Vehicle 502 is a 2012 Ford Explorer with 111,883 miles and is currently assigned to our Battalion Chief of Training. Vehicle 504 is also a 2012 Ford Explorer with 120,225 miles and is assigned to the Assistant Fire Chief. The Assistant Fire Chief leads all fire investigations and the Battalion Chief of Training is the department's designated Safety Officer, so both vehicles are first due on all structure fires, as well as any other significant incident. Vehicles 502 and 504 have been evaluated utilizing Public Work's detailed comprehensive replacement policy. The policy uses a point -based criterion that rates the following four (4) major factors: age, mileage, repair and maintenance (R&M) costs, and condition of the body/mechanical components. A point total equaling or exceeding eleven (11) out of sixteen (16) indicates that the vehicle should be replaced. A copy of the Public Works Vehicle Condition Evaluation Forms are attached. 502 and 504 scored a total of 14 points, which indicates that both vehicles are recommended for replacement. 1 The Ford Explorer Hybrid has been identified as the replacement vehicle. There are currently no electric vehicles suitable for the fire department's current needs, however, the hybrid Ford Explorer's provides increased fuel economy and reduced emissions. The Village is a member of the Northwest Municipal Conference (NWMC) which has available a Suburban Purchasing Cooperative (SPC) 2022 Joint Purchasing Ford Explorer Contract #191 for these vehicles. The department currently has two 2017 Ford Explorers in the fleet which have performed well for emergency response staff vehicles. Funds for this proposed purchase are currently 100% funded through the Vehicle Replacement Fund and are available in the 2022 budget. The budgeted amount per vehicle is $58,000. Remaining budgeted funds will be used to purchase necessary additional equipment to provide completely functional vehicles. This includes Fire Department markings, radio installation, and emergency lighting. Staff will evaluate current accessories for reuse from the vehicles being replaced, electronics on hand from previous vehicles, and what may need to purchased new. Staff solicits quotes from multiple local venders and a final decision is based on price, availability, quality, and service. The vehicles being replaced will be evaluated by Public Works to determine whether or not it should be sold through GovDeals.com Internet auction or repurposed within the Village as a pool car.
