Category CONSENT AGENDA
Type Consent
In the current budget there are funds available to replace a 2005 Morbark tow -
behind wood chipper unit number 4515. This piece of equipment is used for
chipping brush, tree branches, and logs by the public works forestry division. This
chipper has met its expected life expectancy and is recommended to be replaced
with a new, comparable, chipper purchased through a Sourcewell joint purchasing
contract.
This piece of equipment has been evaluated utilizing a detailed comprehensive
replacement policy. This policy uses point based criteria that rates each piece of
equipment on three major factors including age, repair & maintenance cost
(R&M), condition, and consideration of hours used. A point total equaling or
exceeding eleven (11) out of sixteen (16) indicates that the vehicle should be
replaced.
This piece of equipment (4515- 2005 Morbark chipper) scored 13 (13) points
indicating that it should be replaced. The equipment condition evaluation form and
summary report for this piece of equipment are attached.
1
If the service life is extended, this piece of equipment will require the expenditure
of $13,100 for service and repairs. These costs are delineated on the attached
vehicle evaluation form.
The current book value of this Chipper is $8,000.
The existing chipper will be sold via Internet auction through govdeals.com after
receiving shipment of the replacement chipper. Delivery of the new chipper is
expected within 8-10 weeks of the purchase order. The chipper will be delivered to
the public works facility.
This Morbark chipper is available at a discounted price to the Village of Mount
Prospect through Sourcewell competitively bid joint purchasing contract. The
Sourcewell contract satisfies the Village's purchasing policy public bidding
requirements. The authorized local dealer for the Sourcewell contract is
Alexander Equipment Company of Lisle, Illinois.

Total Point Evaluation: A point total equaling or exceeding eleven (11) indicates that the vehicle should be
recommended for replacement. The point total is used to rank its replacement priority. The larger the number the
higher the replacement priority will be.
