CENTRAL ROAD SUBJECT: Attached to this memorandum is a resolution that would grant approval of an extension of a Class 6b property tax incentive for the Rauland-Borg Corporation who is proposing to relocate its' international headquarters to 1800 W. Central Road. They would locate in the middle of the 700,000 square foot building, directly behind and adjacent to the Bosch offices. If approved, Rauland-Borg Corporation intends to occupy 247,000 square feet at this location. Rauland-Borg is a worldwide industrial manufacturing company. Rauland Borg proposes to bring approximately 350 new full time jobs to the Village of Mount Prospect. As stated in the application, the tenant has signed the Cook County Living Wage Ordinance Affidavit, indicating that all of these jobs are well paid industrial/manufacturing or management positions (a detailed salary survey is attached). Currently, the Cook County Assessor has been granting "vacancy" status to the subject space which substantially lowers the assessed value for properties suffering from economic vacancy. This in turn significantly lowers the actual tax dollars paid by the owners. If signed, this lease would negate much of the current vacancy. Although the 6b incentive would lower the overall assessment ratio from 36% to 16%, it is important to understand that when the property is actually occupied, the Assessor would also increase the value applied to the property. The attached spreadsheet demonstrates that the property would generate an additional $50,000 annually to all taxing districts if the 6b extension is approved. This is due to the increased assessed value that would be applied if the building is occupied. It is estimated that that this figure will grow to nearly $180,000 in years 2014-2016. Please forward this memorandum to the Village Board for their review and consideration at their meeting on December 4th. Prospect LLC, the owner of 1800 West Central in Mount Prospect, for the Village to renew the Class 6b Incentive which is currently in its tenth year of existence. As required, attached hereto for the Village's perusal is a copy of the Class 6b renewal application that has been submitted to the Cook County Assessor for consideration. We have been asked by our client to try to get this before the ViIIage for a decision as soon as possible; therefore we would respectfully request your prompt action on this measure. The Proposed Lease and Newly Created Jobs The property is located at 1800 West Central in Mt. Prospect, and is identified by the Cook County taxing authorities as PINs 03-33-300-081 and -082. The owner, Golub & Company, is attempting to lease approximately 247,000 square feet of industrial space, space that has been vacant since 2003. The prospective tenant is Rauland-Borg, a worldwide industrial manufacturing company. Rauland Borg proposes to bring approximately 350 new full time industrial iobs to the Village of Mount Prospect if this lease can be worked out. As stated in the application, the tenant has signed the Cook County Living Wage Ordinance Affidavit, indicating that all of these jobs are well paid industrial! manufacturing or management positions. The Need For A Class 6b Incentive Renewal One of the contingencies necessary for the prospective tenant to make economic sense of this deal (i.e., to agree to the lease) is that a 6b tax incentive renewal be obtained. Cooney Jr. November 14,2007 Page 2 of 4 above, the property currently has a 6b incentive that was first applied by the Cook County Assessor in 1998; however, the incentive is now in its tenth year and will expire soon unless it is renewed. It is our understanding that a lease will only be signed, and the company will only agree to this arrangement, if a Class 6b renewal is approved. As a consequence, we request the Village Board to approve the 6b renewal request. We believe the approval will have a substantial and noticeable positive economic affect on the Village of Mount Prospect. By way of background, when the property became substantially vacant in 2003, the Assessor ceased applying the 6b Incentive benefits. As a result, the property has not benefited from the incentive since 2003. The Class 6b does not toll during this period; therefore for each year that the incentive was not applied due to vacancy, the incentive was lost. Thus, tax year 2007 is the tenth and final year of the incentive at the 16% ratio. Moreover, in terms of actual economic impact to Mount Prospect, it is important to note also that the Cook County Assessor has been granting "vacancy" relief since 2003 which substantially lowers the assessed value and corresponding taxes for properties suffering from economic vacancy. As a result as long as the property remains vacant, the property is not fulfilling its full tax revenue potential, even without the Class 6b. We have attached to this correspondence a spreadsheet that illustrates the impact of the Assessor's vacancy relief in terms of lost property tax revenues. We also included in the spreadsheet an estimate of the potential tax revenues were the property fully occupied and receiving the benefits of the Class 6b incentive renewal through 2016. Positive Impact of the Class 6b Incentive If signed, this lease would negate most of the current vacancy relief (and corresponding lost tax revenue) and trigger the Assessor to apply full valuation to the newly leased portion of the subject property. Thus although the 6b incentive would lower the overall assessment ratio for the subject property from 36% to 16%, when the property is actually occupied, the Assessor would also increase the value applied to the property by the Assessor. The impact of full valuation would offset most if not all of the 6b's impact on the Village's revenue. This is best illustrated in the spreadsheet showing the impact of the vacancy relief caused by the lack of a tenant, and the potential tax revenues created by applying the full value, even with the 6b applied. In addition to the creation of 350 new well paying industrial jobs for Mount Prospect and the obvious economic impact that those new jobs would bring, the net loss of tax dollars to Mount Prospect from a 6b assessment ratio decrease is negated by the fact that the Assessor will fully assess this occupied building. Indeed, as illustrated in the spreadsheet, Mount Prospect will actually receive more property tax revenue with a 6b incentive in place than it would without the 6b. Cooney Jr. November 14,2007 Page 3 of 4 Company Background As you requested, by way of company history, Rauland Manufacturing Company was founded in 1920 by inventor and radio enthusiast E. Norman Rauland. Throughout the Depression, Rauland manufactured consumer radios, sound systems and communications equipment. Rauland became firmly established as the dominant supplier of internal school communications systems. In the late 1930s, Rauland began developing the cathode ray tube (CRT), an essential component of televisions and computer monitors. The company became an important supplier of communications and radar equipment during WWII. In 1949, Raulandjoined forces with Borg-Warner and the Rauland-Borg Corporation was born. As the company further developed its commercial and industrial communications components, they remained an important military contractor providing the Navy's ship-to-shore radios, airborne radar jamming transmitters, walkie-talkies, classified cryptographic switching adapters, tank radios, intercom systems and radios for arctic regions. In the early 1960s, Rauland-Borg demonstrated its technological leadership by transforming its entire line of sound and communications products to transistorized and solid state components. Rauland introduced the first generation of Telecenter products in the late 1960s. Telecenter was the first-ever commercial application of touch-tone technology which has since become the backbone of school communications, worldwide. In the late 1970s, after the acquisition of the Picker-Briggs Company - manufacturer of the Responder health care communications systems - Rauland established itself as an leader in nurse call communications. Near the end of the 1980s, Rauland acquired Biamp Systems, a designer and manufacturer of Biamp@ and Advantage@ professional sound equipment. In the 1990s, the company expanded its existing product lines into Latin America and the Pacific Rim. Today, the company provides worldwide three distinct communication system product lines: Responder, designed for the health care industry, Telecenter systems which serve the educational market, and Secureplex, a security control system for the detention/security industry. All product lines reflect the company's longstanding commitment to the cutting edge of communication innovation, and help ensure that we always have a product that is an exact fit for its customers' needs. Rauland-Borg has been named to the Honor Roll of "Companies That Care" every year since 2003 in honor of its tangible commitment to work/life balance. Conclusion By renewing this 6b Incentive, the Village of Mount Prospect will create an opportunity for Rauland Borg to conduct its business operations in the Village of Mount Prospect and to bring roughly 350 well paying industrial jobs to the Village. The obvious corresponding economic benefits that 350+/- employees would bring in terms of spending at local establishments along with the creation of increased local sales taxes, etc. would be substantial. According to our client, getting this lease signed is entirely contingent on securing a commitment to obtain a Class 6b incentive renewal from the Village of Mount Prospect. But for the incentive, the company will not sign this lease and the alternative is that the property will continue in its current vacant status, generating no additional jobs, taxes or revenue. Accordingly, Golub & Company would request the Village of Mount Prospect to support and consent to its Class 6b renewal application. As our client is attempting to secure this deal as soon as possible, a prompt response and action from the Village would be greatly appreciated. Should you need further information, please advise. I 11,.\ ~ dl TO: DATE: NOVEMBER 27,2007 SUBJECT: 2007 PROPERTY TAX LEVY AND ABATEMENT ORDINANCES PURPOSE: To obtain approval of the attached three ordinances related to the tax levies of the Village, the Mount Prospect Public Library, and the Village's special service area. BACKGROUND: Prior to December 25, 2007 the Village must have on file with the County Clerk its 2007 tax levy and abatement ordinances. The Village will receive proceeds from the 2007 tax levy in 2008. The Village Board first discussed the proposed 2007 tax levy at its October 24th Committee of the Whole meeting. Staff recommends a net Village tax levy of $14,014,838. an increase of 3.76% over the prior year's levy. The Mount Prospect Library Board approved their tax levy request at its meeting on October 18, 2007. They are asking for a total levy, inclusive of a 2% provision for loss and cost, of $8,193.950. This represents an increase of 5.95% over the 2006 levy. DISCUSSION: The following table compares the proposed 2007 levy to the 2006 levy for the Village and Library. Our 2007 EAV is estimated to increase approximately 10.7% from the prior year consistent with historical trends since 1993. The Village's 2007 tax rate is expected to decrease to $0.792 from the 2006 rate of $0.846. This is due to the large increase expected in the Village's EA V for 2007. The Library's 2007 tax rate is estimated at $0.463, compared to the 2006 rate of $0.482. For illustration purposes only, a home with an EAV of $94,020 (a market value of approximately $350,000) in 2007 will pay taxes of $745 to the Village of Mount Prospect and $435 to the Library for the levy extended in 2007. This does not include any tax reduction for homeowner or senior exemptions or senior assessment freezes. Also not accounted for in the above estimate is the impact from to the 7% expanded homeowner exemption recently renewed by the Illinois General Assembly. Special Service Area NO.5 was created in the mid-eighties to help fund the bringing of Lake Michigan water to the Village's water system. It is recommended the 2007 levy remain the same as the 2006 levy ($1,545,773). The resulting tax rate is estimated to be $0.106. The Village Board is being asked to consider three ordinances related to the 2007 tax levy. Two of the ordinances establish the initial levy of the Village (including the Library) and the Village's special service area. There is also one abatement ordinance that will reduce a portion of the debt service tax levies established by the various bond ordinances. The proposed levy ordinances reflect numbers as presented in the amended 2007 budget. RECOMMENDATION: It is recommended the Village Board approve the attached 2007 tax levy and abatement ordinances. v~~.U- DAVID O. ORDINANCE NO. AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2007 AND ENDING DECEMBER 31,2007 NOW, THEREFORE, BE IT ORDAINED BY THE President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois, as follows: Section 1: That the sum of Twenty-One Million Seven Hundred Seventy-Three Thousand Three Hundred and Twenty-Two ($21,773,322), the same being the total amount to be levied of budget appropriations heretofore made for the corporate and municipal purposes for the fiscal year beginning January 1, 2007 and ending December 31, 2007 as approved by the President and Board of Trustees of the Village of Mount Prospect, be and the same is hereby levied on all taxable property within the Village of Mount Prospect according to the valuation of said property as is, or shall be assessed or equalized by the State and County purposes for the current year 2007. Section 2: The budgetary appropriations having been made by the President and Board of Trustees of the Village of Mount Prospect were passed and approved by Ordinance No. 5599 at a meeting hereof regularly convened and held in said Village of Mount Prospect, Illinois, on the 19th day of December, 2006, and as amended by Ordinance No. 5622 passed and approved on the 18th day of April, 2007, and further amended by Ordinance No. 5662 passed and approved on the 20th day of November, 2007 thereafter duly published according to law, the various objects and purposes for said budgetary appropriations are heretofore made and set forth under the column entitled "Amount Budgeted", and the specific amount herein levied for each object and purpose is set forth under the column entitled "Amount Levied", in Articles I through IX. BACKGROUND: The Village Manager released his proposed budget on October 5, 2007. Over the past two months the Finance Commission met four times to review the document. The Village Board, meeting as a Committee of the Whole, reviewed the document on October 23rd and November 13th. DISCUSSION: Attached hereto are changes to the proposed 2008 budget that resulted from the above-mentioned meetings held with the Village Board and Finance Commission. Changes to the 2008 Proposed Budget Total Village revenues were increased $210,000 from $88,851 ,655 to $89,061 ,655 while total Village expenditures increased $466,000 from $87,000,279 to $87,466,279. These figures do not include the budget for the Mount Prospect Public Library. Included with this memo is a spreadsheet detailing the changes from the proposed budget for total Village revenues and expenditures. General Fund: The increase in total revenue for the Village is the result of adjustments to two accounts in this fund. The first account is the Real Estate Transfer Tax. $700,000 was originally projected for 2008. After reviewing the activity for 2007 it was felt that the Village could realize an additional $85,000 in 2008. This tax is expected to generate $800,000 during 2007, in what is seen as an extreme down market. The second change will account for a grant from the Regional Technical Assistance Program (RTAP) in the amount of $125,000. This is a matching grant that requires the Village to cover $25,000 of the project's cost. Total budgeted revenues for 2008 now total $39,971,831. Total expenditures for 2008 are also expected to increase $210,000 to $39,971 ,831. Adjustments to three line items account for the change from the original proposed budget. $40,000 was added to the Information Technology budget to support a security review of the IT system. It is anticipated that an outside vendor will be contracted to perform a complete review of the Village IT network. $150,000 is being added to cover the cost of the work related to the RT AP grant. This grant provides for consulting services for the study of transportation needs in the area. $20,000 is being included in the budget for an Employer Homebuyer Assistance Program. This employee benefit provides for financial assistance to Village employees similar to the home-buyer assistance program offered to the general public. Community Development Block Grant Fund: Two adjustments were made to the proposed budget of this fund that have a net affect of zero. $50,000 was budgeted for corridor improvements in the Dempster/Algonquin/Busse corridor. This account was reduced by $25,000 while the Algonquin Road A 2008 Proposed Budget November 27, 2007 Page 2 District Improvements account was increase by the same amount. The adjustment was done to account for a carry-over project from the 2007 budget. Water & Sewer Fund: The budget for water purchased from the Joint Action Water Agency (JAWA) was increased $256,000 reflecting a 15% increase from the prior year. In a letter dated November 13, 2007, the Village was notified that water rates to JAWA will be increasing 15%, 15% and 14% over the next three years. Changes to the budget reflect the rate increase. Library Fund: At the time the proposed budget was prepared and distributed, the Mount Prospect Public Library budget, included in the Village's budget as a component unit, was not yet available. The Library's budget for 2008 reflects revenues and expenditures of $8,645,501. Included in their budget is $1,542,621 for debt service on the Library's Series 2002 G.O. and Series 2006 Refunding bonds the Village issued on their behalf. A copy of the Library's 2008 budget and 2007 tax levy as approved by the Library Board is attached for your review. Changes to 2009 Forecast Budget Total Village revenues increased $100,000 from the forecast budget amount. The Real Estate Transfer Tax was increased from $700,000 to $800,000 to reflect what is expected to be generated by this revenue source. Total Village expenditures increased $560,000 for water purchased from the City of Chicago through JAWA. Changes impacting the 2008 budget for the purchase of water also carried over into the 2009 forecast budget. Summary With the aforementioned changes, the proposed 2008 budget for the Village totals $96,111,780 (including the Library). This represents a 6.4% increase from the current 2007 budget. Projected revenues for the Village in 2008 are $97,707,156. This is an increase of 9.1 %. A public hearing on the proposed budget has been scheduled for December 18th. Notice of the public hearing will be published in the Daily Herald on December 6, 2007. The proposed ordinance attached will officially adopt the budget for the Village of Mount Prospect. Once the ordinance is passed, the Finance Department will revise the budget document to incorporate the approved changes. We expect to have the approved budget document produced no later than January 18th. SECTION TWO: That the amount of money hereby determined by the Board of Trustees of the Mount Prospect Public Library to be necessary for library purposes and to .be included in the 2007 tax levy and to be levied and collected in like manner with the other general taxes of the Village of Mount Prospect and that such taxes to be paid directly by the County Collector to the Library Fund: $8,033,285. Expenditures from the Library Fund shall be under the direction of the Board of Trustees of the Mount Prospect Public Library. SECTION THREE: That the Secretary of the Board of Trustees of the Mount Prospect Public Library file a copy of this Resolution, with the Village Clerk of the Village of Mount Prospect, for transmittal to the President and Board of Trustees of the Village of Mount Prospect SECTION FOUR: That, if necessary, a committee hereof confer with the Board of Trustees of the Village of Mount Prospect or a committee thereof, or appear before the said Village Board, as may be necessary in conjunction with the enactment of the 2008 Budget and 2007 Levy. SECTION FIVE: That if any part or parts of this Resolution shall be held to be unconstitutional, such unconstitutionality shall not affect the validity of the remaining parts of this Resolution. The Board of Trustees of the Mount Prospect Public Library hereby declares that it would have passed the remaining parts of this Resolution if it had known that such part or parts thereof would be declared unconstitutional.
