This ordinance grants variations to allow for
a reduced number of off-street parking spaces
and one loading space instead of the required two. (Exhibit F)

This places the subject property into one

lst reading of AN ORDINANCE APPROVING AND AUTHORIZING
A SPECIAL USE TO ALLOW THE OPERATION OF A GAME ROOM
BY RAY BAR HARRISBURG, INC. IN THE RANDHURST SHOPPING
CENTER, LOCATED IN THE B-3 BUSINESS RETAIL AND
SERVICE DISTRICT
This ordinance grants the special use necessary to
operate a game room arcade, to be located within
the Randhurst Shopping Center. (Exhibit G)

A. lst reading of AN ORDINANCE AMENDING CHAPTER 18
(TRAFFIC CODE) OF THE VILLAGE CODE
This ordinance amends the Traffic Code to include
a STOP on eastbound Council Trail at Marina Drive
and to prohibit parking 'Any Time' on the north and
south sides of MoehlinQ Drive. (Exhibit J)
B. lst reading of AN ORDINANCE VACATING A PORTION OF
WHEELING ROAD, EXTENDED, IN THE VILLAGE
OF MOUNT PROSPECT
This ordinance vacates that portion of land
dedicated for future development of Wheeling Road,
prior to the re -alignment of the roadways within
Kensington Center. The 50 foot strip will revert
back to the Hill Street Subdivision development. (Exhibit K)
C. Hill Street Plat of Re -Subdivision
This plat re -subdivides several lots within the
Hill Street Subdivision to include the area vacated
creating larger lots. This plat also accomplishes
the vacation being the subject of the preceeding
ordinance.
D. ZBA 2-V-83, Hill Street Development
lst reading of AN ORDINANCE GRANTING SPECIFIED
VARIATIONS FOR PROPERTY COMMONLY KNOWN AS THE
HILL .STREET SUBDIVISION ON HILL STREET IN THE
VILLAGE OF MOUNT PROSPECT
This ordinance grants reduced lot width for
specified lots within the subject subdivision.
This matter was approved by the Zoning Board
of Appeals and Village Board on March 15th,
however, this ordinance was not presented until
all the necessary documents were in order. (Exhibit L)

Zoning Board of Appeals therefore recommended the case
be dismissed.

ZBA 12 -SU -83, Ray Bar Harris Supercade (Randhurst Location) RAY BAR
This case was submitted requesting a special use to operate SUPERCADE
an amusement arcade within the Randhurst Shopping Center.
The petitioner stated that they have 10 other locations
mostly in the eastern states and that they have dealt with
the Rouse Company'(owners of Randhurst) for several years.
The following people expressed concern over the possibility
that school age children could play the games instead of
going to school, as well other areas of concern:
Sue Colucci, 400 S. Mount Prospect Road
Linda Kolodziej, 212 N. Fairview
Bill Blaine, 119 N. Emerson St..
Mel Krumrey, 819 S. We Co spoke in favor of the business.
Trustee Wattenberg, seconded by Trustee Richardson, moved
to concur with the recommendation of the Zoning Board of
Appeals and grant the requested special use to permit a
game room arcade for Ray Bar at Rouse/Randhurst Shopping
Center. I

An Ordinance will be presented for first reading at the
May 3rd meeting.
The Safety Commission submitted the following recommendations: AMEND CH.18
On a request for a 3 -way STOP at Council Trail and Marina Dr., COUNCIL TR.
the Safety Commission recommended the Traffic Code be amended & MARINA
to include a STOP sign for eastbound traffic on Council Traffic STOP SIGN
at Marina Drive.
Trustee Arthur, seconded by Trustee Farley, moved to concur
with the recommendation of the Safety Commission to authorize
a STOP sign for eastbound traffic on Council Trail at
Marina Drive.

A request for 3 -way STOP at Mura Lane and Wintergreen Drive WINTERGREEN
was considered by the Safety Commission, however, the
Commission did not feel the warrants were met sufficiently
to warrant a STOP at that intersection. The Police Department
was requested to monitor that area and report back if the
situation called for re -consideration.

It was noted that discussing took place in Executive Session
on the proposed settlement for the Fire Department, granting
an increase of 3.960, and increase in the clothing allowance
from $275.00 to $300.00 per year, and deferral offederal
income tax on monies paid into the Mount Prospect Firemen's
Pension Fund.
Trustee Murauskis, seconded by Trustee Richardson, moved RES.NO. 19-83
for passage of Resolution No. 19-83, effective May 1, 1983.

ROAD, IN THE VILLAGE OF MOUNT PROSPECT,
ILLINOIS
WHEREAS, Roppolo Brothers Development, Inc., contract
purchasers of certain commercial property hereinafter des-
cribed, located at 1703-59 West Algonquin Road, in the
Village of Mount Prospect, Illinois has filed an application -
seeking various variations from provisions of Chapter 14
of the Village Code of Mount Prospect, Illinois, as here-
inafter set forth; and
WHEREAS, the Subject Property is described as follows:
Lot two (2) in Marco Polo's Subdivision,
being a Subdivision in the Northeast
Quarter of Section twenty-two (22), Town-
ship forty-one (41) North, Range eleven
(11) East of the Third Principal Meridian,
in Cook County, Illinois; and
WHEREAS, Petitioner seeks the following specific
variations to wit;
1. A variation from Section 14.101.F to allow the
construction of more than one main building upon a lot and
the occupation of said lot by more than one use.
2. A variation from Section 14.2002.0 to allow the
reduction of minimum rear yard requirements from twenty (20)
feet to six (6) feet.
3. A variation from Section 14.2602.B.h to provide
off-street parking and loading and the location of scavenger
containers in the rear yard area.
4. A variation from Section 14.2602.B.k to allow drive-
ways and sidewalks providing ingress,_dnd egress to the rear
yard area; and
WHEREAS, Petitioner seeks the requested variations in
order to construct a commercial shopping center on the Sub-
ject Property; and
WHEREAS, public hearings were held on Petitioner's
request for the subject variations (designated as Case No.
ZBA-50-V-82) on November 18, 1982 and again on January 27,
1983 before the Zoning Board of Appeals of the Village of
Mount Prospect pursuant to due and proper notice thereof
published in the Mount.PKOS2��,�_?9_t . ...... and
WHEREAS, the Zoning Board of Appeals has submitted its
findings and recommendations that the requested variation to
allow more than one building and more than one use to occupy
the same property be allowed, but has further recommended
that the remaining variations regardings the rear yard area
of the Subject Property be denied; and
WHEREAS, the President and Board of Trustees of the Village
have considered further the variation requests and have deter-
mined the same satisfy the standards set forth in Section 14.605
of Article VI of Chapter 14 of the Village Code and further
find that it would be in the best interests of the Village
to grant all of the requested variations upon compliance
with the conditions hereinafter set forth.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS:
SECTION ONE: The recitals set forth hereinabove are
incorporated herein as findings of fact by the President and
Board of Trustees of the Village of Mount Prospect.
SECTION TWO: The President and Board of Trustees of
the Village of Mount Prospect do hereby grant to the Subject
Property the variations requested from Section 14.101.F,
14.2002 1 C, 14.2602.B.h and 14.2602.B.k of Chapter 14 of the Vil-
lage Code of Mount Prospect, Illinois in order to allow
Petitioner to construct the proposed commerical shopping
center building, subject to Petitioner's compliance with
the following conditions, to -wit:
1. That Petitioner prepare and record an easement
to the Village of six (6) foot rear yard area
for the purpose of retaining the same solely
for landscape and screening purposes.
2. That the Petitioner enclose the scavenger con-
tainer storage area in a brick enclosure which
matches the brick work of the commerical
building.
That the Petitioner prepare and submit detailed
plans setting forth the location of said
scavenger containers and the landscaping and
submit the same to the Village for approval.
4. That the Petitioner apply for the proper
ordinance amendment to allow the erection of
an eight (8) foot high chainlink fence to serve
as a screen within the said rear yard area.
5. That the Petitioner comply with the Development
Code requirements regarding street lighting,
sidewalks, and parkway tree planting.
6. That all signs erected by the Petitioner on the
Subject Property be uniform in size and design
and contain individual lettering.
SECTION THREE: Except for the variations granted herein,
all other applicable Village of Mount Prospect Ordinances
and Regulations. - shall remain in full force and effect as to
the Subject Property.

PROSPECT, ILLINOIS
WHEREAS, Winona School of Professional Photography,
the owners of certain property hereinafter described, pre-
viously known as the Shadrach Bond School property, and
located at 350 North Wolf Road in the Village of Mount
Prospect, Illinois, has filed an application seeking various
variations from certain provisions of Article XVIII of
Chapter 14 of the Village Code of Mount Prospect, Illinois
has hereinafter set forth; and
WHEREAS, the Subject Property is described as follows:

building to be used for private school Durposes.
2. A variation from Section 14.1805.8.2 to provide
for only one off-street loading space for the
subject building having approximately 25,640
sq. ft. of floor area rather than the required
two loading spaces for such building.
WHEREAS, a Public Hearing was held on Petitioner's re-
quest for the subject variations (designated as Case No. ZBA-
11-V-83) before the Zoning Board of Appeals of the Village
of Mount Prospect on the 24th day of March, 1983 pursuant
to due and proper notice thereof published in the Mount
Prospect Herald on the 7th day of _ March 1983; and
WHEREAS, the Zoning Board of Appeals has submitted its
findings and recommendations that the request of variations
be given; and
WHEREAS, the President and Board of Trustees of the
Village have considered further the variation requests and
have determined that the same satisfies the standards set
forth in Section 14.605 of Article VI of Chapter 14 of the
Village Code and further find that it would be in the best
interest of the Village to grant the variations hereinafter
set forth.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS:
SECTION ONE: The recital set forth hereinabove are
incorporated herein as findings of fact by the President
and Board of Trustees of the Village of Mount Prospect,
Illinois.
SECTION TWO: The President and Board of Trustees
of the Village of Mount Prospect do hereby grant to the
Subject Property the variations requested from Section
14.1805.A and B.2 of Chapter 14 of the Village Code of
Mount Prospect, Illinois, in order to allow Petitioner
to provide one off-street parking space for every three
hundred fifty (350) sq. ft. of gross floor area used in
the building located on said premises and to provide one
off-street loading space.
SECTION THREE: Except for the variation granted
herein, all other applicable Village of Mount Prospect

The subdivision before the Board is necessary to create a legal
lot of record out of the former Bond School site. The property
was formerly a meets and bounds description which was divided
without benefit of subdivision. The Village staff recommended
approval of the subdivision contingent upon necessary easements
being added to the plat for drainage and utilities. Per the
Development Code, engineering plans would be required
particularly for sidewalk, trees and street lights along the Wolf
Road right-of-way.
The Plan Commission recommended approval of the plat of sub-
division at their April 20, 1983 meeting. This approval was
contingent upon the addition of the necessary easements per
Engineering Department and the installation of the sidewalk,
street lighting and parkway trees when proper placement could be
determined per the plans for revisions to Wolf Road.

SUBJECT: SUPERCADE AMUSEMENTS/VILLAGE GAMEROOM REVIEW

Attached are two reports, a background investigation of Supercade
Amusements Corporation and their arcades located around the country
and a statistical analysis of the present gamerooms located in Mount
Prospect.
The background indicates a clear record for this corporation; however,
police departments did suggest that we require adult supervision on the
premises at all times. The arcades,as in any youth and young adult
activity, do tend to attract large numbers of individuals that could
pose a problem if not properly supervised.
It is the Mount Prospect Police Department recommendation that we
emphasize the need for supervision by the arcade and that the Rouse
Corporation-Randhurst be aware of the additional security responsibility
they will be assuming with the introduction of this business.
The statistical review of our present ganerooms in Mount Prospect show
minimal incidents over the past review period. There have been some
minor calls for nuisance, the normal alarm calls and a couple of criminal
damage to property calls. It should be noted that all present arcades
do provide adult and/or security supervision.
Based on the above information and the background check considering the
Village ordinance parameters, the Chief of Police would be required to
sign the license authorization pursuant to direction by your office and
the Mayor and Board of Trustees.

Criminal bakcground investigations' on the following corporation officials', .
Mr. Barry Fireman, President, Mr. Raymond Fireman, Secretary, and
Mrs. Mary Gates, Store Manager, are currently being run through CDC dis-
patching system and will follow this report.
This Investigator contacted four locations where the Supercade Amusements
Incorporated have operations currently doing business.
The first being Harrisburg, PA, at 3500 E. Harrisburg East Mall, Harris-
burg. This Investigator contacted the Harrisburg Police Department and
spoke with Mrs. Connie Hertzog. She indicated that the -arcade had posed

no problem in the past. The arcade the hours -of the mall and
that the local security staff at the mall itself, maintains closed eyes
over the operation. She further stated that the police department has
no objections to the operation or its location—
R/I contacted Plymouth Meeting, PA, where Supercade operates an arcade at
500 W. Germantown Pike, Plymouth Meeting. This Investigator contacted the
Plymouth Township Police Department and spoke with Sergeant Fiorillo, of
that department, who indicated that the arcade in his jurisdiction did
not pose a major problem for the community. Sergeant Fiorillo indicated
that though the arcade in the mall itself is not a problem, the children
that are drawn to the arcade are occasionally found loitering in the
parking area of the mall where drinking on the weekends poses a mild
problem.
This Investigator then contacted the security director, Mr. Tom Golden,
of the Plymouth meeting Mall at Plymouth Meeting, PA, who indicated that
the arcade was originally located in the mall area of the shopping plaza
and had hours that corresponded with the mall itself. Approximately two
years ago the arcade moved its location to annex an area of the mall where
it could be secured from the actual mall after closing hours. once this

change had been made, the arcade hours were extended to 11:00 P.M.
on weekdays and 12:00 a.m. on weekends. This hour change increased
the pattern of activity for the arcade. Larger crowds began to accu-
mulate in the evening and weekend periods. Mr. Golden indicated
that the security staff uses two officers to control those in the
parking lots and the inner annex area. Mr. Golden's overview of the
situation was that the arcade posed no major problems to him or the
local police departments.
This Investigator contacted the Eden Town, New Jersey Police Department
and spoke to officer Dupree, who indicated their contact with
the Supercade Amusements has had no major problems in their commu-
nity. officer Dupree indicated that the police department periodically
checks the arcdde.but the staff of the arcade maintains strict control
over its operation and does not have any major problems.
This investigator contacted the Philadelphia Police Department's 16th
District and spoke to Captain Birkman, reference the location of the
Supercade at 1606 Chestnut, Philadelphia, PA. Captain Birkman indi-
cated that the arcade was situated in a high cost business district of
downtown Philadelphia. He indicated that the daytime population of
the arcade's area is 600,000 people and that the arcade is a high
volume business. (Captain Birkman indicated that there 'are many racial
problems in the area due to the great ethnic imbalance of blacks,
latinos, and whites.) He indicated that there also have been problems
of narcotic trafficking in the area but it is not directly related to
the arcade. He indicated that when large masses of youth congregate
in an inner-city environment, drug situation is always increased and
that it was not because of the establishment or its proprietors.
In contacting all of the above mentioned locations and persons, it is
of this officer's opinion that the arcade and its operators attempt in
every reasonable manner to control the patrons of their establishments
and maintain law and order in the communities in which they operate.
No undesireable or conflicting information could be located by this
investigator.

River Trails Park District, Prospect Heights Park District
and Arlington Heights Park District, all of which serve
the residents of the Village of Mount Prospect, offering
leisure services to the area special residents; and
WHEREAS, the Northwest Special Recreation Association
conducts an ongoing variety of leisure .services to the
mentally handicapped residents of the Village of Mount Prospect
and surrounding communities; and
WHEREAS, the Northwest Special Recreation Association has
designated the week of May 9 through 15, 1983, as Special
Olympics Week for the Association to include a variety of
community activities such as golf outing; a cook -out for
the athletes, coaches and involved community leaders; and
a Special Olympics Area Track and Field Meet; and
WHEREAS, each of the athletes participating in the Special
Olympics, to be held at Harper College, will have the
opportunity to qualify for the State games that will be
held at Illinois State University.

(1981) authorizes the vacation of any municipal street or
alley, or part thereof, by passage of an ordinance by the

The petitioner is requesting a resubdivision of the East one-half
of the original subdivision as well as the vacation of the
previously platted Wheeling Road. The Hill Street Corporation
was the party which originally dedicated the 50 feet of Wheeling
Road per Village request, when the subdivision was originally
platted. The petitioner has requested variations in lot width
from the Zoning Board of Appeals as well as approval of the
resubdivision from the Plan Commission.
The Zoning Board of Appeals recommended approval of the variation
in lot width and the Plan Commission recommended approval of the
subdivision. The resultant resubdivision would reduce the number
of lots that front on Eastman Court but add several which front
on Hill Street. Therefore, the street would have to be continued
to the East edge of the property.
No engineering plans or subdivision improvement bonds have yet
been received for this extension of Hill Street. This would be
required prior to filing of the plat of resubdivision with
the County. In addition, the Development Code would require
donation of fees in lieu of land donation for the two extra lots
being created by the developers. The original subdivision had 18
lots and this resubdivision will add two additional lots. These
amounts should be included prior to filing of the plat of
resubdivision.
Subject to the above improvements, plans and donations, the plat
is recommended for approval.

AN ORDINANCE GRANTING SPECIFIED VARIATIONS
FOR PROPERTY COMMONLY KNOWN AS THE HILL
STREET SUBDIVISION LOCATED ON HILL STREET
IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS
WHEREAS, the beneficial owners Of a certain residential
subdivision hereinafter described, on Hill Street in the
Villag6 of Mount Prospect, Illinois and commonly known�as
the "Hill Street Subdivision" filed an application seeking
a variation from Section 14.1101.A.1 of Articld XI of
Chapter 14 of the Village Code of Mount Prospect, Illinois
regarding lot widths, for the purpose of allowing a re-
subdivision of certain lots in said Subdivision; and
WHEREAS, the SubJect Property as resubdivided is des-
cribed as follows:
Lots 11 through 20 in the resubdivision of
Lots 11 through 18 of the Hill Street Subdivision,
a Subdivision. of the East four hundred (400)
feet of that part of the North half of the South-
east quarter of the Northeast quarter of
Section 34, Township 42 North, Range 11, East
of the Third Principal Meridian, lying East
of Rand Road, in Cook County, Illinois.
WHEREAS, Petitioners seek a variation from the lot
width requirements of said Section 14.11.0l.A.1 to provide
for lot widths of less than sixty-five (65) feet on the
resubdivided Lots 11 through 17 and Lots 19 and 20; and a
lot width of less than seventy-five (75) feet on corner
Lot 18, all as set forth on the resubdivision plat (a
copy of which is attached hereto and made a part of this
Ordinance by reference); and
WHEREAS, a Public Hearing was held on Petitioners
request for the aforesaid variation (designated as Case
Number ZBA-2-V-33) before the Zoning Board of Appeals
of the Village of Mount Prospect on the 24th day of
February, 1983, pursuant to due and proper notice there-
of published in the Mount. Prospect I'lerale. on February 8,
1983; and
WHEREAS, the Zoning Board of Appeals has submitted
its findings and recommendations that said variance be
permitted for all of Lots 11 through 20 (including therein
Lots 11 and 12 which exceed the lot width standard by
twenty-five (25%) percent); and
WHEREAS, the President and Board of Trustees of the
Village have considered further the variation re(_-.,uest and
have determined that the same satisfies the standards
set forth in Section 14.605 of Article VI of ChaTDter 14
of the Village Code, including the variation of lot width
for Lots 11 and 12, and further find that it would be in
the best interests of the Villaue to arant the variation
hereinafter set forth.

NOW,-THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS:
SECTION ONE: The recitals set forth hereinabove are
incorporated herein as findings of fact by the President
and Board of Trustees of the Village of Mount Prospect,
Illinois.
SECTION TWO: The President and Board of Trustees
of the Viffi_zge of Mount Prospect do hereby grant to the
subject property a variation from Section 14.1101.A.1
with respect to Lots 11 and 12 in order to allow the
resubdivision of Lots 11 through 18 of the Hill Street
Subdivision to provide for newly resubdivided Lots 11
through 20 having reduced lot widths as set forth on
the attached plat.
SECTION THREE: Except for the variation granted
herein, all other applicable Village of Mount Prospect
Ordinances and regulations shall remain in full force
and effect as to the Subject Property.
SECTION FOUR: This Ordinance shall be in full force

Sealed bids were publicly opened and read aloud at 10:00 a.m. on
Tuesday, April 26, 1983 for construction of an asphalt walkway
and landscaping on the Commonwealth Edison Right -of -Way between
Linneman Road and Busse Road in the Village.
The proposal requested unit prices for approximately 2978 square
yards of asphalt, 64 trees, and 228 shrubs. The summary bid
tabulation follows:

The resubdivision plat before the Village Board is a consoli-
dation of two parcels into one lot of record. The property is
located on the West side of Wille Street, one lot South of Henry.
Mr. McCarter has requested the resubdivision in order to gain
authorization for a permit for a building addition.
The consolidation consists of one 27 foot lot and one 33 foot
wide vacated alley. The resultant lot width would be 60 feet
with a depth of 157 feet. The Plan Commission considered the
request at its April 20, 1983 meeting and recommended approval of
the resubdivision.

The Opus Corporation is seeking to resubdivide part of Phase III
located on the South side of Feehanville Drive at the East end of
Phase III. The properties in question include Lot 306, currently
vacant, and Lot 304, location of Cablenet, Inc. The resub-
division is necessary in order to add property to the Cablenet
lot to accommodate additional parking. A significant parking
problem exists on the Cablenet lot because of the company's own
cars as well as the vehicles of visitors and employees. The
resubdivision would add expanded parking, for employees and
company vehicles, to the Southwest of Lot 304. The access to the
parking would be from the main Cablenet parking lot.
The Plan Commission considered the resubdivision at its April 20,
1983 meeting and recommended approval of the resubdivision. The
resultant parcel for the vacant Lot 306 would be smaller than
most lots in the general vicinity but still above the minimum lot
size as required.

I. ROLL CALL
The meeting was called to order by Mayor Krause ax
7.30 p.m. Present at the meetinc, - ' t,�ere: Mayor Krause,
Trustees Gerald Farley, Leo Floros, E. F. Richardson
and Theodore Wattenberg. Absent from the meeting were:
Trustees Ralph Arthur and Norma Murauskis. Also
present were Village Manager Terrance Burghard, Assistant
Village Manager wJay Hedges and Director of Public Works
Herbert Weeks. There were approximately 12 persons in
the audience.
IT. MINUTES
The Minutes of the Committee of the Whole meeting of
March 22, 1983 were reviewed and. file.
III. CITIZENS TO BE BEARD
There being no citizens present at the meeting desiring
to make any presentation before the Committee of the
Whole, the Mayor moved on to the next item of business.
IV. 1983-1984 BUDGET - CIVIC AND COMMUNITY GROUPS
Mayor Krause reviewed with Mrs. Martha Hopkins and Mr-
Wherie, representatives of the Library, their proposed
budget for the forthcoming fiscal year. There being no
questions from members of the audience or the Committee
of the Whole, the administration was instructed to include
the Library's request in the Village program of services.
The Committee of the Whole also discussed the Library
Board's request for $25,000 of Village Revenue Sharing
Funds. The Village Manager had pointed out that the
current Federal allocation to the municipality had been
decreased by $75,000 this year. After some further
general discussion,, the Committee of the Whole concluded
that they could not make an allocation to the Library and
explained that to the representatives from the Library
Board.
Trustee Wattenberg thanked. Martha Hopkins for her contribu-
tion to the community and to the Village. Mrs. Hopkins is
not seeking any further Library offices. Mr. Wattenberg's
comments were echoed by members of the Committee of the
Whole.
The request from the Historical Society for $1,000 was
approved by the Committee of the Whale. Also approved
was the $500 request of the Veterans of Foreign Wars
for their Memorial Day Parade.
Some general discussion ensued regarding the Chamber of
Commerce request for $500 for continuation of the Farmers'
Market. The Village Manager was requested to solicit data
from the Chamber of Commerce as to their expense and
income statements for the Farmers' Market and the need
for the $500 grant. Mayor Krause recommended that the
grant remain at the present level and that the Village
Board look to the success of the Festival Association as
a future source for community groups to receive grants
such as those that the Village taxpayer makes. The
administration was directed to keep ,the Chamber of Commerce
Farmers' Market grant in the budget and to report to the
Board at a later date,
Ms. Pat Beck, Executive Director of Shelter, Inc., was
present and addressed the Committee of the.Whole regarding
their, grant request for $7,600. Ms. Beck thanked the
Board for its past assistance and discussed with the Board
the success of its group homes in Schaumburg and Arlington
Heights. The Village of Schaumburg has donated a building
for the Jennings House and refurbished the building.
Shelter leases the building for $1.00 a year and it
provides a group home for adolescent girls between the
ages of 11 and 17. The home has a five -bed capacity and
it is typical that a girl would stay there for approximately
21 days. A similar group home is located in Arlington
Heights. After some general discussion, the Committee of
the Whale expressed to Ms. Beck that the budget was programmed
this year at the same level as the prior fiscal year,
$6,100. Ms. Beck thanked the Board for its consideration
and its continued funding.
Mr. Vergin, of the Imperial Drum and Bugle Corps, reviewed
the 57 -year history of the Corps and explained that it
moved to Mount Prospect from Skokie some two years ago.
Currently; there are 45 members and they are hoping to
have 60 members in the next year. There are currently
six Mount Prospect members and they need new uniforms,
transportation costs and miscellaneous equipment. Mr.
Vergin explained that this is a positive program for the
youth of our community and t eilr budget is currently
inadequate„ After sono general.. discussion by the Committee
of the Whole, Mr-. Vergin indicated that ,he would like to
have $4,500, but understands the limited budget of the
Village. The. Committee of the Whole then recommended that
the Village grant to the Imperial Drum and. Bugle Carps
$600 and the Village Manager was so instructed to place
that item in the budget.

The Village Manager reminded the Board that $2,500 bad
to be added to the Civic Group budgets for the 4th of
July Parade to be conducted by the Jaycees. Mayor Krause
then reviewed the Pens -ion and Debt Section and. there were
no questions.
Trustee Floros raised some questions regarding the format
and overtime costs in the Police and Fire Departments'
budgets and the Village Manager responded,
Trustee Farley suggested the creation of an Economic
Development Commission to help the development of the
entire business coinTiunity. He pointed out that the Village
is losing FC. -Mart: and •that if we take this opportunity to
make positive steps to work with r.he Chamber of Commerce
and find a client, that will benefit the entire community.
This is being done in other Municipalities such as Oak
Park and. Naperville and the administration was instructed
to prepare a. report governing the possible purpose, scope,
staffing costs and other experiences for an Economic
Development Commission. The Village Manager indicated
that the report would be gene�t-ated from the Manager's
Of f -ice .
There being no further discussion regarding the budget,
the administration was instructed. to put the budget in its
final form and target final adoption for April 19, 1983.
V, WOLF ROAD IMPROVEMENTS AND JURISDICTIONAL TRANSFER.
The Village Manager reviewed for the Committee of the
Whole that the State of Illinois -Department of Transportation
is planning improvements along Wolf Road from Euclid south
to Golf. As part of their improvements, they are suggesting
that the adjoining municipalities assume jurisdiction for
the roadway after the improvements. Jurisdictional transfer
means that the municipality would assume maintenance
responsibilities after the improvements are made. Maintenance
responsibilities include snow plowing, road repair and
traffic signal, maintenance. The City of Des Plaines has
already indicated its willingness to proceed with this
and the State wants some indication from the municipality
before any further work is spent on the engineering.
Mr. Weeks, Director of Public Works, was present and reviewed
the basic engineering drawings with the Committee of the
Whole and members of the audience. Mr. Weeks pointed out
that the roadway would be improved with concrete to four
lanes including curb and gutter and storm sewer work.
Mr. Weeks pointed out that the roadway is heavily traveled
presently and does have a history of a high accident rate.

After some general discussion by the Committee of the
Whale, the administration was instructed to reg4est that
the State continue work can it and that adequate notice
be given to the residents and the matter be brought to
the payor and the Board of Trustees for a formal decision
after engineers g is completed,
VI. A AQE ' S' REPORT
The Village Manager reviewed, with the Committee of
the Whole the summary of bid tabulations for the Elk
Grove and southwest transmission mains of the WATER AGENCY.
The Village Manager painted out that five of the bidders
were from the Detroit,, Michigan area and that the most
effective contract proposal to be recommended to the
Agency Board of Directors was the issuance of two
contracts,so that work could proceed simultaneously and
at least const.
'TI. ANY OTHER BUSINESS
Trustee Fl.oros inquired as to the overall status of the:
MFT programs and: what kinds of projects are anticipated
for next fiscal year. "Trustee Floros suggested that the
administration look at further street lighting improvements
in the downtown area and, perhaps, the removal of some
of the overhead w fres along the Railroad right-of-way and
Northwest Eighway.
