A link to register for the meeting was provided for those residents wishing to participate in the meeting. 1. CALL TO ORDER The Regular Meeting of the Village Board was called to order by Mayor Hoefert at 7:03 pm. Mayor Hoefert announced that although the meeting was being conducted remotely, invited friends and family of those celebrating promotions were present in the Boardroom to witness the Oaths of Office. (Clerk's note: The Oaths of Office were administered in-person in the Board Room at Village Hall, 50 S. Emerson Street.) 2. ROLL CALL Members present remotely via GoToWebinar, upon roll call by the Village Clerk: Paul Hoefert, Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, and Peggy Pissarreck Absent: Richard Rogers Richard Rogers joined the meeting at 7:16 p.m. Mayor Hoefert announced, in accordance with the Open Meetings Act, Village Manager Michael Cassady was physically present at Village Hall. a. Posting of Colors by the Mount Prospect Police Department Honor Guard with the Pledge of Allegiance led by Trustee Filippone. b. Invocation - Trustee Saccotelli provided the Invocation. 3. APPROVAL OF MINUTES 3.1 Minutes of the Special Meeting of the Village Board - December 14, 2021 Motion by Colleen Saccotelli, second by John Matuszak to approve the subject minutes: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Peggy Pissarreck Absent: Richard Rogers Nay: None Final Resolution: Motion Passed 4. MAYORS REPORT 4.1 ACCOLADES: Proclamation honoring retired Police Chief John Koziol Mayor Hoefert read aloud the proclamation honoring retired Chief of Police, John Koziol. Trustee Richard Rogers joined the meeting at 7:16 p.m. 2 Each member of the Board expressed their gratitude and appreciation for Chief Koziol's service to the Village. Village Manager Michael Cassady added words of praise and respect, thanking Chief Koziol for guiding, mentoring and coaching an outstanding team of professionals. 4.2 PRESENTATION: Police Department - Administer the Oath of Office to: • Mike Eterno - Chief of Police • Joe Garris - Deputy Chief of Operations • Joe Kanupke - Commander • Dirk 011ech - Sergeant Before the Oaths of Office were administered, Village Manager Michael Cassady affirmed the promotions through a message of support and commitment and stated he is proud of the strong succession team developed under Chief Koziol. Village Clerk Karen Agoranos administered the Oaths of Office to the newly appointed members of the Mount Prospect Police Department: Chief of Police Michael Eterno, Deputy Chief of Police Joseph Garris, Commander Joseph Kanupke and Sergeant Dirk 011ech. Chief of Police Michael Eterno spoke before each appointee took their Oath, acknowledging their individual accomplishments, commendations and performance that led to their promotion. Chief of Police Michael Eterno and Deputy Chief of Police Joseph Garris each delivered a message of gratitude, commitment and goals for the future. 4.3 Presentation: 2021 Holiday Decoration Award Winners The winners of the 2021 Holiday Decoration Award contest were announced by Special Events Commission member, Haley Schechter. Residents were encouraged to nominate their favorite houses in seven categories. A video montage of the winning homes accompanied the presentation. The 2021 Holiday Decoration Award winners: • Best Business - Heavenly Pianos, 201 W Central Avenue • Best Block - 100 S Pine -300 S Pine Street • Griswold Family House - 315 S Louis Street • Most Festive - 710 W Busse Avenue • Best Use of Lights - 207 N Owen • Simple But Elegant - 1821 E Euclid Avenue • Most Spiritual - 1119 N Wedgewood Lane • Grand Prize - 111 S I -Oka 5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Cathy Dunnington Resident (Due to a connection difficulty, Ms. Dunnington's comments were received under "Any Other Business') 6. CONSENT AGENDA 6.1 Motion to accept the proposal for Household Hazardous Waste Collection Events as submitted by Tradebe Environmental Services, LLC, of Merrillville, Indiana in an amount not to exceed $102,000. 6.2 Motion to accept proposal for 2022 Lincoln/We-Go Relief Station Rehabilitation Project design and construction engineering services in an amount not to exceed $33,730. 3 6.3 Motion to accept Municipal Partnering Initiative Bid Result for 2022-2023 Generator Maintenance Program in an amount not to exceed $32,587.50. 6.4 A RESOLUTION AUTHORIZING PAYMENT TO THE MOUNT PROSPECT PUBLIC LIBRARY UNDER THE TERMS OF A GROUD LEASE AGREEMENT Resolution No. 1-22 6.5 Motion to accept the Suburban Purchasing Cooperative joint bid results and authorize the purchase of two (2) Ford -550 cab and chassis from Sutton Ford in Matteson, Illinois, for a cost not -to -exceed $81,194 ($40,597 each vehicle). 6.6 REMOVED - A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE FOREST RIVER FIRE PROTECTION DISTRICT AND THE VILLAGE OF MOUNT PROSPECT (Removed from the consent agenda prior to the meeting on 1-4-2022, and will be considered at the 1-18-22 Village Board meeting) Motion by Collen Saccotelli, second by Peggy Pissarreck to approve the consent agenda: Yea: Agostino Filippone, Terri Gens, John Matuszak, Peggy Pissarreck, Richard Rogers, Colleen Saccotelli Nay: None Final Resolution: Motion Passed 7. OLD BUSINESS None 8. NEW BUSINESS None 9. VILLAGE MANAGER'S REPORT 9.1 Motion to accept the State of Illinois joint bid results and authorize the purchase of two (2) new 2024 International HV607 cab and chassis and one (1) new 2024 International HV607 4x6 tandem axle cab and chassis from Rush Truck Centers of Chicago, Illinois at a cost not to exceed $266,215.00. Director of Public Works Sean Dorsey presented background information and staff recommendation to purchase three (3) new trucks to be used by Public Works staff for snow removal, salting, leaf collection and gathering and hauling debris. Mr. Dorsey stated these purchases would replace existing vehicles, one (1) 2003 International 7400 tandem axle dump truck, one (1) 2000 International 4900 single axle dump truck and one (1) 2005 International 7400 single axle dump truck. Mr. Dorsey stated each of these trucks were evaluated, following the Village's multi -point Comprehensive Replacements Policy that considers the age of vehicle, miles, repair and maintenance costs and overall condition of the vehicle. A minimum score of 11 out of 16 points indicates a need for replacement as soon as practical. All three vehicles received scores (14, 12 and 14 respectfully) meeting the replacement metrics. Mr. Dorsey provided details and costs associated with each vehicle if they were not replaced. Mr. Dorsey stated the Village meets the requirement to purchase these vehicles through the State of Illinois joint purchasing agreement that is publicly bid. Mr. Dorsey stated the proposed replacement vehicles are all 2024 International HV607 Cab and Chassis that include two (2) single axle units and one (1) tandem axle units. The trucks will be later equipped with a dump body, spreader hydraulics, lighting, plow, and two-way radios, procured and installed by the Public Works Department. Mr. Dorsey stated the delivery schedule for these vehicles is 15 months and an additional six months is needed to outfit each vehicle to meet the needs of the Public Works Department. Mr. Dorsey stated staff recommends approval these vehicle purchases. 4 Mr. Dorsey provided the followina in response to auestions from the Board: • The vehicles to be replaced will be well maintained and kept in safe operating order in the interim • Expenditures that exceed $20,000 to outfit the vehicles must be approved by the Board; with the exception of the hydraulics package, does not anticipate any expenditure to exceed this cost No further discussion. Motion by Richard Rogers, second by Agostino Filippone to authorize the purchase of two (2) new 2024 International HV607 cab and chassis and one (1) new 2024 International HV607 4x6 tandem axle cab and chassis from Rush Truck Centers of Chicago, Illinois at a cost not to exceed $266,215.00. Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Peggy Pissarreck, Richard Rogers Final Resolution: Motion Passed 9.2 As submitted. Mr. Cassady announced Saturday's Coffee with Council is cancelled due to the recent surge in COVID-19 cases. 10. ANY OTHER BUSINESS Public Comment: Cathy Dunnington Mount Prospect resident • Thanked Chief Koziol and wished the best to those celebrating tonight's promotions • Expressed gratitude to the Public Works Department for their dedication and service • Looks forward to progress regarding Diversity, Equity and Inclusion initiatives Mayor Hoefert thanked Ms. Dunnington for her comments. Village Manager Michael Cassady stated the Village has selected a Diversity, Equity and Inclusion consultant and will be presented for approval at the January 18, 2022 Village Board meeting. Mr. Cassady stated it is important for the consultant to be present for the January 25th Committee of the Whole review and discussion on the Village's Boards and Commissions. Trustee Rogers wished all a healthy and happy new year and wished the best for the Village of Mount Prospect in 2022. 11. ADJOURNMENT There being no further business to discuss, Mayor Hoefert asked for a motion to adjourn. Trustee Saccotelli, seconded by Trustee Rogers, motioned to adjourn the meeting. Upon roll call, each member acknowledged they were able to hear and participate in the meeting in its entirety.
