"Village Boards/Commissions/Committees/Task Forces: Review and Modification" is included as a High Priority in the 2021-2022 Strategic Plan. As part of this Strategic Plan item, Village staff prepared a boards and commissions report which provided details on the current committee/commission appointments; this report is attached. Also attached is a list of appointments completed since May 2021. This item is designed to be an open discussion to allow the Board to discuss the Boards and Commissions appointment process. Staff will be on hand to answer specific questions. Commission chairs from the various Village boards/commissions are also invited to attend the meeting. Alternatives Staff Recommendation 1. D D 3 > o o z z z z z 0 0 0 Ln ¢ a¢¢ Village Boards and Commission Snapshot I Updated for January 25 Committee of the Whole Village of Mount Prospect Boards and Commissions Snapshot The Village of Mount Prospect is an active community with a vibrant volunteer spirit. The volunteers selected to serve on Village boards and commissions exemplify an outstanding commitment to the community. With some exceptions, appointments are typically reserved for residents and are made by the Mayor with the consent by the Village Board of Trustees. The Village of Mount Prospect supports eleven (11) active boards and commissions. The nature of each board and commission is unique but their contributions to the Village are invaluable. The purpose, membership, duties and responsibilities of every board and commission are outlined in Chapter 5 of the Mount Prospect Village Code. It is the duty of the Mayor to appoint, with the consent of the Board of Trustees, each member of a board or commission 5.201. Chapter 5 of the Village Code was last reviewed and updated by via code amendments completed in 2014. With the exception of the Firefighters Pension Board (FFPB), Police Pension Board (PPB) and the Foreign Fire Tax Board (FFTB), members of the eight (8) remaining Commissions are required to be residents of the Village. The Economic Development Commission requires members to either be residents or own/operate a business in the Village. In addition to compliance with the Village Code, each commission follows Robert's Rules of Order to ensure consistency and compliance with the State of Illinois Open Meetings Act (OMA). Upon appointment, every member is required to complete the OMA online training session available on the Illinois Attorney General's website within 90 days of their appointment. All members of Village boards and commissions are volunteers. APPOINTMENTS AND REAPPOINTMENTS The application (or "appointee form") to serve on a commission is available on the Village website, "Boards & Commissions: Appointee Form." Anyone (residents) at anytime can complete this form to be considered for appointment to a board or commission when a vacancy occurs. A vacancy occurs when a member is not reappointed or resigns. When this occurs, the Mayor reviews applications on file for the respective board or commission. The Mayor interviews qualified prospects before selecting a candidate to bring before the Village Board for official appointment. When an existing member's term expires, it creates an opportunity for that member to be reappointed. This is not considered a vacancy. The member's reappointment is evaluated by the Mayor, staff liaison and/or chair of the board or commission. If the member's performance and contributions are deemed worthy of reappointment and the member agrees to continue his or her service to the Village, the Mayor will reappoint the member upon the consent of the Village Board. AT A GLANCE Including the Village Board, there are 53 men and 27 women currently serving on our boards and commissions representing diverse backgrounds in education, profession, knowledge and expertise. Fourteen (14) of these members have served the Village honorably for over ten (10) years. This committee is advisory. Membership: 5 voting members serve 4 -year terms. There are currently no vacancies. The Director of Finance serves as an ex -officio member (Amit Thakkar). Every two (2) years at the first meeting of the calendar year, a chairperson shall be elected by the members of the committee. The chairperson shall serve no more than two (2) consecutive terms as chairperson. Members consist of the following: 1. Two (2) members of the board of trustees; 2. One (1) member of the finance commission; and 3. Two (2) residents -at -large. Experience background The commission shall select from its membership a Vice Chairperson and a Secretary. The persons so selected shall serve for terms of one year and may be reelected. Membership: Five (5) members, consisting of active firemen and retirees serving 3 -year terms: 1. Two (2) shall be appointed by the Mayor with the advice and consent of the Board of Trustee 2. Two (2) shall be elected from the active participants of the pension fund; and one shall be elected from the beneficiaries of the pension fund 3. Membership: Seven (7) members who do not need to be residents. Except for the Chief of the Fire Department, the members within each of the categories below are nominated and elected by the members of the department within the respective categories. Elections are held at the end of every year and the board members shall select a chairperson, vice chairperson, secretary and treasurer; terms begin in January. There are no vacancies. The Director of Finance is the Village/staff liaison. Membership consists of the following: 1. One board member shall be the chief of the fire department, 2. One board member shall serve from the sworn rank of battalion chief and above, 3. One board member shall serve from the sworn rank of lieutenant, 4. Three (3) board members shall serve from the sworn rank of firefighter, and 5. One board member shall serve from the department's nonsworn personnel. Membership: Six (6) regular voting member, one (1) chair, and one (1) associate member, serving staggered 5 -year terms to ensure no more than 3 members' terms expire in the same year. The associate member is a deliberative member and a voting member only when one or more regular members is absent. There is currently one vacancy (associate member) on the commission. The chairperson shall serve no more than two (2) consecutive terms as chairperson. Membership: Fifteen (15) members, serving one through five year terms upon initial appointment; all terms are four years thereafter. Couples serving together are considered one member/one vote. The Chairperson shall serve no more than two (2) consecutive terms as Chairperson. There are currently three (3) open positions on the commission. Mayor is an ex -officio member. It is from this solid foundation that the Village will work toward achieving goals outlined in the Village Strategic Plan regarding Diversity, Equity and Inclusion with a fresh focus on our boards and commissions. As we move forward, staff, with the assistance of an outside consultant, will evaluate the process by which new members are solicited, review term limitations and assess current/future boards and commissions. The Village will continue to work toward creating diversity amongst our boards and commissions, a place where all residents are provided equal opportunities to contribute, serve and lead our thriving commuity. Transportation Safety Commission Purpose: To assist, inform and advise the Village's staff and elected officials on matters pertaining to the transportation of people, materials, and goods within the Village, between the Village and adjoining municipalities, and throughout the region as it affects the Village. Membership: Nine (9) voting members serving 4 -year terms; 6 members are residents and are appointed by the Mayor with the advice and consent from the Village Board of Trustees. Three (3) members are staff representatives from the Police Department, Fire Department and Public Works selected by the respective Chief/Director (without additional compensation). There is currently 1 (one) open positon. The staff liaison is Assistant Village Engineer Matt Lawrie. Vince is an experience auditor and has served in the insurance industry for a very long time. Timothy McDermott First Appointed: 2021 Term Expires: 2025 Tim is a graduate of the University of Notre Dame with a Bachelors' degree in Accounting and also a Juris Doctor from the Loyola University of Chicago — School of Law. His prior community services include Prospect High School Endowment for the Arts, Board member and Dist. 57 Education Foundation Board member from 2005 to 2008. His extensive experience includes CEO as well as Chief Risk Officer and Board member of NADEX, Director and Compliance Counsel of Chicago Mercantile Exchange. Currently, he is serving as Public Director at Kalshi. Robert Rath First Appointed: 2016 Term Expires: 2024 Robert is a licensed CPA and Executive Vice President for Komori America Corporation. He has experience with external and internal audit processes, accounting and finance. Prior to Komori, he also held various position of controllership and VP positions in private industry. His experience also includes working at Coopers and Lybrand. Jeanna holds a BS in Journalism from Northern Illinois University. William (Bill) Knee First Appointed: 2017 Term Expires: 2023 Bill is an attorney at Knee Law Firm, LTD., specializing in estate planning. Bill earned a BA in Political Science at the University of Colorado at Boulder and received his JD from Northern Illinois College of Law. Dan Novak First Appointed: 2009 Term Expires: 2025 Dan is the owner of Novak and Parker, a home appliance retailer, and is a resident of the Village. Jim Peterson First Appointed: 2013 Term Expires: 2025 Jim is the owner of Peterson Roofing which is located in the Kensington Business Center. David Roe First Appointed: 2015 Term Expires: 2023 David is an attorney who lives and works in the Village. Tom Zander First Appointed: 2017 Term Expires: 2023 Tom is the owner of Picket Fence Realty and is a resident of the Village. FINANCE COMMISSION Seven members; no vacancies Trisha Chokshi Chairperson through 2024 First Appointed: 2014 Term Expires: 2024 Trisha is a law practicing attorney in the Village and she earned her Juris Doctor from the Northern Illinois University College of Law in 2012. Trisha served as an intern with the Office of the State Appellate Defender and the Office of the Illinois Attorney General. At IL Attorney General's Office, she reviewed and responded to constituents complaints involving potential civil rights violations. She is also a volunteer at local food pantry and she also runs a legal clinic at Mount Prospect library with her husband. Trisha is also President of Mount Prospect Chamber of Commerce. Don Ocwieia First Appointed: 2007 Term Expires: 2023 Don is former Director of Finance for Exelon (Com Ed) and has diverse knowledge of finance, cash management and risk management. Pam Bazan First Appointed: 2008 Term Expires: 2025 Pam currently works at Joseph Freed & Associates in downtown Chicago and is very experienced with Accounting and Payroll. She has more than 20 years of experience in handling various accounting issues. She has also served Boy Scouts of America in the past and she has Bachelors in Business Administration from the Northern Illinois University. Yulia Bjekic First Appointed: 2019 Term Expires: 2023 Yulia holds Master of Science with Taxation Major for Boise State University. Yulia is also a licensed CPA and a Team Lead at Henry Crown and Company. She oversees federal tax compliance for business including hospitality, real estate, farming operations and holding companies.
