A. PZ-33-07, 418-420 West Northwest Highway, A Central North Animal Hospital
1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT
TO OPERATE AN ANIMAL HOSPITAL AT 418-420 WEST NORTHWEST
HIGHWAY
This ordinance grants a Conditional Use permit to operate an animal hospital.
The Planning and Zoning Commission recommended approval by a 6-0 vote.

1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE
VILLAGE CODE OF MOUNT PROSPECT
This ordinance implements components of the Village's new "Residential
Intersection Traffic Control" program and the "Residential Speed Limit" program
for Zones 9 and 15.

1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE
VILLAGE CODE OF MOUNT PROSPECT
This ordinance authorizes police enforcement of posted parking restrictions in the
Loft-Emerson-Nakanishi block "Center" parking lot. The Village Board approved
the parking agreement with Norwood Builders and the Village of Mount Prospect
by Resolution 29-07 at the June 19, 2007 Village Board meeting.

PZ-30-07, Text Amendment
1st reading of AN ORDINANCE AMENDING CHAPTER 14 (ZONING) OF THE
VILLAGE CODE OF MOUNT PROSPECT
This ordinance amends Article VII, Section 14.702 entitled "Permitted Uses"
by adding municipal buildings and facilities.
E. The following four (4) ordinances amend Chapters 6,9 and 8 and Appendix A,
of the Village Code in response to recent passage of Public Act 095-0009 by the
State legislature. Public Act 095-0009 provides for state franchising of cable
and video providers. This legislation also preempts local franchising authority.
The amendments to the Village Code add appropriate requirements for local
right-of-ways usage, public access programming, consumer protection and fees.
These changes are, in large part, based on a model ordinance developed by the
Illinois Municipal League. (These ordinances are subject to further amendment
prior to their final passage.)

1. 1st reading of AN ORDINANCE AMENDING CHAPTER 6 AND APPENDIX A,
DIVISION III, TELECOMMUNICATIONS CODE OF THE VILLAGE CODE OF
MOUNT PROSPECT
This ordinance amends Chapter 6 by inserting a new Article VII, entitled
CableNideo Service Provider Fee and PEG Access Support Fee.
2. 1st reading of AN ORDINANCE AMENDING CHAPTER 6 AND APPENDIX A,
DIVISION III, TELECOMMUNICATIONS CODE OF THE VILLAGE CODE OF
MOUNT PROSPECT
This ordinance amends Chapter 6 by inserting a new Article VIII entitled,
Cable and Video Customer Service and Privacy Protection.
3. 1 st reading of AN ORDINANCE AMENDING CHAPTER 6,
TELECOMMUNICATIONS AND CHAPTER 9, PUBLIC UTILITIES,
PAVEMENT & TREE REGULATIONS, OF THE VILLAGE CODE OF
MOUNT PROSPECT
This ordinance establishes generally applicable standards for construction
on, over, above, along, upon, under, across or within the public right-of-way,
and for the use of and repair of the public right-of-way in the Village of
Mount Prospect.
4. 1st reading of AN ORDINANCE AMENDING CHAPTER 8, VILLAGE
GOVERNMENT MISCELLANEOUS PROVISIONS, OF THE VILLAGE
CODE OF MOUNT PROSPECT
This ordinance deletes in its entirety the definition of "Telecommunications"
in Section 8.1501 of Article XV, Simplified Municipal Telecommunications
Tax, of Chapter 8 and inserts a new definition of "Telecommunications."

* A RESOLUTION AMENDING THE DOWNTOWN TAX INCREMENT
FINANCING (TIF) DISTRICT MATCHING GRANT GUIDELINES FOR FACADE
IMPROVEMENT AND INTERIOR BUILD OUT PROGRAM
This Resolution authorizes the merging of the Fac;ade Improvement and Interior
Build Out programs.
G. *Request Village Board approval to accept Public Improvements for Kelly
Subdivision, 416-418 Maple Street
Public and private improvements for Kelly Subdivision have been satisfactorily
completed and staff recommend approval of this project.
XII. VILLAGE MANAGER'S REPORT
A. * Request Village Board approval to accept creek cleaning/tree work contract
in an amount not to exceed $32,687.
B. * Request Village Board approval to waive bid process and to purchase
replacement servers in an amount not to exceed $23,494.
C. * Request Village Board approval to accept bid for automated sandbagger filling
system in an amount not to exceed $23,385.
D. *Request Village Board approval to accept proposal for cul-de-sac snow plowing
and removal in an amount not to exceed $53,375.
E. Request Village Board approval to accept 2008 neighborhood traffic sign project
construction in an amount not to exceed $139,844.75.

G. Request Village Board approval to accept bid to replace pipelines and television

amount not to exceed $99,256.
I. Request Village Board approval to accept bid for mini back hoe machine with trailer
in an amount not to exceed $78,096.
