Both trucks are 2008 Ford F-450 dump trucks equipped with salt spreaders and front plows. These vehicles are used by public works crews for snow and ice control, towing trailers, and hauling miscellaneous materials including snow, dirt, gravel, sand, and debris. Both vehicles have been evaluated utilizing the village's detailed comprehensive replacement policy. This policy uses point -based criteria that rates each vehicle on four (4) major factors including age, mileage, repair & maintenance (R&M) cost, and condition of the body/mechanical components. A point total equaling or exceeding eleven (11) out of sixteen (16) indicates that the vehicle should be replaced. 1 Both vehicles scored points indicating replacement (2716-11 points) (2742-11 Points). The vehicle condition evaluation forms and summary reports for both vehicles are attached. If the service life is extended, both vehicles will require significant capital investment. These costs are delineated on the attached vehicle evaluation forms. The current book value of each vehicle is $10,000. 2716 requires $14,500 worth of repairs. 2742 needs $17,000 worth of work. Both vehicles serve in a heavy-duty capacity hauling asphalt for roadway patching in the summer and plowing snow with a salt load during winter months. As a consequence, both vehicles have incurred suspension and rear axle failure problems. In addition, engine performance has been poor on both vehicles due to intrinsic problems with turbochargers on that era of Ford Power Stroke engines. Staff proposes to mitigate load bearing problems by upgrading both chassis from the F-450 platform to the F-550 package. The larger, more robust frame and suspension available with the F-550 should perform better hauling loads and pushing snow. The Village satisfies the requirements to purchase this vehicle through the Suburban Purchasing Cooperative joint purchasing agreement. This contract is publicly bid and satisfies the requirements of the Village of Mount Prospect Purchasing Policy. Delivery of the new vehicles is expected to be 15 monthsafter issuance of the purchase order. The new vehicles will be inspected by the dealer in Matteson, IL, before final delivery to the village. Upon delivery, both chassis will undergo up - fitting of equipment including installation of dump bodies, hydraulics, plows, emergency lighting, and salt spreaders necessary to deploy the vehicles in multiple public works vehicle roles. The up -fitting process takes approximately 6 months to complete making actual vehicle replacement approximately 2 years from ate of purchase.
