a Board member, or resident from the audience so requests, in which event the item
will be removed from the Consent Agenda and considered in its normal sequence on
the agenda.

OLD BUSINESS
A. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE
VILLAGE CODE OF MOUNT PROSPECT
This ordinance implements components of the Village's new "Residential
Intersection Traffic Control" program and the "Residential Speed Limit" program
for Zones 9 and 15.
B. The following four (4) ordinances amend Chapters 6, 9 and 8 and Appendix A,
of the Village Code in response to recent passage of Public Act 095-0009 by the
State legislature. Public Act 095-0009 provides for state franchising of cable
and video providers. This legislation also preempts local franchising authority.
The amendments to the Village Code add appropriate requirements for local
right-of-ways usage, public access programming, consumer protection and fees.
These changes are, in large part, based on a model ordinance developed by the
Illinois Municipal League.
1. *2nd reading of AN ORDINANCE AMENDING CHAPTER 6,
TELECOMMUNICATIONS AND CHAPTER 9, PUBLIC UTILITIES,
PAVEMENT & TREE REGULATIONS, OF THE VILLAGE CODE OF
MOUNT PROSPECT.
This ordinance establishes generally applicable standards for construction
on, over, above, along, upon, under, across or within the public right-of-way,
and for the use of and repair of the public right-of-way in the Village of
Mount Prospect. (As recommended, Section 9.803 ot this ordinance was
revised to reflect change in registration deadline requirements: "Every
utility that occupies right-ot-way within the Village shall register no later
than January 15 of each year with the Director ot Public Works"
2. *2nd reading of AN ORDINANCE AMENDING CHAPTER 6 AND APPENDIX A,
DIVISION III, TELECOMMUNICATIONS CODE OF THE VILLAGE CODE OF
MOUNT PROSPECT.
This ordinance amends Chapter 6 by inserting a new Article VII, entitled
CableNideo Service Provider Fee and PEG Access Support Fee.
3. *2nd reading of AN ORDINANCE AMENDING CHAPTER 6 AND APPENDIX A,
DIVISION III, TELECOMMUNICATIONS CODE OF THE VILLAGE CODE OF
MOUNT PROSPECT.
This ordinance amends Chapter 6 by inserting a new Article VIII entitled,
Cable and Video Customer Service and Privacy Protection.

4. *2nd reading of AN ORDINANCE AMENDING CHAPTER 8, VILLAGE
GOVERNMENT MISCELLANEOUS PROVISIONS, OF THE VILLAGE
CODE OF MOUNT PROSPECT
This ordinance deletes in its entirety the definition of "Telecommunications"
in Section 8.1501 of Article XV, Simplified Municipal Telecommunications
Tax, of Chapter 8 and inserts a new definition of "Telecommunications."

A. PZ-34-07, 1407 Small Lane
1st reading of AN ORDINANCE TO GRANT A VARIATION FOR PROPERTY
COMMONLY KNOWN AS 1407 SMALL LANE
This ordinance grants a variation to allow a parking pad with a 5-foot rear setback
and a 1.67-foot side setback and to allow 47.4% lot coverage. The Planning and
Zoning Commission has recommended approval by a vote of 5-0.

B. 1st reading of AN ORDINANCE AMENDING APPENDIX A, DIVISION II, ENTITLED (Exhibit H)
FEES, RATES AND TAXES OF THE VILLAGE CODE OF MOUNT PROSPECT.
This ordinance establishes a 5% increase in water and sewer rates effective
January 1, 2008.
C. 1st reading of AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE (Exhibit I)
THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR COMMENCING
JANUARY 1, 2007 AND ENDING DECEMBER 31,2007.
D. 1st reading of AN ORDINANCE AMENDING CHAPTERS 9 (PUBLIC UTILITIES, (Exhibit J)
PAVEMENT AND TREE REGULATIONS) AND 19 (HEALTH REGULATIONS)
OF THE VILLAGE CODE OF THE VILLAGE OF MOUNT PROSPECT.
This ordinance amends Chapter 9, Article IV, "Water Supply System" Chapter 19,
Article II, "Solid Waste Collection" and Appendix A, Division II to reflect changes in
water and solid waste service fees.
E. 1st reading of AN ORDINANCE AMENDING APPENDIX A, DIVISION I, ENTITLED (Exhibit K)
BONDS, SALARIES, INSURANCE AND MISCELLANEOUS, OF THE VILLAGE
CODE OF MOUNT PROSPECT.
This ordinance amends Section 11.1105 to comply with State of Illinois Certificate
of insurance coverage requirements for taxi cabs.
F. * A RESOLUTION AUTHORIZING PAYMENT TO THE MOUNT PROSPECT (Exhibit L)
PUBLIC LIBRARY UNDER THE TERMS OF A GROUND LEASE AGREEMENT
This resolution authorizes the 2008 annual lease payment of $1.00 to the Mount
Prospect Public Library for property used for the Municipal Parking Garage.
G. * A RESOLUTION AUTHORIZING CONTINUATION OF THE HIGH-LEVEL (Exhibit M)
EXCESS LIABILITY POOL (HELP)
This resolution authorizes the Village of Mount Prospect to enter into an
intergovernmental agreement with HELP, a governmental self-insurance pool,
for term three (3) beginning May 1, 2008.
XII. VILLAGE MANAGER'S REPORT
A. Request Village Board approval to authorize the Mayor to sign contract with
Metropolitan Alliance of Police Chapter #84 on behalf of the Village of Mount Prospect.
B. Request Village Board approval of the updated list of authorized financial institutions
and brokers/dealers the Finance Department is authorized to conduct business with
in accordance with the Village of Mount Prospect Investment Policy.
C. *Request Village Board approval for watermain relocation/replacement reimbursement
to Hamilton Partners (Alexian Medical Building) in an amount not to exceed $33,477.60
D. *Request Village Board approval to accept bid for digital leak noise correlator in an
amount not to exceed $46,310.
