PARTY IN THE
COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
PARK FESTIVAL
George Montalbano, representing the Party in the
Park Festival Association gave a brief account of
the financial picture from the Party in the Park
Festival held over the labor Day Holiday,1983.
Plans are in progress for the 1984 Party in the
Park Festival.
MAYOR'S REPORT
PROCLAMATIONS:
Mayor Krause proclaimed Monday October 31,1983,
as Halloween (Trick or Treat Day) in the Village,
,HALLOWEEN
urging residents to display caution in allowing
children to eat Various candies. The Mayor
announced that there will be free x-ray screening
of Halloween treats at the Holy Family Hospital
on Halloween Day.
PROSPECT HIGH
Mayor Krause presented a Proclamation to represen-
MARCHING BAND
tatives of the Prospect High School Blue Knights
Marching Band, honoring them for their recent
accomplishments in receiving numerous awards.
FIRE PREVENTION
Mayor Krause and Captain Les Wuollett, with the
AWARDS
assistance of Miss Flame and Miss Spark presented
awards to the winning contestants in the Fire
Prevention Week Poster and Essay Contest.

1002 S. Busse An Ordinance was presented for second reading that
would set forth a special use in order to construct
canopies of existing fuel pumps.
Edward Lahey, an attorney at 10d Dundee Road,
represented the petitioner.
On Busse Road there is presently two(2) curb cut
driveways into the gas station with another curb
cut driveway just to the South of the gas station
leading into the shopping center. Staff had rec-
ommended that the southern -most entrance into the
,gas station be closed.
Trustee Murauskis, seconded by Trustee Van Geem,
moved to concur with staff recommendations to
require closure of recommended driveway and
amend the Ordinance accordingly.

An Ordinance was presented for second reading that
would, establish the procedure of accepting a fee in
lieu of required parking spaces in the Central Business
District when expanding or creating a new use when additional
parking spaces are required,
Hal Prednovich, 200 E. Lonnquist Blvd. Chair'm'an of the
Business District Development and Redevelopment Commission
spoke in support of this Ordinance.
Bob Holmes proposed that any funds collected should be
used for acquisition of land for new parking only,

change the existing wording("Such fees shall be placed WORDING
in a parking fund with the Village and used for parking

withdraw this case from further consideration.
Mayor Krause read a letter from Steven Kassel,Searle
Pharmaceuti ' cals Inc. dated October 7, 1983
which stated that as soon as their plans have
been finalized and the required expenditures
have been authorized by Searle, they will advise
the board and the residents of all action that
'will be taken. Though they have withdrawn their
petition for a zoning variation they are continuing
to address the concerns of the residents because
of their desire and commitment to improve their
relations with the neighboring community, They
believe that to do so is in the best interest
of Searle and the community, and appreciate
the boards continued assistance toward that end.
An Ordinance Amending Article VI of Chapter 18
(Traffic Code) of the Village Code Entitled
"No Parking Any Time was presented for first
reading, with second reading to take place at the
November lst Village Board meeting.

Well No. 16 is a critical supply point for the southwest WELL # 16
section of the community; and, anticipating the water demand REPAIR
for next summer and, perhaps, for the summer of 1985, it is FINANCING
necessary that the Well be repaired, It is estimated that
these expenses will approximate $63.000. -Pursuant to discussion
at the Committee of the Whole meeting, October 11, 1983, it
was decided to make the fiecessary r6pairs to Well -#16.

the recommendation of the Manager and the administration to
authorize the repairs to well #16 not to exceed th3 cost
of $63,000 to Layne -Western Company.

The Zoning'_ Boardof Appeals recommends
approval of these requests, 6--0.
Daniel Walker Jr., representing the 'company

PUBLIC HEARING PUBLIC
Mayor Krause called the Public He ring, pursuant to HEARING
notice published in the newspaper,,, for the purpose of
considering a request submitted by American Taxi,Company
for 6 additional vehicles, to order at 10:08 P.M, American
Taxi presently has 6 authorized licenses.
Randy Moss, Vice President of American Taxi stated that
he feels 6 cars are not adequate to handle all the
business in the village. They originally asked for
12 licenses and were granted 6.
Trustee Murauskis:, seconded by Trustee Arthur, moved to
authorize issuance of licenses, to operate an additional
6 cabs in the village of Mount Prospect.

The Village Clerk is to notify Courier 2000 that the
Village Board is considering action to delete their 6
taxi cab licenses authorized to them one year ago, since to
date no applications have been made for these licenses,
This subject will be discussed at the November 1, 1983
meeting of the Village Board.
Mayor Krause declared the Public Hearing closed at 10:13 P.M.
ST CECILIA SUBDIVISION -REQUEST FOR VARIATION FROM
DEVELOPMENT CODE
Frank Catino, Developer of St. Cecilia Subdivision,
requested to vacate public walkway between homes within
the St. Cecilia's Subdivision. The subdivision was
approved with a requirement for a pedestrian easement
and construction of a sidewalk at the Southwest end of
the development. This walkway would extend from the,South
end of Noah Terrace to the sidewalk along Golf Road. Mr.
Catino has requested this requirement be removed from *,
this subdivision in order to make the two adjacent lots,,,
18 and 19, more saleable and to reduce any possible
vandalism problems.
Trustee Murauskis,' seconded by Trustee Arthur, moved to
concur with the recommendation of the Plan Commission and
deny the petitioner's request to vacate public walkway
extending from the South end of Noah Terrace to the sidewalk
along Golf Road.

REAS, the Mount Prospect Craft Artistes, a volunteer
anization, was found in 1968 by Dolores Haugh, assisted
Evelyn Brandeau and Arlene Harting; and
EREAS, the Mount Prospect Craft Artistes was organized for
e purpose of giving local artists of highest quality an
portunity to share their talents and contribute to local
arities; and
EAS, the Mount Prospect Craft Artistes have grown from
original membership of 15 to over 50 participants; and
HEREAS, the 15th Annual Unique Boutique will be held on
ednesday, November 9, 1983, in Mount Prospect; and
proceeds from the Unique Boutique will be donated
this year to the Mount Prospect Food Pantry and the Stratford
School for the Handicapped Scholarship Fund; and
(HEREAS, Evelyn Brandeau has served as Secretary for 15
years and is now retiring and her services to the Unique
Boutique are acknowledged with thanks and gratitude.

PROCLAMATION
WHEREAS, medical progress now being made against cancer has
already helped to restore many of the citizens of the
Village of Mount Prospect to soundness and health; and
WHEREAS, the citizens of the Village of Mount Prospect are
becoming increasingly aware of the ways in which they can
minimize the threat of cancer to themselves; and
WHEREAS, the American Cancer Society has established many
programs encouraging those that smoke to quit, as well as
assistance in achieving that goal, with one of the programs
being Adopt A Smoker Campaign; and
WHEREAS, the American Cancer Society has declared Thursday,
November 17, 1983 as the GREAT AMERICAN SMOKEOUT DAY,
encouraging smokers to have 'a day off from smoking'.

SECTION ONE: The Recitals set, -forth --hereinabove are
incorporated herein as findings of fact by the President and
Board of Trustees of the Village of Mount Prospect.
SECTION TWO: The President and Board of Trustees of
the Village of Mount Prospect do hereby grant to the property
hereinabove described variations requested with respect to
Sections 14.2002C, 14.2005A3, 14.2005BI and 14.2602B subject
to the following conditions:
A. Applicant shall make a cash contribution in the
total amount of $14,400.00 to the Village, in
lieu of a requirement for eight (8) parking
spaces upon applicant's premises; said payment
to be made pursuant to a schedule established
by the Village Manager.
B. Applicant shall provide delivery access across
the private alley adjoining the applicant's
separate property at 15 West Busse Street for
the purpose of deliveries to the premises in
question.
C. Applicant to provide adequate area to the rear
of his nearby and separately owned property at
15 West Busse for the purpose of refuse and
garbage disposal.
D. Applicant shall carry out landscaping necessitated
as a result of the building addition proposed
to applicant's premises, pursuant to a land-
scaping plan satisfactory to the Community
Development Department of the Village.
SECTION THREE: In the event that the Applicant sells,
transfers or leases the Subject Property or'the restaurant
business thereon, then adequate provision for the storage
of refuse and garbage shall be provided or the variations
granted herein shall immediately cease and terminate.
SECTION FOUR: Except for the variations granted herein,
all other applicable Village of Mount Prospect Ordinances
and Regulations shall remain in full force and effect as to
the Subject Property.
SECTION FIVE: This Ordinance shall be in full force and
effect from and after its passage, approval and publication
in pamphlet form in the manner provided by law.

Mr. Panagopoulos, owner and operator of Old Carriage Restaurant,
seeks to vary the off-street parking requirement of the zoning
Ordinance seeking relief of eight parking spaces and a 20 foot
rear yard to the 1 foot yard (existing) on the East property line
adjoining Attorney Meersman's building and the barber shop.
The staff has prepared an amendment for consideration before the
Zoning Board of Appeals which, if approved, would permit a land
owner to provide cash in lieu of the required off-street parking
spaces covering one half of the estimated value of the property
and improvements for each parking space that the owner could not
otherwise provide on his own property. Both Community Develop-
ment and the Health Departments have drawn attention to the need
for adequate handling of refuse and deliveries off-street,
preferably on the same site as the restaurant. Mr. Panagopoulos
has suggested that the private alley adjoining the barber shop
and the martial arts building would provide delivery access to
the rear of the recently acquired property at 15 West Busse, and
would be then be able to accept deliveries by crossing the North
15 feet of Lot 6 owned by Mr. Meersman. This would enable the
deliveries to be made directly to the new rear door. Mr.
Panagopoulos proposes to use the garage portion at the Southwest
corner of the building he has recently purchased at 15 North
Busse for the pickup and storage of refuse. (See attached memo
from Pat Luehring, Health Department Director.)
Upon further investigation, I find that a permanent easement
across Mr. Meersman's property has not been secured nor is it the
intention of Mr. Meersman to grant such to Mr. Panagopoulos.
Instead he has offered the right to use this piece of land but
stipulating that it may be revoked at any time at Mr. Meersman's
request. Mrs. Phyllis Stark, owner of the barber shop imme-
diately to the East of Old Carriage Restaurant, in a telephone

conversation indicated to me that she did not want to encourage
delivery trucks on the private alley jointly owned by herself and
Mr. eaoagogmuIos. as of this writing, she was to submit a letter
to the Village Board indicating her objections to the use of this
private alley for delivery.
The Zoning Board of Appeals voted 3-3 on a motion to grant both
the variations for parking and rear yard. Therefore, an affir-
mative vote of 5 members of the village Board will be necessary
to override the recommendation of the Zoning Board of Appeals.

I own the property located at 19 W. Busse in Mt. Prospect, Illinois.
I am writing to make this a matter of public record; I am
opposed to keeping garbage stored in the garage at 15 W. Busse,
next to my building. I feel it would not only be foul smelling
in hot weather, but unfortunately, draw mice and rats to this
area. We now must tolerate grease and food left uncovered
outside of the Old Carriage House Restaurant, on the other
side of my building and property. I feel the Board of Health
should be notifed of this to have it stopped.
I also will not allow a garbage truck weighing approximately
25,000 lbs• when empty and approximately 50,000 lbs. when full
to crack my driveway from unnecessary constant weight and strss.
I do not want the driveway patched leaving it unsightly.
Neither my tenant nor myself use this drive to such an extent,
and I feel that I do not need to tolerate such heavy use.
Delivery trucks are also much too heavy to be using a private

In previous conversations with Ken Fritz, Owl appliance,
the previous tenant at 15 W. Busse used this driveway for de-
livery. Owl has since moved to a new location in September of
1980, therefore, before the driveway was paved in June of 1981.
No heavy trucks have used this driveway since that time, nor
will they use the driveway.

WHEREAS, Butler Walker Incorporated, of 1415 West 22nd
Street, Oak Brook, Illinois has filed an application seeking a
text amendment to Chapter 14 commonly known as the "Zoning

WHEREAS, Butler Walker Incorporated, the Petitioner herein,
has made application for a special use with respect to a portion
of certain property located at 950 East Rand Road in the Village
of Mount Prospect, Illinois, commonly known as the Mount Prospect
Plaza, to authorize the use of said property for establishing and
maintaining an automobile maintenance and servicecenterspecializing
in quick automobile oil and lubrication services, within the B-3

three parking areas to -the South end of'.the leasehold lying adjacent
to the existing building as recommended by the Community Develop-
ment Department of the Village; and
WHEREAS, the President and Board of Trustees have considered
the special use application and have determined that the subject
property complies with the standards set forth in Section 14.704 of
Article VII of said Chapter 14 regarding the special use, and that
the best interests of the Village of Mount Prospect will be obtained
by the adoption of the necessary ordinance to approve and authorize
the said special use subject to compliance with the landscaping
improvements recommended by the Community Development Department.

PARKING REGULATION CHANGES SOUGHT BY
HUNTINGTON COMMONS MASTER ASSOCIATION
1. To permit parking on east side of Hunt Club Drive, from 1022-1090 S. Hunt Club Drive.
These townhome residents have no street parking available to them or their guests. They
often times park in the 1101-1103 Hunt Club Drive condo parking lot, which creates dis-
agreement with the cordo owners.
To permit parking on the east side of Hunt Club Drive from 1101-1150 S. Hunt Club Drive,
between the fire hydrant and the fire lane atsouth end of 1101 building. Residents on
this side of the condo building have no close parking available to them and must walk
a considerable distance to the north parking lots. This is important for the elderly
residents in particular who use the side doors to the 1101 building.
Currently there is no parking, at any time, anywhere on Hunt Club Drive.

In this year's budget, we had planned an expenditure of
$35,000 for the first phase of the addition to Fire Station
#3 (Kensington Road). We did not have adequate funds during
the budget preparation to complete the addition and anticipated
that we would construct the shell in the spring of 1984 and
complete the addition out of next year's budget.
Bids were taken in October and six contractors submitted
bids for the second phase construction project and a lump
sum bid for the complete project built at one time. The
Fire Department has assessed the bids together with the
architect and they recommend that we complete construction
in one phase.
The additional revenue needed to meet the expense over the
budget could be accomplished by taking funds from the Capital
Equipment and Repair Account and delaying the purchase of a
vehicle, the rebuilding of an ambulance and moving the
entire vehicle replacement program back one year. The
expenditure increase by doing the construction in two phases
is moderate and not a significant element in my opinion.
There is a distinct benefit to completing the construction
of the addition at one time while the contractors' forces
are on site rather than remobilizing a few months later.
Chief Pairitz and his staff will be in attendance at the
meeting to answer any questions the Board might have regarding
the impact of the delayed equip
pent,replacement schedule.

You will find attached a bid spread along with a recommendation by our
Architect Warren Kostak that we proceed to enter into a contract with
the low bidder Tracon, Inc. at the low bid price of $103,340.00.
The bidding process used for this addition was designed to allow us
some alternatives which could result in spreading the cost over two
years by having two different phases to the construction. The result
is we have two alternatives which are as follows:
NO. 1 is to proceed with the construction of the shell of the building
for $42,655.00. We would then have a Phase 2 which would occur after
May 1, 1984 and be funded by budgeting $61,450.00 in the 1984-85 fiscal
year. The total cost would be $104,105.00.
No. 2 alternative is to proceed with the complete construction of a
building immediately at a cost of $103,340.00. This could be funded as
follows:
$35,000.00 was included in the 1983-84 budget for
this purpose.
$65,000.00 of taxes and accumulated interest would
be available by moving our vehicle
capital outlay plan back one year which
we are prepared to do as our staff feels
this is a higher priority at this time.
$ 6,175.00 has been budgeted for the purchase of a
car to be used by the apartment inspector.
We have already rebuilt a used police car
which is in service at this time causing
the $6,175.00 to be available.
$106,175.00 Amount available as described above.
We concur with Mr. Kostak who points out he feels we would get a higher
quality building by proceeding with all construction at this time and
add that there is a minor cost saving by proceeding with all work at this
time. It is our recommendation to proceed with the construction at
Fire Station #3 by signing a contract with Tracon, Inc. in the amount of
$103,340.00.

The results of the bid opening for the above referenced project yielded
six bnnefide Base Bids ranging from a low of $108,340'00 to a high of
$135,468,94. There was some confusion among the bidders concerning the
alternate prices called for in the bid -ding documents, but these con-
cerns were addressed immediately following the bid opening.
Tracon, Inc., of Roselle was the apparent low bidder, submitting a Base
Did of $108,340'00. When Tracon's bid was reviewed in more detail,
Nr' Russell 1cwrtn, Vice President of Tracon, indicated that a $S,OOU'OV
cost for Alternate No. 3 (mew electrical service) had been included in
the Base Bid. He also indicated that if the Village elected not to pro-
ceed with Alternate No. 3, Tracon would enter into a contract to con-
struct the project for the sum of $103^340,00. If the Village elected

Based upon the results of the bid opening and upon our discussions with
Tracon, we recommend that the Village award the construction contract to

in phases' We believe this would result in a higher quality building.

COMMITTEE OF THE WHOLE
OCTOBER 11, 1983
1. ROLL CALL
Mayor Krause called the meeting to order at 7:30 p.m.
Present at the meeting were: Mayor Carolyn Krause,
Trustees Gerald Farley, LeooFloros and George Van Geem.
Absent from the meeting were: Trustees Ralph Arthur,
Norma Murauskis and Theodore Wattenberg. Also present
from'the staff were: Assistant Village Manager Jay
Hedges, Director of Public Works Herbert Weeks, Deputy
Director of Public Works Glen Andler and Director of
Community Development Kenneth Fritz. There were
approximately five persons in the audience.
II. MINUTES
The Minutes of the Committee of the Whole meeting of
September 13, 1983 were approved.
III. CITIZENS TO BE HEARD
There being no citizens present at the meeting desiring
to make any -presentation before the Committee'6f the
Whole, the Mayor moved on to the next item of business.
IV. OFFICE/RESEARCH ZONING DISTRICT
Mayor Krause introduced the topic of an Office/Research
Zoning classification indicating that staff had put
together in outline form a description of the areas to be
potentially covered in such an Ordinance. Trustee Van
Geem indicated'that he felt this was a very worthwhile
effort and while he would not ask staff to do the necessary
background and preparation unless he felt this was an
important matter, he did feel so in this case. Trustee
Van Geem indicated that in his tenure on the Zoning Board
a number of cases stem to fall between B-3 and I-1 and,
therefore, he felt this classification would be very
appropriate. Mr. William Alter, who was in attendance at
the meeting, was asked to speak with regard to his property
in the community. Mr. Alter indicated that he felt this
type of use would be a coming necessity in light of the
changing industrial park. Mr. Alter believes that due to
high technology, factories and office buildings, this
new Zoning classification will, in fact, become,a necessity
and encourages the Village Board of Mount Prospect to
consider creating this Zoning classification.
Director of Community Developmenr Kenneth Fritz answered
a number of questions from'Village Board members
clarifying the intent of the propqs,ed Ordinance. The
Board then directed staff to proceed with this program
by developing an Ordinance'to be heard at a Public
Hearing before the Zoning Board of Appeals. This was
the consensus of the four Board members present.
V. REPAIRS TO WELL #16
Mayor Krause referred the Board members present to their
packets and indicated that a number of memorandums have
been provided outlining thenecessity for emergency repair
work on Well #16 which is located near the intersection
of Algonquin Road and Busse Road. The Board first discussed
the necessity for the repairs and Mr. Weeks pointed out
the -need for Well #16 during the next two years until-LAke
Michigan water is readily available. Prompted by a question
from Trustee Parley, Mr. Weeks explained to the Board that
some of the processes used to coat -pipes, etc., would be
scaled back to some extent in, an effort to reduce costs.
This will inevitably reduce the length of the life of these
repairs to some extent, however, it is believed that since
these will
lbe functioning as standby wells only after 1985,
this is a cost effective approach.
The Board reached a consensus that the repairs should be
made and that action would be taken at the October 18 Board
meeting to award a contract authorizing repairs recognizing
that the entire project could run as high as $63,000.
The Village Board then discussed the alternatives for
funding these repairs and Trustee Van Geem pointed out
that he believed the recommendation of staff and the
Village Manager's office was the most appropriate funding
?ource. This would be to amend the Village Budget to
increase revenues from the Water System by approximately
,$100,000 due to the unanticipated high water usage during
the summer months of 1983. This money would then, be
applied toward the needed repairs. Trustee Van Geem pointed
out that these emergency repairs were a result of the high
pumpage this past summer as were the unanticipated higher
revenues from water billings and, therefore, this was an
ideal matching of resources with expenditures. The other
Board members 'present agreed and without further discussion
indicated their intention to amend the Budget in the manner
recommended by Mr. Burghard.
VI. MANAGER'S REPORT
Assistant Village Manager Jay Hedges indicated to the
Village Board progress made recently with regard to
WATER AGENCY contracts. He also informed the Board that
all remaining Water Agency contracts will be bid by the
end of 1983. Trustee Flores pointed out that a number
of construction projects were to have begun in July of
1983 and asked if this'"information received tonight was
a departure from that schedule. Mayor Krause offered to
check into the schedule with Trustee Floras as she was
unaware of the specific dates he was referring to.
Trustee Flores stated that he was once again concerned
that this was yet another delay in'the project.
Mr. Hedges informed the Village Board that there had
been delays in printing the 1983-1984 BUDGET but that
it would be distributed to Village Board members during
the next two weeks. Mr. Hedges announced that Department
Directors would be developing their Departmental Budget
requests during the month of November, they would be
reviewed by the Village Manager's office in December and
a proposed Budget, first draft, would be distributed to
the Finance Commission and ultimately the Village Board
by the end of January. Trustee Van Geem requested a
copy of the schedule and it will be distributed to the
Board within the next two weeks.
VII. ADJOURNMENT
There being no further business to come before the
Committee of the Whole, Mayor Krause adjourned the meeting
at 8:10 p.m.,
