This well was originally drilled in 1949. The project includes removal of the pumping equipment, televising the well to confirm the geology of the well, and placement of sealing materials. The well is cased (enclosed in pipe) from the surface down to 438 feet through various layers of glacial drift (sand/gravel/clay), dolomite bedrock, and shale. Below the casing is a 12 -inch diameter and 10 -inch diameter open hole down to 11,950 ft. Within the open zone are several geologic units consisting generally of dolomite and sandstone. Any formation where water can be extracted is referred to as an aquifer. Attachment A depicts the impacted aquifers, well layout, and proposed placement of abandonment materials. When abandoning a well, Cook County Department of Public Health regulations 1 stipulate that impermeable materials such as bentonite clay or neat cement (no sand in the mix) be used to isolate key geological units (aquifers). These measures are intended to limit mixing of water chemistries from various aquifers accessed by the well hole. A CCDPH permit is required to properly and legally abandon a potable water well in Cook County. Specifically, a cement plug is required between the Galesville Sandstone aquifer and the Eau Claire/Mt. Simon Sandstone aquifers as shown in the attached drawing (Attachment A). After the pumping equipment was removed and the well was televised, it was discovered that the well had filled in with sand over the years up to 1,280 feet. Since the abandonment plan called for installing cement from 1,275 feet to 1,375 feet, CCDPH is requiring a reasonable attempt be made to remove the sand down to 1,375 feet (approximately 100 feet of sand removal). That depth (1,375 feet) is the proposed elevation for installation of a concrete seal that will isolate the deepest aquifer (Eau Clair / Mt. Simon). The found sand deposit was unforeseen and essentially unknowable without complete removal of the well and subsequent inspection with a submersible CCTV camera. Staff, and the Village's water well consultant, Baxter & Woodman, have had several conversations with CCDPH in which concerns were raised about the potentially open-ended nature of the cost to bail 100 feet of sand from a very deep hole. Succinctly, if bailing progresses slowly, complying with the directive could take months and cost hundreds of thousands of dollars. Presently, staff and CCDPH have agreed upon a more practical compromise. Notably, the Village will direct Municipal Well & Pump to bail for a period of up to three (3) weeks. At the end of each week of bailing, a conference call will be made with CCDPH to update them on the progress. If, after the first week or two the fill material is found to be significantly compacted, and is essentially acting as impermeable material, the bailing can end and a concrete seal installed at the working elevation. If bailing work is effective at removing the sand obstruction, the original plan to abandon the well will be reinstated. That is, the well hole below 1,375 feet will be filled with disinfected pea gravel and a 100' concrete seal will be installed at 1,275 feet. The rest of the well will be abandoned as indicated on Attachment A. The cost of this work is included in the original contract award for this project ($149,680.80). 2 The additional cost for up to three (3) weeks of bailing is approximately $76,700. Attached is a cost proposal from Municipal Well & Pump detailing the additional expense. Please note that costs are incurred on a time and material basis. Consequently, it is possible that bailing work could be suspended after a week of poor productivity thereby substantially reducing additional costs. No other changes are expected other than a time extension to the contract for the additional work. Alternatives 1. Approve a change order increasing the contract award for the Municipal Well & Pump Company contract to be abandon Well 4 in an amount not to exceed $76,700.00. 2. Action at the discretion of the Village Board.
