HomeMy WebLinkAbout08/14/1984 COW MinutesMINUTES COMMITTEE OF THE WHOLE AUGUST 14, 19$4 I, ROLL CALL The meeting was called to order at 7:32 p.m. Present at the meeting were: Mayor Carolyn Krause, Trustees Ralph Arthur', Gerald Farley, Norms Ml rauskis , George Van, Geem and Theodore Wattenberg. Absent was Trustee Leo Floros. Also present at the meeting were: Village Manager Terrance Burghard, Ad inistrative Assistant to the Village Manager John Bowman and two persons from the print rued .a II. MINUTES The Minutes .of the.Committee of the Whole meeting of July 24, 1984 were accepted and filed. III. CITIZENS TO BE HEARD There being no citizens to be heard at'this time, the Board moved on to the next Agenda item. IV. PACKAGE LI UOR LICENSES Mayor Krause reviewed her memoranduizi°°to the Board of", Trustee's dated August 1, 1,984, wherein;she'suggeste°d that the Village clarify and strengthen its policy on the kssu me of p age goods licenses. Mayor Krause ported out that the Village currently has 16 package goodslicenses in the community and it is necessary for the community to establish policy guidelines and standards as they relate to Liquor License issuances. Just as a community regulates single and lti-family housing, cQnmercial and industrial development, it has the responsibility to regulate and set standards for those business establishments where we have authority to regulate and establish standards.. A general` discussion ensued among the members present and the Village Manager reviewed a listing of the existing 16 licensees and their locations covering the community. The Committee of the Whole''discussed the potential claim that by restricting the. number of package goods licenses, the Village would, in fact, be creating a monopoly for existing businesses. It was pointed out that the existing distribution of package goods licenses covers the entire community ,and communities surrounding us also have package goods licenses that create a pattern of opportunity to purchase alcoholic beverages from a number of locations.; Trustee Wattenbergindicated he did not support the position of restricting the number of Liquor Licenses and that the matter had been discussed a number of years ago by the Health and Safety , Committee . Trustee. Van .Cxeem expressed his opinion that,he would prefer to make decisions on package goods licenses on a case by case` basis.. The remainder of%the members present supported the policy that the Village of;Mount Prospect has a sufficient number of package goods,licenses presently and that there should be no expansion. V. CURB'ADDRESS PAINTING The Committee of the Whole reviewed material prepared by Glen Andler, Deputy; Director of Public Works reiterating the Village's current administrative policy for regulating curb painting.' Each year, the Village recei", s several requests to paint house numbers on curbs and the Village residents are given first priority in being awarded neighborhoods to work within. All house painters are required to obtain and carry with them the Village of Mount Prospect Business License although no fee is charged for this License. The ,purpose of this is to provide adequate identification for our residents in the,community and to let the Police Department and the Village administration know who is 'working in the community. After some further general discussion, it was the unanimous consensus of the Committee of the Whole that the current policy should be maintained. -2- VI. RETIREMENT/LONGEVITY RECOGNITION John Bowman, Administrative Assistant to the Village, Manager, reviewed his memos of July 6 and .August 2 "Bowman Mr. painted out that the Village did not have a consistent policy for recognizing retirees or those employees,employeas, who are reaching their five, ten, fifteen, twenty and twenty-five year anniversaries of e,ploient. For the purposes of recognition, retirement is defined as leaving employment �#it'h the Village of Mount Prospect after atleast,twety years of service or.if,,the employee is at least 60 years of age .leaving employment after at least tern years of service. Retiring employees Oill be formally recgnized at a regular meeting of the a or and Board. of Trustees and the retiree will be presented a plaque by the Mayor to commemorate the occasion. Retirement dinners will be organized by the respective Department Director and a gift will be selected by the Village Manager payable from Village funds. °,The gift will range in price up to $100.00. The cost of the retirement dinner will be paid for by those employees in attendance. In, terms of longevity, it is recommended that thos-e' employees reaching.their quinquennial anniversary will be recognized with a certificate of appreciation presented by the Mayor and employeeswith 20,E 25 and: 30 years of �y services will receive a plaque at a pub 1icj meeting These recognitionsa ° will; be' held on -'De 'artment '" asis . p �. n the fall ,of each year. There was: some further .general discussion°;,as to the cost' of the program and options available and the administration was instructed to continue its present policy of recogni- tion and longevity before the Mayor and Board of Trustees pursuant to the memos. VII. MANAGER'S REPORT The Village Manager reported that the Village was e periencing some difficulty, last week with `ell #4 located at 'Waverly, and the preliminary estimates for repairs do not exceed $1,00,0. The repairs will all be made above "ground and; it is a pump bearing that has to be repaired. The Village Manager ;also reported that inquiries had also been made about some of the Village owned property and that the Manager had authorized soil'' borings in anticipation of attracting a sound purchase offer. A memorandum was distributed from the Police Department indicating that the.Townships are now issuing temporary, handicapped parking stickers`. -3- 0 VIII.ANY OTHER BUSINESS Trustee Wattenberg reported that he had attended,a meeting with approximately 30 neighbors and residents who expressed to him their concern regarding vandals and the continued support of the Village's 'sponsored Neighborhood Watch Program. Trustee Wattenberg asked that the Village, Board; be given a status report on vandalism ;in the community and our progress in securing restitution.
