The 2022 Street Resurfacing Program includes 8.61 miles of streets and is being funded through the Street Improvement Construction Fund, the Motor Fuel Tax (MFT) Fund and the Rebuild Illinois (RBI) Fund. A map denoting streets targeted in this year's program is attached. A notice to bidders was posted on the online bid service Demandstar on February 3, 2022 and in the Illinois Department of Transportation's Contractors Bulletin three times: on February 3rd, 10th and 17th, 2022. Five (5) general contractors obtained the bid documents. A copy of the bid document is attached. On February 28, 2022 at 1:00 PM, sealed bids for the 2022 Street Resurfacing Program were publicly opened and read aloud. Four contractors submitted bids for this project. The bids ranged from a low of $5,575,499.20 by Arrow Road Construction Company, to a high of $6,829,425.63 by A Lamp Concrete Contractors, Inc. 1 Below is a summary of the bids: Bidders Arrow Road Construction Company Builders Paving, LLC Schroeder Asphalt Service, Inc. A Lamp Concrete Contractors, Inc. Engineer's Estimate Total Bid $5,575,499.20 $6,290,000.00 $6,617,858.23 $6,829,425.63 $5,347,915.75 All bid submittals were checked for accuracy. All bidders submitted bid bonds in the amount of 5% of their total bids, as required. All bidders correctly signed their bids and bid bonds. Arrow Road Construction Co.'s resurfacing bid is $227,583.45 (4.26%) above the engineer's estimate. The approximate cost to resurface one mile of roadway this year is $648,000 and represents a 13.5% increase compared to last year's cost of $571,000 per mile. The primary factors for the increase are the high unpredictable oil and gas prices. This has a profound effect on trucking costs and the manufacturing of asphalt. The engineer's estimate, developed in December 2021 to meet IDOT's review schedule, took into account anticipated cost increases at the time, but unfortunately, not the volatility seen in recent weeks. This year's program also includes concrete patching on Wolf Road. The low bidder, Arrow Road Construction Co. has previously completed street improvements for the Village, including the 2015 - 2021 Street Resurfacing Programs. The work from Arrow Road Construction Co. has been acceptable. For reference, a copy of Arrow Road's bid submittal is attached. Village staff recommends awarding the contract up to the full bid amount to prevent falling behind on the program. The budget for resurfacing, MFT, and RBI would result in a total contract award of $5,575,499.20 (Resurfacing budget $2,267,271.95 + MFT $1,871,875.10 + RBI $1,436,352.15) = Total Recommended Award: $5,575,499.20). 2 Alternatives 1. Accept lowest cost, responsive bid for the 2022 Street Resurfacing program by Arrow Road Construction Company of Mount Prospect, Illinois, in an amount not to exceed $5,575,499.20. 2. Action at discretion of Village Board. Staff Recommendation Village staff recommends that the lowest cost responsive bidder, Arrow Road Construction Company of Mount Prospect, Illinois, be awarded the contract for the 2022 Street Resurfacing Program in the amount not to exceed $5,575,499.20. CONTRACTOR CERTIFICATIONS The certifications hereinafter made by the bidder are each a material representation of fact upon which reliance is placed should the Department enter into the contract with the bidder. 1, Debt Delinquency. The bidder or contractor or subcontractor, respectively, certifies that it is not delinquent in the payment of any tax administered by the Department of Revenue unless the individual or other entity is contesting, in accordance with the procedure established by the appropriate Revenue Act, its liability for the tax or the amount of the tax.
