Squad 544 is a unique "beverage type" truck that houses special rescue equipment, including high angle, confined space, structural or trench collapse, and hazardous materials response equipment. Squad 544 is also first -due on all structure fires to refill SCBA bottles and assist with firefighter decontamination efforts with its breathing air cascade system. Squad 544 no longer has sufficient space or the proper layout to carry what is necessary with the amount and type of hazardous material and technical rescue equipment increasing over the years. The current Squad has a maximum passenger capacity of two, the driver and one passenger. The initial budgeted amount of $350,000 and unusually long lead-times posed a challenge when looking at new vehicles. A new heavy rescue squad would cost over of $600,0000. With the help of the Apparatus Committee and Hazardous Materials Team leader, the Department explored the option of purchasing a used fire apparatus that would fit our immediate and future needs. It was not long before this group found a 2003 Pierce Saber Heavy Rescue truck for sale by the Washington Township Avon Fire Department in Indiana. The Village sent a contingency of representatives, including Public Works Mechanic/EVT Mario 1 Garcia, down to carefully inspect the vehicle and all reports indicate the vehicle is in excellent condition and would suit our functional needs. The vehicle has approximately 41,000 miles and includes a Winco 10kW PTO Diesel Generator, a roof -mounted, telescoping Will -Burt light tower, vehicle -mounted scene lighting, a Class III rear receiver hitch, with winch ready attachments points on front and both sides of vehicle, 2 electrical corded reels and 2 air hose reels. Some of the capabilities immediately identified are: • Provides a more capable/reliable response for hazardous materials incidents including a command center • Increased passenger capacity for response personnel. This is the Paid -on Call group's primary response vehicle • Increased storage space to house MABAS Division 1 Hazardous Materials F_' • Increased storage space and capability to store spare SCBA bottles eliminating the need for a cascade system • Increased scene lighting, portable power, and addition of command/rehab center for response to Code 4's and post -fire investigation efforts • Provide a secondary climate -controlled Command area for large-scale events • Capable of being utilized as a blocking vehicle for highway/high-traffic emergency response • Capable of vehicle recovery during severe weather/flooding • Capable to respond as frontline vehicle during extreme cold conditions minimizing cold weather exposure to apparatus with water pumps Again, the original budget in the replacement schedule is $350,000.00. Asking price for this vehicle was $90,000.00, which staff negotiated to a final purchase price of $85,000.00. Staff anticipates approximately $15,000.00 in additional costs to upgrade emergency lighting to LED, outfit compartments, and MPFD graphics. In its current role, staff is confident the department will be able to get 10-15 years of service out of this vehicle. The replaced squad will be sold through the GovDeals.com Internet auction. Alternatives 1. Accept purchase price of $85,000 for used 2003 Pierce Saber Heavy Rescue Truck from the Washington Township Avon Fire Department. 2.
