The Village adopts standardized construction codes from the International Code
Council (ICC) with local amendments based on the International Fire Code (IFC)
and National Fire Protection Association (NFPA) standards as it applies to fire
protection and safety.
The ICC and NFPA typically update the published codes on a cycle of every three
years. Most municipalities, including Mount Prospect, update their codes every two
cycles or six years and the Fire Department is recommending updating to the IFC
2021 edition. In addition, the Fire Department has reviewed the local amendment
and recommends the changes outlined in the attachments.
2021 International Fire Code(F) Updates
• Updated requirements for site fire safety plan during building construction.
Now requires fire watches and fire protection systems onsite
• Updated requirements for hazardous materials storage
• Updated requirements for lithium -ion battery storage

• Updated requirements for combustible dust storage and production areas
• Requirements for low frequency notification alarms for the bedroom areas of
apartment buildings, condominiums and hotels
• Updated requirements for emergency responder communication. Additional
measures are required in stairwells and areas of significant importance
• New fire protection requirements for distilled spirits and breweries
• New egress requirements for puzzle rooms and escape rooms
Article 24.102 Adoption of Fire Prevention Code
Modifications to section A adopt the 2021 IFC (International Fire Code) and its
corresponding referenced code. Code and standards no longer used by NFPA
(National Fire Protection Association) were eliminated.
Modifications to section C clarifies outdoor fire rings and fire pits required distance
from structure. It also sets a minimum distance for gas fire rings and fire pits
where requirements may not be clear.
The current section does not allow the use for split fire lanes or paved blocks.
Staff recommends modifying this code to be permitted when approved by the Fire
Chief. This would allow for additional options when designing fire lanes.
Article 24.104 FireworksDischarge; Explosives
The section is updated and being moved from Chapter 23 of the Village of Mount
Prospect ordinance for fireworks. Updates have been made to address and meet
current State of Illinois requirements for pyrotechnic displays.
Article 24.106 ExitSigns
The current section was implemented before amendments to the International Fire
Code (IFC) addressed exit signs. Staff recommends modifying this code to be less
restrictive and correspond with IFC requirements.
Article 24.108 BulkPetroleum Plants or Terminals
The current section would be revised to require fluorine free firefighting foam to
be kept onsite. This would require the replacement of existing fluorine foam to be
completed by January 1, 2024.

correspond with NFPA and reflect IFC requirements.
Article 24.201 Automatic Detection and/or Extinguishment of Fire
Subsection B modification allows for the online submittal of fire inspection reports
to a third party to be approved by the Fire Department. This allows the Fire
Department to review inspection reports in a more timely and efficient manner.
Article 24.202 Automatic Fire Sprinklers and Suppression Systems
Modifications to this section are in response to the Fire Department's review of the
fire sprinkler requirements. These modifications indicate areas in need of updating
to meet industry standards and to eliminate out of date requirements.
Subsection D modification allows for one fire sprinkler to be installed in the garage
area. This satisfies fire protection requirements and is less restrictive than the two
fire sprinklers previously required. This provides cost savings for homes installing
residential fire sprinkler systems.
Subsection E modification allows for buildings that have less than four tenant
spaces and are smaller than 10,000 square feet to be designed with a single
control valve. The modification to this code allows buildings that have multiple
spaces the ability to eliminate multiple control valves. This reduces costs
associated with fire sprinkler systems for small businesses.
Subsection F modification allows for the Fire Official (Fire Prevention Bureau) to
make decisions in the field for control valve accessibility. The five foot (5')
requirement was in place to ensure adequate valve heights, but this modification
will allow the Fire Official (Fire Prevention Bureau) to adjust where deemed cost
effective and accessible.
Subsection K modification eliminates requirements that are no longer necessary
due to changes in the fire department connection (FDC) configuration.
Modification to the five inch (5") FDC will provide significant water flow.
Subsection L modification allows for the Fire Official (Fire Prevention Bureau) to
make decisions in the field regarding bell location for single family homes. This will
allow the Fire Official (Fire Prevention Bureau) to modify where deemed cost
effective and still allow the bell to be adequately heard throughout the home.
Article 24.204 Fire Alarm Systems
Subsection A modifications to this section would allow existing buildings and new
buildings to be monitored by a central station via wireless transmission or Mount
Prospect remote receiving station. The exception to this code would be buildings
of use group R (Apartment Buildings), I (Daycares), A (Restaurants), H (High

Hazards), and E (Schools) which would need to be monitored by a Mount Prospect
remote receiving station unless the building is fire sprinkler protected. Section B
establishes reporting responsibilities to the fire department for fire alarms out of
MALM1104
Subsection B-2 modification to this section would allow for an exception. Small
businesses that are under 1,500 square feet changing from a use group B to a use
group M would not be required to install a fire alarm system when a change of use
group occurs. This would reduce costs for start-ups and small business.
Alternatives
1. Staff recommends Board approval of the Village Fire Code to the 2021 edition
of the International Fire Code and (IFC) and National Fire Protection
Association (NFPA) standards with local amendments.
2. Action at the discretion of the Village Board.
Staff Recommendation
The Fire Department believes that these code changes and updates meet current
standards and provide a sound basis for fire safety/fire protection in Mount
Prospect. Staff recommends Board approval of Approval of the Village Fire Code to
the 2021 edition of the International Fire Code and (IFC) and National Fire
Protection Association (NFPA) standards with local amendments.

2021 Fire Code Proposed Amendments
Outlined below are the 2022 code changes recommended by the Fire Department. The
Fire Prevention Chapter 24 updates includes moving to the International Fire Code
(IFC) 2021 edition and modifying the fire prevention code to meet industry standards.
The amendments reference the chapter, article, and code section. Each proposed code
amendment includes an introduction, which highlights what the amendment is, and why
the amendment is proposed. The existing code section is included in redline/strikeout
form for reference.
Chapter 24 Fire Prevention Code Article 24.102
Introduction to code amendment:
Modifications to section A adopt the 2021 IFC (International Code Council) and its
corresponding referenced code. Code and standards no longer used by NFPA
(National Fire Protection Association) were eliminated.
Modifications to section C clarifies outdoor fire rings and fire pits required distance from
structure. It also sets a minimum distance for gas fire rings and fire pits where
requirements may not be clear.
Code amendment 24.102 Section A:
A. Adoption: The International Fire Code 2021 in its entirety, and as amended in
this chapter, is hereby adopted as the Fire Prevention Code of the Village of
Mount Prospect for the control of fire in buildings and structures. In addition the
following codes and standards of the National Fire Prevention Code (NFPA
codes and standards), which are not referenced in the International Fire Code,
are herebyadopted:
NFPA 13, Standard for the Installation of Automatic Sprinklers, 2019 edition.
NFPA 13D, Standard for the Installation of Automatic Sprinkler Systems in
One- and Two -Family Dwellings and Manufactured Homes, 2019 edition.
NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection,
2019 edition.
NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water -Based
Fire Protection Systems, 2020 edition.
NFPA 30, Flammable and Combustible Liquids Code, 2021 edition.
NFPA 37, Standard for the Installation and Use of Stationary Combustion

Engines and Gas Turbines, 2010 edition.

All other NFPA standards adopted by reference in chapter 80 of the
International Fire Code are also hereby adopted.
Code amendment 24.102 Section C
C. Deletion Of Exception In International Fire Code: The exception set forth in section
307.4.3 of the International Fire Code shall be deleted.
Deletion 307.4.3 International Fire Code: 307.4.3 of and the expectation of the
International Fire Code shall be deleted. It shall be replaced with the following.
307.4.3 Outdoor fire rings and fire pits (portable and non-portable) having a

spark/flame arrestor shall be used in accordance with the manufacturer's operating
instructions and shall not be operated within 15 feet of a structure. Outdoor fire
rings and fire pits (portable and non-portable) not meeting the above requirements
must be a minimum of 25 feet from a structure and must meet section IFC section
307.4 exception 2.
Exception: Gas supplied fire rings and fire pits (portable and non-portable) shall be
used in accordance with the manufacturer's operating instructions and shall not be
operated within 10 feet of a structure and must have a remote shutoff control valve.
Article 24.103 Fire Lanes
Introduction to code amendment:
The current section does not allow the use for split fire lanes or paved blocks. Staff
recommends modifying this code to be permitted when approved by the Fire Chief.
This would allow for additional options when designing fire lanes.
Code amendment 24.103 Section C:
Unless approved by the Fire Chief, all fire lanes shall be a minimum of twenty feet
(20') in width and shall be constructed to meet the requirements of section 16.403 of
,„
this Code. Split fire lanes and fire lanes constructed of paved blocks designed for
landscaping and vegetation growth shall net be permitted only be allowed when
approved by the Fire Chief. Those areas deemed as fire lanes shall be capable of
structurally supporting fire apparatus. A minimum of thirteen feet (13') of vertical
clearance must be continuously maintained for all fire lanes.

Article 24.106 Exit Signs
Introduction to code amendment:
The current section was implemented before amendments to the International Fire
Code (IFC) addressed exit signs. Staff recommends modifying this code to be less
restrictive and correspond with IFC requirements. These requirements are now
addressed in the IFC.
Code amendments 24.106:
A. Exit Signs: All existing and new buildings, rooms or spaces required to have
more than one exit or exit access and all required means of egress shall be
indicated with approved signs reading "Exit" visible from the exit access
indicating the direction and way of egress. All "exit" signs shall be located at exit
doors or exit access areas, so as to be easily visible. Sign placement shall be
such that any point in the exit access shall not be more than one hundred feet
(100') (30 480 mm) from the nearest visible sign.
Exception: "Exit" signs are not required in sleeping room areas in buildings of
use group 1-3.

Article 24.108 BULK PETROLEUM PLANTS OR TERMINALS:
Introduction to code amendment:
The current section would be revised to require fluorine free firefighting foam to be kept
onsite. This would require the replacement of existing fluorine foam to be completed by
January 1, 2024.
Code amendments 24.108 B2:
B. 2. The system shall be designed in accordance with NFPA 11 and approved by
the fire department. A sufficient supply of fluorine free firefihtinc� foam shall be
kept on hand to provide optimal firefighting flows for appropriate length of time
needed to combat a fire at the facility. There shall be a single point for fire
department connection in a location and manner approved by the Fire Official (Fire
Prevention Bureau) by ,January I.,_2024.
Article 24.110 Vents
Introduction to code amendment:
The current section was implemented before amendments to the International Fire
Code (IFC) addressed explosion vents. Staff recommends modifying this code to
correspond with NFPA and reflect IFC requirements. These requirements are now
addressed in the IFC

A. Smoke And Heat Vents:
a. Sections 910.2.1, 910.2.2 and 910.2 of the International Fire Code shall be
deleted and replaced with thefollowing:
Where smoke and heat vents are required to be installed in buildings, smoke and
heat vents shall be designed to operate automatically by fusible link with manual
capabilities. Where the building is protected by an automatic sprinkler system, the
fusible link must have a temperature rating at least 100 degrees higher than the
temperature of the installed automatic fire sprinklers.
Smoke and heat vents shall be connected to an operation control panel to allow for
remote manual activation by Fire Department personnel. This panel shall be
installed in an accessible location approved by the Mount Prospect Fire
Department.
Operating instructions, a complete smoke and heat vent diagram for the building,
and other applicable information shall be framed and mounted within three feet
(3') of the smoke and heat vent operational control panel.
All new and existing smoke and heat vent devices shall be labeled on the interior
and exterior to correspond to the manual annunciation zone displayed at the alarm
panel. The labels shall be clearly visible with two inch (2") contrasting numbers.
b. Exception numbers 2 and 3 of section 910.2 of the International Fire Code

Article 24.201 Automatic Detection and/or Extinguishment of Fire.
Introduction to code amendment:
Subsection B modification allows for the online submittal of fire inspection reports to a
third party to be approved by the Fire Department. This allows the Fire Department to
review inspection reports in a more timely and efficient manner.
Code amendments 24.201 (Sub Sections, B),
B. All automatic sprinkler equipment shall be inspected at least once a year as
specified herein below, and at all times maintained in proper operative condition by the
owner or occupant of such building. The occupant(s) of such buildings containing such
equipment shall promptly notify the Fire Prevention Bureau of the Fire Department in
case such sprinkler system or any other fire protection equipment is withdrawn from
such building, or the use of such equipment therein is interrupted, curtailed or altered.
Whether the building is occupied or not, it shall be the responsibility of the owners of all
buildings having interior fire alarm (including single station smoke detectors) and
suppression systems both existing and those which are to be constructed, to provide for
the continuous maintenance of such systems through no less than an annual inspection
and testing of the systems. Written certification of each annual inspection and testing of
the fire alarm and suppression systems shall be provided to the Fire Prevention Bureau
or its designated online reporting provider upon completion of such test as well as
posted within thirty six inches (36") of the fire alarm panel or main sprinkler control
valve. The testing of all fire protection systems shall be performed in accordance with
NFPA 25 and NFPA 72.

Code amendments 24.202 (Sub Sections, D, E, F, K, LL
D. Omission of Sprinklers from Rooms orSpaces:
1. Sections 903.3.1.1.1, and 903.3.1.1.2 of the International Fire Code, as well
as any other referenced code or standard omitting sprinklers, shall be
deleted.
2. When sprinkler protection is required, sprinklers shall be provided throughout
all areas of the building, in every room or space regardless of use or occupancy
contents. Combustible concealed spaces shall be protected as required per
N F PA 13.
Exception: Upon written approval from the Fire Official (Fire Prevention Bureau),
sprinklers may be omitted in areas where the products stored or operation within the
room is considered to be a water reactive agent as determined by the products material
safety data sheet. In areas where sprinklers are permitted to be omitted, an alternative
suppression system approved by the Fire Official (Fire Prevention Bureau) shall be
installed in accordance with the applicable NFPA standard and International Fire Code.
3. When sprinkler protection is required in single-family homes,

E. Sprinkler Systems Protecting Multiple Tenants: Where sprinkler systems protect
more than four (4) tenants and the building is less than 10,000 square feet, a
separate water flow switch and control valve shall be provided for each tenant
space.
Exception: Existing buildings protected by automatic sprinkler systems.
F. Sprinkler Control Valves: All new sprinkler control valves shall be located in an area
approved accessible by the Fire Official w h4 ive4
and shall be UL listed for fire protection systems. All new and existing control valves
shall bear a permanently affixed label indicating the area and function the control
valve serves. All new and existing control valves shall be electronically supervised
and maintained in accordance with this Code. Control valves shall be installed in all
locations specified in the International Fire and Building Codes, NFPA 13 and in the
following locations:
K. Fire Department Connections:
L. Suppression System Alarms: All buildings or areas required to have an automatic
suppression system shall contain audible and visual devices installed in accordance
with NFPA 72. The devices shall operate upon activation of the suppression system
and shall emit sound and illumination levels for fire alarm devices as specified in
NFPA 72. All new and existing fire sprinkler suppression systems shall be monitored
in accordance with section 24.204 of this article.
Exception: Residential occupancies protected in accordance with NFPA 13D shall not
be required to be connected to a fire alarm system but shall contain an inside and outside
audible bell. The inside bell
shall be located so that it can be easily heard throughout
the structure.

Article 24.204 Fire Alarm Systems.
Introduction to code amendment:
Subsection 4-a modifications to this section would allow existing buildings and new
buildings to be monitored by a central station via wireless transmission. The exception
to this code would be buildings of use group R (Apartment Buildings), I (Daycares), A
(Restaurants), H (High Hazards), and E (Schools) which would need to be monitored by
a Mount Prospect remote receiving station unless fire sprinkler protected. Section 4-b

b. All fire alarm monitoring service indicated in section 24.204.4 Subsection A shall
provide notification to the Dunt Prospect Fire Department of any fire alarm
si Hale out of service for greater than 4 hours. Any fire alarm monitoring
disconnection notices must be rovided to Dunt Pros ect Fire De artment
thirt0 days prior to the disconnection taking lace.
c. Combination Alarms and Automatic Dialers: Combination burglar/fire
alarm systems and standalone automatic dialers (including digital), shall
be prohibited in all new or existing use group classifications except
single-family attached and detached homes, townhomes and
manufactured homes.
d. Smoke Alarms: Single or multiple station smoke alarms shall be exempt
from those regulations.

Article 24.4 FIREWORKS DISCHARGE; EXPLOSIVES
Introduction to code amendment:

Code amendment 24.4:
24.401: DEFINITIONS:
FIREWORKS: Shall mean and include any combustible or explosive composition, or
any substance or combination of substances, or article prepared for the purpose of
producing a visible or an audible effect by combustion, explosion, deflagration or
detonation, and shall include toy guns in which explosives are used, the type of
unmanned balloons which require fire underneath to propel, firecrackers, torpedoes,
skyrockets, Roman candies, sparklers or other fireworks of like construction and any
fireworks containing any explosive substance, except that the term "fireworks" shall not
include model rockets and model rocket engines, designed, sold and used for the
purpose of propelling recoverable aero models and shall not include toy pistols, toy
canes, toy guns or other devices in which paper caps manufactured in accordance with
the United States department of transportation regulations for packing and shipping of
toy paper caps are used; and toy paper caps manufactured as provided aforesaid, the
sale and use of which toys and caps shall be permitted at all times.
PERMITTEE: Shall mean and include any person, firm or corporation and/or agent or
employee of such person, firm or corporation who has been issued a permit for
supervised displays of fireworks in the Village of Mount Prospect under the terms of this

24.402: DISCHARGE OF FIREWORKS; PERMITS:
Aa Except as hereinafter provided, no person, firm, copartnership or corporation shall
offer for sale, expose for sale, sell at retail, keep with intent to sell at retail, use or
explode any fireworks, provided that the fire chief may issue permits for supervised
displays of fireworks in the village by fair associations, shopping centers and other
organizations or groups of individuals.
1. each permits may be granted upon application to and approval by the Fire
Chief based upon the regulations of this article. In addition, the applicants shall
file a bond and insurance in accordance with state statute.
2. Every such display shall be handled by a state licensed Pyrotechnic Operator,
and shall be of such composition, character and so located, discharged or fired
as in the opinion of the Fire Chief shall not constitute a hazard to property or
endanger any person or persons.
Bo Pursuant to such permit having been granted, possession, use and distribution of
fireworks for such display shall be lawful for that purpose only; and no permit
granted hereunder shall be transferable.
Ca The Fire Chief shall seize, take, remove or cause to be removed at the expense of
the owner all stocks of fireworks or combustibles offered or exposed for sale,
stored or held in violation of this article. (Ord. 2433, ®19®1973; amd. Ord. 3677,

24.403: APPLICATION, FORM:
Aa Application for permit to operate a display of fireworks with the terms of this article
shall be made in writing 30 days prior to display. The permit application must be
provided to Fire Chief or representative in accordance with NFPA 1123.
B. Such application shall contain at a minimum the following.
1. The name of the organization sponsoring the display, together with the names of
persons actually in charge of the firing of the display.
2. Evidence of insurance.
3. The date and time of day at which the display is to be held.

4. The exact location planned for the display.
5. A description setting forth the age, experience and physical characteristics of the
persons who are to do the actual discharging of the fireworks and
corresponding Pyrotechnic Operator licenses.
6. The number and kinds of fireworks to be discharged.
7. The manner and place of storage of such fireworks prior to the display.
8. A diagram of the grounds on which the display is to be held showing the point at
which the fireworks are to be discharged, the location of all buildings, highways
and ether lines of communication, the lines behind which the audience will be
restrained, and the location of all nearby trees, telegraph or telephone lines or
other overhead obstructions. (Ord. 2436, 6®19®1973)
24.404: CONDUCT OF DISPLAY:
Aa No permit shall be granted for any display of fireworks where the discharge, failure
to fire, faulty firing or fallout of any fireworks or other objects would endanger
persons, buildings, structures, forests or brush, nor in any case where the point at
which the fireworks are to be fired is less than two hundred feet (200') from the
nearest permanent building, public highway, railroad or other means of travel or fifty
feet (50') from the nearest aboveground telephone or telegraph line, tree or other
overhead obstruction.
1. All physical arrangements for firing and storage must be approved by the Fire
Chief.
2. In no case shall a display be fired within five hundred feet (500@) of a school,
church, hospital or similar institution.
3. The Fire Chief may approve the use of indoor fireworks or the use of close
proximity devices to reduce distance in accordance with State of Illinois Fire
Marshal standards.
B. Spectators at a display of fireworks shall be restrained behind lines or barriers as
designated by the fire department, but in no case less than two hundred feet (200')

from the point at which the fireworks are to be discharged. Only authorized persons
and those in actual charge of the display shall be allowed imide these lines or
barriers during the unloading, preparation or firing of fireworks.
1. The Fire Chief may approve the use of indoor fireworks or the use of close
proximity devices to reduce spectators distance in accordance with State of
Illinois Fire Marshal standards.
Ca All fireworks that fire a projectile shall be so set up that the projectile will go into the
air as nearly as possible in a vertical direction. Furthermore, no firing tube or tubes
shall be utilized in rapid succession or in any other manner so as to cause
overheating or instability of such tube or tubes. Electronic firing of fireworks will only
be allowed.
D. No fireworks display shall be held during any windstorm in which the wind reaches a
velocity of more than twenty (20) miles per hour.
Ea All fireworks articles and items at places of display shall be stored in a manner and
in a place secure from fire, accidental discharge and theft and in a manner approved
by the Fire Chief.
Fa Fire protection and extinguishing equipment shall be provided as required by the
Fire Chief®
Oa The person to whom a permit has been issued shall arrange for the detailing of a
fire guard consisting of one member of the fire department or such larger number of
members as may be deemed necessary by the Fire Chief.
1. The Fire Chief may require such fire guard to be at the site as soon as the
fireworks are delivered to the site and such fire guard may be required to remain
at such site by the said Fire Chief until after the conclusion of the display and
removal of all remaining fireworks and/or debris from the said site.
2. The expense for such fire guard shall be paid by the permittee.
Ha There shall be at all times no fewer than two (2) operators of the display constantly
on duty during the discharge.
Ia Any fireworks that remain unfired after the display is concluded shall be immediately
disposed of or removed in a manner which is safe for the particular type of fireworks.

1 a The debris from the discharged fireworks shall be properly disposed of by the
operator before he leaves the premises.
2. The operator, upon the conclusion of the display, shall make a complete and
thorough search for any unfired fireworks or pieces which have failed to fire or
function and shall dispose of thea in a safe manner.
3. Such search shall be instituted at the earliest possible time following the
conclusion of the display, but in no event later than the first two (2) hours of
daylight which follow.
J. Upon failure of a permittee to comply with any regulation contained in this section,
the fire chief and/or the fire guard at the scene are hereby authorized to seize, tak
remove or cause to be removed all or any stock of fireworks or combustibles and/
to terminate any display upon observing such violation. (Ord. 2438, 6-19-1973) 1

AN ORDINANCE AMENDING CHAPTER 24 OF THE VILLAGE CODE OF THE
VILLAGE OF MOUNT PROSPECT, ILLINOIS, ADOPTING THE 2021
INTERNATIONAL FIRE CODE, WITH MODIFICATIONS, AND OTHER FIRE -
PREVENTION -RELATED PROVISIONS
BE IT ORDAINED by the President and Board of Trustees of the Village of Mount
Prospect, Cook County, Illinois, pursuant to its home rule powers, as follows:
SECTION 1: Section 24.102, "Adoption of Fire Prevention Code" of Article I,
Purpose; Adoption, of Chapter 24 of the Mount Prospect Village Code is deleted in its
entirety and a new Section 24.102 inserted, to be and read as follows:
24.102: ADOPTION OF FIRE PREVENTION CODE:
A. Adoption: The International Fire Code, 2021, in its entirety and as amended in
this chapter, is hereby adopted as the Fire Prevention Code of the Village of
Mount Prospect for the control of fire in buildings and structures. In addition, the
following codes and standards of the National Fire Prevention Code (NFPA
codes and standards), which are not referenced in the International Fire Code,
are hereby adopted:
NFPA 13, Standard for the Installation of Automatic Sprinklers, 2019 edition.
NFPA 13D, Standard for the Installation of Automatic Sprinkler Systems in One -
and Two -Family Dwellings and Manufactured Homes, 2019 edition.
NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection,
2019 edition.
NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water -Based
Fire Protection Systems, 2020 edition.
NFPA 30, Flammable and Combustible Liquids Code, 2021 edition.
NFPA 37, Standard for the Installation and Use of Stationary Combustion
Engines and Gas Turbines, 2010 edition.
NFPA 45, Standard on Fire Protection for Laboratories Using Chemicals, 2019
edition.
NFPA 51, Standard for the Design and Installation of Oxygen -Fuel Gas Systems
for Welding, Cutting, and Allied Processes, 2018 edition.

All other NFPA standards adopted by reference in chapter 80 of the International
Fire Code are also hereby adopted.
B. Appendices: The appendices of the International Fire Code, and the NFPA codes
and standards adopted by the Village of Mount Prospect are mandatory
requirements, considered as part of each standard, and not advisory information.
C. Deletion of Exception In International Fire Code: The exception and expectations
set forth in section 307.4.3 of the International Fire Code shall be deleted. It shall
be replaced with the following.
307.4.3 Outdoor, fire rings and fire pits (portable and non-portable) having a
spark flame arrestor shall be used in accordance with the manufacturer's
operating instructions and shall not be operated within 15 feet of a structure.
Outdoor fire rings and fire pits (portable and non-portable) not meeting the above
requirements must be a minimum of 25 feet from a structure and meet section
IFC section 307.4 exception 2.
Exception: Gas supplied , fire rings and fire pits (portable and non-portable) shall
be used in accordance with the manufacturer's operating instructions and not be
operated within 10 feet a structure and be provided with a remote shutoff control
valve.
D. Definitions:
1. The "International Fire Code" means the edition in effect pursuant to this
section.
2. Specific NFPA codes and standards refer to the editions described in
subsection A of this section, unless specifically designated otherwise.
3. The "International Building Code" means the edition in effect pursuant to
section 21.103 of this Code.

E. Computer Code Analysis: Performance based computer code analysis is not
permitted.
F. Enforcement Of The Fire Prevention Code: The Fire Prevention Bureau of the
Mount Prospect Fire Department shall enforce the Fire Prevention Code. The
Fire Prevention Bureau is hereby established and shall be operated under the
supervision of the Fire Chief. The Chief of the Fire Department shall be
designated as the Fire Official and shall appoint such members necessary to
enforce the provisions of this Code.
Whenever the title "Code Official" is used in the text of the Fire Prevention Codes
adopted herein, the phrase shall be deleted and replaced with the phrase "Chief
of the Mount Prospect Fire Department". The phrase "Village of Mount Prospect"
shall replace the phrase "name of jurisdiction" whenever so stated.
G. Copies On File: A copy of the codes adopted herein by reference shall be on file
in the Office of the Village Clerk. (Ord. 6072, 5-21-2013; amd. Ord. 6304, 2-21-
2017)
SECTION 2: Subsection C, Section 24.103, "Fire Lanes" of Article I, Purpose;
Adoption, of Chapter 24 of the Mount Prospect Village Code is amended to read in its
entirety as follows:
C. Unless approved by the Fire Chief, all fire lanes shall be a minimum of twenty
feet (20') in width and shall be constructed to meet the requirements of section
16.403 of this Code. Split fire lanes and fire lanes constructed of paved blocks
designed for landscaping and vegetation growth shall net be permitte only be
allowed when approved by the fire chief. Those areas deemed as fire lanes shall
be capable of structurally supporting fire apparatus. A minimum of thirteen feet
(13') of vertical clearance must be continuously maintained for all fire lanes.
SECTION 3: Section 24.106, "Exit Signs" of Article I, Purpose; Adoption, of
Chapter 24 of the Mount Prospect Village Code is deleted in its entirety and a new Section
24.106 inserted, to be and read as follows:
24.106: EXIT SIGNS:
A. Exit Signs: All existing and new buildings, rooms or spaces required to have
more than one exit or exit access and all required means of egress shall be
indicated with approved signs reading "Exit" visible from the exit access
indicating the direction and way of egress. All "exit" signs shall be located at exit
doors or exit access areas, so as to be readily visible. Sign placement shall be
such that any point in the exit access shall not be more than one hundred feet
(100') (30 480 mm) from the nearest visible sign.

Exception: "Exit" signs are not required in sleeping room areas in buildings of use
group 1-3.
SECTION 4: Subsection B(2), Section 24.108, "Bulk Petroleum Plants or
Terminals" of Article I, Purpose; Adoption, of Chapter 24 of the Mount Prospect Village
Code is amended to read in its entirety as follows:
2. The system shall be designed in accordance with NFPA 11 and approved
by the fire department. A sufficient supply of fluorine free firefighting foam
shall be kept on hand to provide optimal firefighting flows for correct
length of time needed to combat a fire at the facility. There shall be a
single point for fire department connection in a location and manner
approved by the fire official by January 1, 2024.
SECTION 5: Section 24.110, "Vents" of Article I, Purpose; Adoption, of Chapter
24 of the Mount Prospect Village Code is deleted in its entirety and a new Section 24.110
inserted, to be and read as follows:
24.110: VENTS:
A. Smoke And Heat Vents:
a. Sections 910.2.1, 910.2.2 and 910.2 of the International Fire Code shall
be deleted and replaced with the following:
Where smoke and heat vents are required to be installed in buildings,
smoke and heat vents shall be designed to operate automatically by
fusible link with manual capabilities. Where the building is protected by an
automatic sprinkler system the fusible link must have a temperature rating
at least 100 degrees higher than the temperature of the installed
automatic fire sprinklers.
Smoke and heat vents shall be connected to an operation control panel to
allow for remote manual activation by fire department personnel. This
panel shall be installed in an accessible location approved by the Mount
Prospect Fire Department.
Operating instructions, a complete smoke and heat vent diagram for the
building and other applicable information shall be framed and mounted
within three feet (3') of the smoke and heat vent operational control panel.

All new and existing smoke and heat vent devices shall be labeled on the
interior and exterior to correspond to the manual annunciation zone
displayed at the alarm panel. The labels shall be clearly visible with two
inch (2") contrasting numbers.
b. Exception numbers 2 and 3 of section 910.2 of the International Fire Code
shall be deleted in its entirety. (Ord. 5747, 6-16-2009; amd. Ord. 6072, 5-
21-2013; Ord. 6304, 2-21-2017)
SECTION 6: Subsection B, Section 24.201, "Automatic Detection and/or
Extinguishment of Fire" of Article II, Sprinkler Equipment, Alarm Systems and Fire
Hydrants, of Chapter 24 of the Mount Prospect Village Code is amended to read in its
entirety as follows:
B. All automatic sprinkler equipment shall be inspected at least once a year as is
specified herein below, and at all times maintained in proper operative condition
by the owner or occupant of such building. The occupant(s) of such buildings
containing such equipment shall promptly notify the Fire Prevention Bureau of
the Fire Department in case such sprinkler system or any other fire protection
equipment is withdrawn from such building, or the use of such equipment therein
is interrupted, curtailed or altered. Whether the building is occupied or not, it shall
be the responsibility of the owners of all buildings having interior fire alarm
(including single station smoke detectors) and suppression systems both existing
and those which are to be constructed, to provide for the continuous
maintenance of such systems through no less than an annual inspection and
testing of the systems. Written certification of each annual inspection and testing
of the fire alarm and suppression systems shall be provided to the Fire
Prevention Bureau or its designated online reporting provider upon completion of
such test as well as posted within thirty six inches (36") of the fire alarm panel or
main sprinkler control valve. The testing of all fire protection systems shall be
performed in accordance with NFPA 25 and NFPA 72.
SECTION 7: Subsections D through F, K, and L, Section 24.202, "Automatic
Detection and/or Extinguishment of Fire" of Article II, Sprinkler Equipment, Alarm Systems
and Fire Hydrants, of Chapter 24 of the Mount Prospect Village Code are amended to
read in its entirety as follows:
D. Omission Of Sprinklers From Rooms Or Spaces:
1. Sections 903.3.1.1.1, and 903.3.1.1.2 of the International Fire Code, as
well as any other referenced code or standard omitting sprinklers, shall be
deleted.

2. When sprinkler protection is required, sprinklers shall be provided
throughout all areas of the building in every room or space regardless of
use or occupancy contents. Combustible concealed spaces shall be
protected as required per NFPA 13.
Exception: Upon written approval from the Fire Official, sprinklers may be
omitted in areas where the products stored or operation within the room is
considered to be a water reactive agent as determined by the products
material safety data sheet. In areas where sprinklers are permitted to be
omitted, an alternative suppression system approved by the Fire Official
shall be installed in accordance with the applicable NFPA standard and
International Fire Code.
3. When sprinkler protection is required in single-family homes, townhomes
or manufactured homes, cnriRklorc may not be omitted from garages a
minimum of one fire sprinkler is required for the garage area.
E. Sprinkler Systems Protecting Multiple Tenants: Where sprinkler systems protect
more than four (4) tenants and the building is less than 10,000
square feet, a separate water flow switch and control valve shall be provided for
each tenant space.
Exception: Existing buildings protected by automatic sprinkler systems.
F. Sprinkler Control Valves: All new sprinkler control valves shall be located in an
area deemed accessible by the fire code official within five foo+ (5') .,beve the
finished floor and shall be UL listed for fire protection systems. All new and
existing control valves shall bear a permanently affixed label indicating the area
and function the control valve serves. All new and existing control valves shall be
electronically supervised and maintained in accordance with this Code. Control
valves shall be installed in all locations specified in the International Fire and
Building Codes, NFPA 13 and in the following locations:
Exception: Existing approved limited area sprinkler systems with locked control
valves and sprinkler control valves in single-family dwellings with signage "Fire
Sprinkler Control Valve Do Not Shut".
Sprinklers protecting electrical rooms shall be provided with a separate
control valve located outside the entrance into the electrical room.

2. A separate control valve shall be required to permit the isolation of each
floor protected by automatic sprinklers.
K. Fire Department Connections:
1. Fire Department connections shall be provided for all sprinkler systems.
The Fire Department connection shall consist of a five inch (5") Stortz
connection with no more than a thirty degree (30°) down angle.
Exceptions:
a. Sprinkler systems with twenty (20) or fewer sprinklers may
be supplied by a single two and one-half inch (21/2") connection.
b. Sprinkler systems installed in accordance with NFPA 13D.
2. All new Fire Department connections shall be located on the front side of
the building within one hundred feet (100') of an accessible Village fire
hydrant in a location approved by the Fire Official.
3. All new and existing Fire Department connections shall be accessible at
all times. Trees, shrubs or other landscaping materials shall not be
installed to prohibit access to the Fire Department connection.
4. All new and existing Fire Department connections shall be provided with a
sign directly above the connection indicating "Fire Department
Connection". Where the building or group of buildings is served by more
than one (1) connection, a sign shall also be provided to indicate the area
in which the Fire Department connection serves.
5. A freestanding Fire Department connection shall be installed in
accordance with this section for all new buildings greater than seventy five
feet (75') in height. The connection shall be located a minimum of twenty
feet (20') from the building or in a location approved by the Fire Official.
6. All new and existing Fire Department connections shall have a white
strobe installed directly above the Fire Department connection. The strobe
shall be approved for exterior use and operate upon activation of the
sprinkler water flow switch and/or the building's fire alarm.

L. Suppression System Alarms: All buildings or areas required to have an automatic
suppression system shall contain audible and visual devices installed in
accordance with NFPA 72. The devices shall operate upon activation of the
suppression system and shall emit sound and illumination levels for fire alarm
devices as specified in NFPA 72. All new and existing fire sprinkler suppression
systems shall be monitored in accordance with section 24.204 of this article.
Exception: Residential occupancies protected in accordance with NFPA 13D
shall not be required to be connected to a fire alarm system but shall contain an
inside and outside audible bell. The inside bell shall be leGated on the furs,,

it can be easily heard throughout the structure.
1. All new fire suppression systems protecting a kitchen hood located in
buildings equipped with a fire alarm system shall have the suppression
system connected to the building's fire alarm system.
SECTION 8: Subsection A(4), Section 24.204, "Fire Alarm Systems" of Article II,
Sprinkler Equipment, Alarm Systems and Fire Hydrants, of Chapter 24 of the Mount
Prospect Village Code is deleted in its entirety and replaced with a new Subsection A(4)
as follows:
a. All new or existing fire alarm systems must transmit trouble and fire signals to an
approved UL listed central station or to the Mount Prospect Fire Department's
remote receiving station. Existing fire alarm systems shall convert to wireless
transmission upon: 1) the property owner's request; or 2) when the existing fire
alarm equipment is modified or replaced; or 3) where a disconnection/disruption of
the telephone lines serving the system has occurred for a time period of greater
than thirty (30) days.
Exception new or existing use group R, I, A , H or E that are not fully sprinkler
protected in accordance with this code shall transmit all fire alarm signals wireless
to Mount Prospect Fire Department remote receiving station.

b. All fire alarm monitoring service indicated in section 24.204.4 Subsection A shall
provide notification to the Mount Prospect Fire Department of any fire alarm signals
out of service for greater than 48 hours. Any fire alarm monitoring disconnection
notices must be provided to Mount Prospect Fire Department thirty (30) days prior
to the disconnection taking place.
c. Combination Alarms And Automatic Dialers: Combination burglar and fire alarm
systems and standalone automatic dialers (including digital), shall be prohibited in
all new or existing use group classifications except single-family attached and
detached homes, townhomes and manufactured homes.
d. Smoke Alarms: Single or multiple station smoke alarms shall be exempt from those
regulations.
SECTION 9: Subsection B(2), Section 24.204, "Fire Alarm Systems" of Article II,
Sprinkler Equipment, Alarm Systems and Fire Hydrants, of Chapter 24 of the Mount
Prospect Village Code is amended to read in its entirety as follows:
2. There is a change in use group classification as outlined in the International
Building Code;
Exception: Existing buildings with a use group classification of B or M with
a total fire area of one thousand five hundred 1,500) square feet or less
SECTION 10: The text of Article IV, Fireworks Discharge; Explosives, of Chapter
24 of the Mount Prospect Village Code is to be deleted in its entirety and replaced in its
entirety as follows:
24.401: DEFINITIONS:
FIREWORKS: Shall mean and include any combustible or explosive composition, or any
substance or combination of substances, or article prepared for the purpose of producing
a visible or an audible effect by combustion, explosion, deflagration or detonation, and
shall include toy guns in which explosives are used, the type of unmanned balloons which
require fire underneath to propel, firecrackers, torpedoes, skyrockets, Roman candles,
sparklers or other fireworks of like construction and any fireworks containing any
explosive substance, except that the term "fireworks" shall not include model rockets and
model rocket engines, designed, sold and used for the purpose of propelling recoverable
aero models and shall not include toy pistols, toy canes, toy guns or other devices in
which paper caps manufactured in accordance with the United States department of
transportation regulations for packing and shipping of toy paper caps are used; and toy
paper caps manufactured as provided aforesaid, the sale and use of which toys and caps
shall be permitted at all times.
PERMITTEE: Shall mean and include any person, firm or corporation and/or agent or
employee of such person, firm or corporation who has been issued a permit for supervised

displays of fireworks in the Village of Mount Prospect under the terms of this article. (Ord.

24.402: DISCHARGE OF FIREWORKS; PERMITS:
A. Except as hereinafter provided, no person, firm, copartnership or corporation
shall offer for sale, expose for sale, sell at retail, keep with intent to sell at retail,
use or explode any fireworks, provided that the fire chief may issue permits for
supervised displays of fireworks in the village by fair associations, shopping
centers and other organizations or groups of individuals.
1. Such permits may be granted upon application to and approval by the
fire chief based upon the regulations of this article. In addition, the
applicants shall file a bond and insurance in accordance with state
statue.
2. Every such display shall be handled by a state licensed Pyrotechnic
Operator , and shall be of such composition, character and so located,
discharged or fired as in the opinion of the fire chief shall not constitute
a hazard to property or endanger any person or persons.
B. Pursuant to such permit having been granted, possession, use and distribution
of fireworks for such display shall be lawful for that purpose only; and no permit
granted hereunder shall be transferable.
C. The fire chief shall seize, take, remove or cause to be removed at the expense
of the owner all stocks of fireworks or combustibles offered or exposed for sale,
stored or held in violation of this article. (Ord. 2438, 6-19-1973; amd. Ord. 3677,

24.403: APPLICATION, FORM:
A. Application for permit to operate a display of fireworks with the terms of this
article shall be made in writing 30 days prior to display. The permit application
must be provided to Fire Chief or representative in accordance with NFPA 1123.
B. Such application shall contain at a minimum the following.
1. The name of the organization sponsoring the display, together with the
names of persons actually in charge of the firing of the display.
2. Evidence of insurance.
3. The date and time of day at which the display is to be held.
4. The exact location planned for the display.

24.404: CONDUCT OF DISPLAY:
A. No permit shall be granted for any display of fireworks where the discharge,
failure to fire, faulty firing or fallout of any fireworks or other objects would
endanger persons, buildings, structures, forests or brush, nor in any case
where the point at which the fireworks are to be fired is less than two hundred
feet (200') from the nearest permanent building, public highway, railroad or
other means of travel or fifty feet (50') from the nearest aboveground
telephone or telegraph line, tree or other overhead obstruction.
All physical arrangements for firing and storage must be approved by
the fire chief.
2. In no case shall a display be fired within five hundred feet (500') of a
school, church, hospital or similar institution.
3. The fire chief may approve the use of indoor fireworks or the use of
close proximity devices to reduce distance in accordance with State of
Illinois Fire Marshal standards.
B. Spectators at a display of fireworks shall be restrained behind lines or barriers
as designated by the fire department, but in no case less than two hundred
feet (200') from the point at which the fireworks are to be discharged. Only
authorized persons and those in actual charge of the display shall be allowed
inside these lines or barriers during the unloading, preparation or firing of
fireworks.
1. The fire chief may approve the use of indoor fireworks or the use of
close proximity devices to reduce spectators distance in accordance
with State of I Illinois Fire Marshal standards.

C. All fireworks that fire a projectile shall be so set up that the projectile will go
into the air as nearly as possible in a vertical direction. Furthermore, no firing
tube or tubes shall be utilized in rapid succession or in any other manner so
as to cause overheating or instability of such tube or tubes. Electronic firing
of fireworks will only be allowed.
D. No fireworks display shall be held during any windstorm in which the wind
reaches a velocity of more than twenty (20) miles per hour.
E. All fireworks articles and items at places of display shall be stored in a
manner and in a place secure from fire, accidental discharge and theft and in
a manner approved by the fire chief.
F. Fire protection and extinguishing equipment shall be provided as required by
the fire chief.
G. The person to whom a permit has been issued shall arrange for the detailing
of a fire guard consisting of one member of the fire department or such larger
number of members as may be deemed necessary by the fire chief.
The fire chief may require such fire guard to be at the site as soon as
the fireworks are delivered to the site and such fire guard may be
required to remain at such site by the said fire chief until after the
conclusion of the display and removal of all remaining fireworks and/or
debris from the said site.
2. The expense for such fire guard shall be paid by the permittee.
H. There shall be at all times no fewer than two (2) operators of the display
constantly on duty during the discharge.
Any fireworks that remain unfired after the display is concluded shall be
immediately disposed of or removed in a manner which is safe for the
particular type of fireworks.
1. The debris from the discharged fireworks shall be properly disposed of
by the operator before he leaves the premises.
2. The operator, upon the conclusion of the display, shall make a
complete and thorough search for any unfired fireworks or pieces
which have failed to fire or function and shall dispose of them in a safe
manner.

3. Such search shall be instituted at the earliest possible time following
the conclusion of the display, but in no event later than the first two (2)
hours of daylight which follow.
J. Upon failure of a permittee to comply with any regulation contained in this
section, the fire chief and/or the fire guard at the scene are hereby authorized
to seize, take, remove or cause to be removed all or any stock of fireworks or
combustibles and/or to terminate any display upon observing such violation.

SECTION 11: This Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form in the manner provided by law.
