WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: DECEMBER 12, 2007 SUBJECT: EMERALD BANQUETS 1070 S. ELMHURST ROAD GOLF PLAZA II NEW CLASS liE", BANQUET FACILITY LIQUOR LICENSE On November 20,2007, the Village Manager Michael E. Janonis met with applicants Messieurs' Hanny Baba and Ninos Lazar to discuss their request for a Class liE" Liquor license. The Class liE" designation provides for the service of alcohol in conjunction with a catering/banquet facility. Mr. Baba and his associates are currently under construction for a 15,000 square foot banquet facility within the Golf Plaza II strip center. The space is existing and has been unoccupied for a number of years. The facility will handle events for up to 500 seats. Mr. Baba will be the day to day manager of the facility. Mr. Raymond Oshana will serve as a part-time manager and a third investor, Mr. Lazar will playa minimal roll in the operation of the facility. Mr. Baba previously owned and operated Arbela restaurant in Chicago from 1985 to 2002. The restaurant held a liquor license. Appropriate chefs and wait staff will be hired to assist in day to day operations. The Village Manager discussed at length with the applicants the Village's particular sensitivity to the sale of alcohol to minors and over service to clearly intoxicated individuals. The Village Manager also indicated that the applicants were responsible for the actions of all employees and managers. Mr. Janonis also covered the Village's Fight Ordinance requirements. Both Messieurs' Baba and Lazar indicated they had read the Village's rules and regulations in this regard and understood all of the Village requirements. Mr. Janonis also indicated he was recommending that Mr. Baba complete a certified liquor servers' course as a condition of issuing the license. A completed application is on file along with payment of fees. Most other documentation is also in hand. The principles have submitted to fingerprinting and background checks. Proof of liquor training will also be required. If the Village Board views this application favorably, an Ordinance creating a new Class liE" liquor license would be in order. MEJ/dj A ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by increasing the number of Class "E" Liquor Licenses by One (1) (Emerald Banquets at 1070 S. ALGONQUIN ROAD NEW CLASS "w" LIQUOR LICENSE On Wednesday, December 7, the Village Manager met with Mr. Jesus Rosales and his wife Letcia to discus his request for a Class "W' liquor license. The Class "w" designation provides for the service of beer and wine at tables only. Mr. Rosales has owned and operated Tortas Locas at this location for the last four years without possessing a liquor license. He is requesting a license at this time to better service his customers. Previously, Mr. Rosales owed and operated Casa Azteca in Villa Park from 1996 to 2000. That establishment possessed a liquor license.
