at O'Hare are not roofed by the winter of 1984, then that will delay the opening of the system. Additionally, any major disruption and/or delay now will push us beyond the time schedule. Trustee Floros pointed out that in the recent contracts for the water storage reservoirs, a substantial amount of over -time had been authorized and this was an indication, in his opinion, that the construction schedule had actually slipped.
