COMMITTEE OF THE WHOLE"
SEPTEMBER 11, 1984
I. ROLL CALL
The meeting was called to order at 7:31 p.m. Present
at the meeting were Mayor Carolyn Krause, Trustees,,
Ralph Arthur, Gerald Farley, Leo F"loros, Norma; Murauskis,
George Van Geer, and Theodore 'Wattenhe ^fig., Also present
at the meeting were: Village Manager Terrance Barg)),ark;,
Administrative Assistant to the Village Manager Michael
Janonis Chief of Police Ronald Pavlocl,, Deputy Chef of
Operations Thomas Daley, Crime 'Prevention 0fficer Michael
Salatino and Cable Coordinator Karen Guthrie Giet. Three
members of the Cable Commission were ;present as well as
two persons from the print media.
II. MINUTES
The Minutes of the Committee of the Whole meeting of
August 28, 1984 were accepted and filed'.
III. CITIZENS TO BE HEARD``
Village Manager Terrance Burghard ;intr°oduoed our recently
hired Cable Coordinator, Karen Guthrie Giet, to the Board.
The Board welcomed Ms;. Giet and expressed, the hope that
with her addition to the Vill,aga staff that cable tele-
vision in the Village of Mount Prospect be utilized to
its ,utmost.
IV, CABLE TELEVISION
Trustee Farley, Chairman, of the Northwest. Cable Commission,
reviewed with, the Committee of the Whole the status of
Cabl.enet's compliance and other issues relative to the
Franchise Agreement. "Trastee Farley reported that two
Hearings 'were held relative to the Compliance Hearing
process', the first of which was a Council Hearing involving
government officials of the various municipalities who are
party to"the FranchiseAgreement with Cabl:enet. Cablenet
was questioned extensiely on compliance with the Franchise
Agreement and the Council found Cablenet's responses to be
satisfactory,
A Public Hearing was also held,at which citizens were
encouraged to attend and participate—The actual 'Hearing
was held in Mount Prospect with cable hookups in Park
Ridge and Schaumburg so that people in those areas could
participate in the Public Hearing,also., While citizen
attendance was minimal, the response'showed,overall
satisfaction with Cablenet service.
Based on the Compliance Hearings,.the Northwest Municipal'
Cable Council unanimously passed,,a,Motion. stating, "It
is the conclusion o the Northwest°Municipal Gable Council.

prepare a letter for.Cablenet indicating 'that we,had
reviewed the Compliance Reporb'and support the position
taken by the Northwest Municipal Cable Council.

V. VANDALISM/CRIME PREVENTION
Police :Chief Ronald Pavlock reviewed with the Board the
Police Department's latest statistics regarding criminal
damage to property, A comparison of January to August,
1983 with Ja.nuary,,,;to August, 1984, showed that property
crime as a whole ,was dawn. approximately 5%However,
for that same period, ;damage to property incidents were
up approximately 5'/Q. This increase equated to an increase
of some 33 incidents of,reported damage to property cases.
Police Chief Pavlock also reported that under the Village's
Parental Responsibility Ordinance, approximately 53,700
in restitution had been paid to date,
Crime',Prevention Officer Michael Salatino reviewed with
'the Board the Police Department's various crime prevention
programs. Officer Salatino indicated that the Police
Department had, for several"years,, been involved in several
intensive crime preventionprograms targeted at all age`
groups „and utilizing,a;preventive approach to dime.
Officer Sa.latino described several;of the crimereventi
p on
programs which. included.: Officer Friendly, targeted at
grade 'Schoolers,particularly those in the third grade.,
Follow-up to classroom'lectures included poster contests`
and film presentations throughout the school year. The
f junior;, high school'instruction,,program approached the
subject on a more adult level with emphasis on the legal
and social consequences of,vandalism. An innovative
program was developed inconjunction, with;the high school
program called. "Sock Hop'' with the Cops , " in which the
Police Department taped. a dance at the high; school and
then broadcast, it on cable television with crime prevention
tips being substituted inthe',,place'°of commercials.
Other prevention programs offered''by the Police Department
included community lectures, senior citizen lectures,
welcome wagon, ride along /P bl,icSafety Building tours,
Operation Night-Watch/Vaca4n. Watch. and the use of

VIII.ANY OTHER BUSINESS
There was no other business discussed at the Committee
of the Whole meeting.
IX. EXECUTIVE SESSION'
At 9;18 p.m., it was moved by Trustee Wattenberg and
seconded by Trustee Arthur that the Commitee of the
Whole meet in -Executive Session for the purpose of
discussing existing litigation of Oak Park Trust and
Savings versus the Village of Mount Prospect. Voting
affirmatively were Trustees rbur, Farley, Floros,'
Murausk s, Van Geem and Wattenberg. The motion was
carried unanimously.. The Executive Session ended at
10;00 p.m. The Committee -of the Whole reconvened at
10:01 p.m. with all members present.
X. ADJOURNMENT
There being no further business, the meeting was adjourned
at approximately. 10.03 p.m,
