Lisa Angell Phone: 847/392-6000 Fax: 847/392-6022 TDD: 847/392-6064 unvw.mount:prospect.org Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, November 10, 2007 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Mayor Wilks and Trustee Lohrstorfer. Representing staff was Assistant Village Manager Dave Strahl and Community Development Director Bill Cooney. Residents in Attendance Ken Koeppen Carol Tortorello Roger Kruse Joseph Rexing David Schein Kevin Griebenow Linneman Road South Elmhurst Avenue South Louis Street South Main Street Na-Wa-Ta Avenue Forest Avenue Mayor Wilks opened the meeting with general remarks and introduced Trustee Lohrstorfer and staff in attendance. Mayor Wilks then moved to the resident portion of the meeting. Ken Koeppen, Linneman Road - Mr. Koeppen stated that there was apparently a water main break at the southeast corner of Bel Aire Lane and Linneman Road. He said that the repair of the roadway has deteriorated over the last several weeks and that the area was caving in. He asked that staff to take a look at that and repair as appropriate. He also inquired the status of a fire sprinkler installation at the Emmanuel Bible Church at 1101 Linneman Road. He stated that it appears work had started, but has stopped for several weeks now and he was inquiring whether there is a problem at the site. Mr. Cooney said he would have staff look into it, but was unaware of any problems at this location. Carol Tortorello, South Elmhurst Avenue - Ms. Tortorello said she did not have any specific issues to discuss, but did inquire about the traffic signals at southbound Route 83 at the intersection of Northwest Highway. She stated that it is very difficult to see the traffic signals when you are in a SUV or taller vehicle. She has seen many people confused and making inappropriate decisions based on the existing configuration. There was general discussion that this is a problem that it exists at other intersections and this was related to the way SUVs are designed. Mr. Strahl stated he would talk to the Police Department to see if there are any alternatives that could improve traffic safety at that location. Roger Kruse, South Louis Street - Mr. Kruse stated that the site at 701 E. Prospect Ave. which was recently demolished was in disrepair. He said there was debris on the sidewalk and the fencing had fallen down. Mr. Cooney stated he would have Staff investigate on Monday and have the property owner clean the site up. Mr. Kruse also stated that were several cars still parking overnight on Shabonee Trail. The last count was as high as 17 cars per evening. Mr. Kruse was advised that the Police Chief is currently working with the property owners at this location to try to resolve the overnight parking issue. Joseph Rexing, South Main Street - Mr. Rexing stated that he recently had a very positive experience with the Mount Prospect Police Department. He stated he had a flat tire on Northwest Highway near Mount Prospect Road in the early evening and that a passing police car stopped to assist him and actually changed his tire for him. He had indicated to the police officer that he had a family member coming, but the police officer continued to help him out and he was very appreciative of that. He also complimented the Fire Department and their ambulance service. He stated that his wife has been ill recently and needed ambulance services over the past year. He stated that the Fire Department was very accommodating by taking them to the hospital of their choice when requested. He stated he had a very favorable view on all village services and wanted to thank the Village Board. Kevin Griebenow, Forest Avenue - Mr. Griebenow stated he recently went through the Conditional Use approval process to allow an addition for his home on Forest Avenue. He stated that he didn't have an issue with the permit process, development, or review of the plans, but he wanted to make the board aware of the inconvenience created by requiring that his lot be consolidated into one lot of record. He stated that it was a very costly and time consuming process that involved driving around the Chicagoland area getting signatures for the plat from various utility companies. He stated that he was unaware at the time he went through the Conditional Use process that he was agreeing to such a tedious task when he agreed to get the lot consolidated. He didn't understand the value of consolidating a lot versus the aggravation required to accomplish that. Mr. Cooney stated that the primary reason to consolidate the lot into one lot of record is to establish lot lines that dictate setbacks and other zoning bulk regulations. If the lot lines were not officially established, it would be impossible to establish setbacks between neighboring properties. He stated that he would check into the process of obtaining utility signatures to see if there is a way to minimize the impact on property owners.
