Information
This memorandum transmits two (2) resolutions that support the expenditure of
funds for the 2022 Street Resurfacing Program:
• The first is a Resolution for Improvement unicipality Under the
Illinois Highway Code in the amount of $1,871,875.10. This resolution is
required by the Illinois Department of Transportation before the Village can
expend Motor Fuel Tax funds.
• The second is a Resolution for Improvement by Municipality Under the
Illinois Highway Code, but in the amount of $1,436,352.15. This proposed
expenditure is also for the 2022 Street Resurfacing Program. This resolution
is required by the Illinois Department of Transportation before the Village can
expend Rebuild Illinois funds.
The Illinois Department of Transportation requires separate resolutions for the use
of Motor Fuel Tax and Rebuild Illinois funds.

Alternatives
1. Pass two (2) distinct resolutions supporting the expenditure of funds from the
Motor Fuel Tax fund and Rebuild Illinois grant funds for the 2022 Street
Resurfacing Program.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board pass two (2) resolutions. One resolution
expresses Village Board support for the expenditure of Motor Fuel Tax funds for
the 2022 Street Resurfacing Program. The other resolution expresses Village
Board support for the expenditure of Rebuild Illinois grant funds for the 2022
Street Resurfacing Program.

including supplemental or revised estimates approved in connection with this resolution, are eligible for maintenance with Motor Fuel Tax
funds during the period as specified above.
BE IT FURTHER RESOLVED, that Village of Mount Prospect

shall submit within three months after the end of the maintenance period as stated above, to the Department of Transportation, on forms
available from the Department, a certified statement showing expenditures and the balances remaining in the funds authorized for
expenditure by the Department under this appropriation, and

of the Department of Transportation.

This form shall be used when a Local Public Agency (LPA) wants to perform maintenance operations using Motor Fuel Tax (MFT) funds.
Refer to Chapter 14 of the Bureau of Local Roads and Streets Manual (BLRS Manual) for more detailed information. This form is to be
used by a Municipality or a County. Road Districts will use BLR 14221. For signature requirements refer to Chapter 2, Section 3.05(b) of
the BLRS Manual.
When filling out this form electronically, once a field is initially completed, fields requiring the same information will be auto -populated.
Resolution Number Insert the resolution number as assigned by the LPA, if applicable.
Resolution Type From the drop down box, choose the type of resolution:
-Original would be used when passing a resolution for the first time for this project.
-Supplemental would be used when passing a resolution increasing appropriation above
previously passed resolutions.
-Amended would be used when a previously passed resolution is being amended.
Section Number Insert the section number of the improvement covered by the resolution.
