VILLAGE OF MOUNT PROSPECT
COFFEE WITH COUNCIL
SATURDAY, December 8, 2007
9:00 A.M.
Village Hall Community Center
The meeting convened at 9:01a.m. Those present were Mayor Irvana Wilks, Trustees Paul
Hoefert and John Korn. Representing the Village were Village Manager Mike Janonis and
Human Services Director Nancy Morgan.

Larry & Joan Schrambeck, Azalea Place were sited by the Village for parking their motor
home on a gravel pad. They plan to proceed with the variance to install a concrete pad, but
wanted to clarify a few issues. Trustee Hoefert explained that staff interprets Village ordinances
for residents, but only the ZBA and the Board vote on the variance. Variances recognize unique
situations. Mr. Janonis will talk to Mr. Cooney about any restrictions and Mr. Roels about the
gravel grandfathering follow-up.
Mal Holec, Quince Lane wanted the status of Fire Station 14. Mr. Janonis said that they have
been working with the Park and School Districts to determine the site and construction will
hopefully begin next year. Mr. Holec would also like to see the Village promote the use of
Luminary's vs. the Home Decoration Contest because it is more "green". After a discussion, it
was decided that the programs would remain the same.
Ken Koeppen, Linneman Road felt that the leaf program went very well this year. He noticed
that some residents had put leaves out after the program ended and felt that the PW crews could
tag these homeowners as they travel through the Village. Mr. Janonis said that the crews are
assigned specific jobs and it would be inappropriate for them to get off task.
Louis Bowers, Boxwood was concerned about the high cost of Illinois American Water and the
impending rate increase. He would like the Village to purchase the system. Mr. Janonis
summarized a recent review made by the Village to purchase the system, and after considering
the needed upgrades the water would be even more expensive. Mr. Bowers was also concerned
about the high curbs at the parking deck exit. Mr. Janonis explained that after the townhome
construction is completed, the road will be wider and the curbs will be reworked.
Yvonne & Derek Steinweg, North Pima live on a cul-de-sac where cars tend to park in front of
the fire hydrant and her driveway. A mailbox was installed close to the hydrant. She would like
signs or curb paint indicating no parking. Mr. Janonis asked for the address so staff can follow-
up. Derek Steinweg attended the meeting as a member the Youth Commission and will report
back to them. Mayor Wilks discussed the work of the Youth Commission.
Carol Tortorello, South Elmhurst Avenue requested an update on the Retail Market Analysis.
Mr. Janonis said that the consultant will review the positive and negative conditions of the retail
market in Mount Prospect. Emphasis will be placed on Downtown, Randhurst and major
corridors.
Laura Traviolia, South WaPella Avenue left the meeting before speaking.
Kimberly and Andy Skic, North Owen Street discussed downtown shops.
Rodger Kruse, South Louis Street had a number of questions. 1) He wondered if the PW
facility had a fire sprinkler system and a generator. PW has a fire sprinkler system but does not
have a generator which would allow the building to operate fully for 24-7. The generator subject
is being reviewed. 2) He wanted to know why the Library budget is in the Village's budget but
not reviewed. Mr. Janonis stated that by Illinois statute, the Library's budget has to be included
in the Village's budget; however, they pass their own budget. The Library's budget does not
impact the Villages' budget. 3) He stated that there were 12 to 15 cars parked overnight at
Shabonee Trail. Mayor Wilks stated that the Village has been working on this situation and
assured him that a resolution is close at hand. 4) He is concerned about no crosswalk marks on
Elmhurst Rd. for people walking from the new Blue's Bar to the parking deck. Mr. Janonis said
that by state law the Village can not paint crosswalk strips unless there is a stop. 5) He
appreciated our Police Department's efforts in citing people driving without driver licenses, but
wondered why they had no court date. Mr. Janonis assured him that there are court dates, but
that the newspapers edit their articles.
David Schein, NaWaTa Avenue felt the Village made a very good decision to cancel the
Winter Parade due to the weather. He would like to see the holiday white lights strung on the
trees vs. wrapped around the tree branches.
As there was no more business to address, the meeting was adjourned a 10:50 a.m.
