VARIATION FOR PROPERTY LOCATED AT
18 SOUTH MAIN STREET
This Ordinance grants variations to allow
a 7 foot high chain link fence along
15.8 feet of the northern lot line between the
former Prospect Theatre site (owned by the
Village) and the existing fence at Prospect
Auto Body. The Zoning Board of Appeals
recommended granting the 7 foot height request
by a vote of 5-0. (Exhibit B)
B. 2nd reading of AN ORDINANCE AMENDING CHAPTER 14
(ZONING ORDINANCE) RELATIVE TO HOME OCCUPATIONS
This Ordinance amends specified Sections of
Chapter 14 in order to permit certain home
occupations. (Exhibit C)

The Zoning Board of Appeals recommended granting
these requests by 4 vote of 6-0, except for #6
where the vote was 5-1.

The Village Manager presented a request to waive
the bidding procedure and authorize RJN
Environmental to prepare the engineering design
for the installation of a watermain from Stevenson
to Thayer to Lowden. It was noted that the water -
main would be installed in conjunction with the
stormwater management project following the same

Trustee Corcoran asked that the subject of a PEDESTRIAN
pedestrian path from the Harvest Heights Subdivision ACCESS PATH
across property located within the Kensington Center TO PARK IN
for Business be placed on the July 9th Committee of KENSINGTON
the Whole for discussion. CENTER
Mayor Farley stated that he thought this subject
was best discussed between the Park Districts and
the property owners in Kensington Center.
Trustee Corcoran stated that he would like the
Village Board to have the opportunity to discuss
this subject, especially since the Village
maintains the jogging path within the industrial
park.
Trustee Hoefert invited the Board and residents
to tour the first floor of the Historical
Society Building on Linnemann Road on June 20th.

SUBJECT: REQUEST FOR PACKAGE RETAIL LIQUOR LICENSE - CLASS P
CONVENIENT FOOD MART, 2025 EAST EUCLID
The Convenient Food Mart at 2025 East Euclid Avenue, which has been in operation
at that site for nine years by the same owners, has requested they be granted a Class P
Liquor License for Retail Package, beer and wine only, at their establishment. This is
about the sixth request for package liquor sales at a convenience store/7-11 type of
operation in the last four years.
In the past, the Village Board has turned down all requests. I have made the petitioner
aware of this track record and told them if they wish to proceed, they may do so but
they should not anticipate this as being an indication that their request would be looked
upon favorably in granting a Liquor License.
The owners, represented by Mr. Hasmukh Patel, were in my office to discuss the reason
for wanting the retail package License. They indicated they have been the operators of
the Convenient Store for the past nine years in the area and during that period of time,
they have had many local citizens request beer, in particular, and sometimes wine sales
from their place. They constantly refer people to the Jewel Food Store which is
approximately two miles to the west of their establishment. They indicated in their
discussion with me that they would be interested in only sales of beer and Wine and no
hard liquor or packages that could be used with hard liquor such as Margarita mixes, etc.
T'hey also indicated they felt there were no retail package stores in the Village of Mount
Prospect within at least a mile and one-half radius and felt this would be an appropriate
place for the Village to have a retail License.
The present hours of operation are from 6:00 a.m. until 11:30 p.m., as stated by their
franchise agreement. They would limit the hours in which their retail package area
would be open to be in compliance with the liquor laws as far as opening but in no case
would be open later than 11:30 p.m. on any night. They would set up a separate section
with a separate cash register for operations of retail liquor sales. They indicated to me
that all of the personnel that work in their establishment are over the age of 21 and they
do not hire people under that age to work in their store.
Mr. Patel indicated to me that he had at one time a liquor license in conjunction with
an Indian restaurant in the City , of Chicago but no one else has had an application for
a Liquor License who is listed as an owner or shareholder of the corporation.

The Zoning Board of Appeals transmits for your consideration their recommendation on
a variance application filed by the Village of Mount Prospect. The applicant is requesting
the following variations to accommodate installation of security fencing at 18 South Main
Street:
1. Section 21.601.A.1 to allow a 7 foot fence to extend to 15.8 feet from the front lot
line. Code allows a maximum height of 5 feet to extend no closer than 30 feet from
the front lot line.
2. Section 21.602.D.1 to allow a chain-link rather than wood fence as required by Code.
The Zoning Board considered the request at their meeting of May 23, 1991. At the
meeting, David Clements, Director of Planning and Zoning, explained that the fence is
intended to provide security to Prospect Auto Body's car lot. The Village recently
demolished the former Prospect Theatre building which provided security enclosure to the
auto body lot. As a courtesy to Prospect Auto Body, the Village is proposing to replace
the security enclosure lost by removal of the theatre building. He noted that the fence is
proposed to be the same height and material (chain-link) as the existing fence around the
auto body lot.
The Zoning Board of Appeals generally discussed the request. Members expressed concern
about the aesthetics of chain-link noting that it provided an open view into the auto body
lot. They also expressed concerns that redevelopment of the theatre property may not
occur -for several years and the property should be made as attractive as possible in the
meantime.
Accordingly, by a 5-0 vote, the Zoning Board of Appeals recommends approval of a
variance to Section 21.601.A.1 to allow a 7 foot high wood fence extending to 15.8 feet
from the front lot line at 18 South Main Street.
Due to concerns about aesthetics, the Zoning Board of Appeals could not support a
variation to allow chain-link rather than wood. Consequently, the applicant withdrew that
part of the request.

Chairman Basnik introduced this case stating that the
petitioner is requesting a variation from Section 21.601.A.1
to accommodate proposed security fencing 7 ft. in height
along the north side lot line extending to 15.8 ft from the

David Clements, Director of Planning and Zoning, presented
the case stating that the fence is for screening and security
for Prospect Auto Body on Main Street. The fence would
replace the screening that the Prospect Theater provided
until it was recently demolished. Mr. Clements stated that
the Village of Mount Prospect hopes to negotiate with
Prospect Auto body for future Downtown Development. Mr.
Clements stated that the 71 height is the same as the
existing fence at Prospect Auto Body and would hopefully be a
temporary fence. Mr. Clements stated that this would be a
chain link fence to match the existing fence at Prospect Auto
Body.

COMMONLY KNOWN AS 18 SOUTH MAIN STREET
WHEREAS, Village of Mount Prospect (hereinafter referred to as
Petitioners) has filed an application for variations from Chapter
21 of the Village Code of Mount Prospect, Illinois, for property
commonly known as 18 South Main Street (hereinafter referred to as
Subject Property), legally described as:

As directed by the Village Board, I have prepared a revised Home Occupation Ordinance
for second reading at the July 2 regular meeting.
The revisions include the following:
1. Deletion of the registration requirement.
2. Combine the standards on traffic and parking into one new standard.
3. Revise the truck parking requirements to reflect a licensed weight rather than
a letter designation, as found elsewhere in the Zoning Ordinance.
4. The Home Occupation definition will be included alphabetically in the
definition section. The standards regulating home occupations will be included
in the general administrative section of the Zoning Ordinance.

Attached for the June 1.8 Village Board meeting is a Home Occupation Ordinance for
consideration as first reading. This was revised as follows to address comments by the
Village Board:
1. Standard #,3. Revised to allow stock or inventory. The 100 cubic feet figure
represents the size of a typical 6 ft. closet in an extra bedroom where a home
occupation may be located. I believe it is reasonable to use a rationale that a
resident might utilize a closet for storage of inventory. This is used as a basis for
arriving at the 100 cubic feet figure. Note that closet storage is not required, but only
an amount of storage equal to a closet size is suggested.
This standard would be difficult to enforce.
2. Standard #IQ, Revised to reorder sub -paragraph a and b and to allow a Class "D"
plate to be parked in a standard residential garage.
Please note that a Class "D" plate permits a gross vehicle weight of up to 12,000 lbs.
An example of this would be a small, single rear axle, dual rear wheel (Jump bed
truck.
3. Added standard for private instruction for not more than three pupils at a time.
4. Added statement about home occupation registration.
Also, to address concerns of Trustee Corcoran, the third sentence in the definition
paragraph could be revised as follows:
"A home occupation is primarily intended to be a for-profit entrepreneurial home
business, and is subject to registration. A home office for a resident who may work
for another employer is exempt from registration but is subject to all standards
concerning impact on adjoining property owners."
Lastly, please note that the Zoning Ordinance requires the Village Board to act on an
amendment within six months of review of the Zoning Board of Appeals recommendation.
The Village Board initially reviewed this proposed amendment on January 2. First reading
on June 18 and second reading on July 2 would satisfy this requirement. If this timetable
cannot be met, the matter would have to be referred back to the Zoning Board of Appeals.

SECTION THREE: That Section 14.2602 is hereby amended by adding
the definition of "Home occupation" in proper alphabetical sequence
which definition establishes standards for home occupations:
it HOME OCCUPATION: Home occupation is an accessory use conducted
completely within a dwelling unit and clearly
incidental and secondary to the use of the
dwelling for residential purposes. No home
occupation or part of any home occupation shall
be conducted in an attached or detached garage.

to the standards set forth in Section 14.116
of thisChapter 14. if

(Zoning Ordinance) of the Village Code of Mount Prospect, as
amended, is hereby further amended by adding thereto Section 14.116
entitled "Standards for Home occupations", so that hereinafter said
Article I of Chapter 14 shall including the following:
to Sec. 14.116. Standards for Home occupations. Home
occupations, as defined in Section 14-2602 of
this Chapter 14, shall be governed by the following standards
to ensure that they are conducted in a manner that does not
have any adverse impact on a residential area, or infringe on
the rights of adjoihing property owners.
1. There shall be no sign displayed in conjunction with a home
occupation. The purpose of this standard is to assure that
no commercial signs are displayed in residential areas.
2. There shall be no separate entrance for use by a home
occupation, or any exterior alteration to a dwelling unit
that will indicate from the exterior that any part of the
residence is being used for any purpose other than that of
a dwelling. The entrance to any space devoted to a home
occupation shall be from within the dwelling. The purpose
of this standard is to prohibit any alterations to a
dwelling solely to accommodate a home occupation.
3. Storage of inventory maintained at a residence in
conjunction with a home occupation shall not exceed 100
cubic feet. The purpose of this standard is to limit any
storage to an amount that could readily be stored in a
closet.
4. There shall be no noise, odor, dust, vibration, smoke glare,
television or radio interference, electrical interference,
fire hazard or any other hazard emanating, from the dwelling.
No home occupation shall involve the use or production of
noxious, -toxic or harmful materials. The purpose of this
standard is to ensure that a home occupation has no adverse
environmental impact on adjoining properties.
5. No person shall be employed other than a member of the
immediate family residing in the dwelling unit, and no
employees other than persons residing on the premises shall
report to work at or near the premises. The purpose of this
standard is to, ensure that no non-resident comes to a
dwelling for employment purposes, and to minimize the
traffic qenerated by a home occupation.

6. No home occupation shall generate customer, client or group
visits of a greater frequency than what would be expected in
a residential area where no home occupation exists. Any
need for parking generated by a Home occupation shall be
provided on-site and shall not exceed the required parking
for a dwelling unit. This purpose of this standard is to
limit the frequency of customer or client visits to an
amount that is not disruptive to a neighborhood and
eliminate congestion on public streets.
7. The home occupation shall not utilize more than 25% of the
gross floor area of the dwelling unit. The purpose of this
,standard is to assure that the home occupation remains
incidental to the residential use of the structure.
8. No outside storage of any kind related to a home occupation
shall be permitted.
9. Any contracting or service business truck used as part of a
home occupation shall be permitted up to a licensed weight
of 8,000 lbs., but shall be parked in a garage. No garage
shall exceed the accessory building standards of Section
14.102.B of this Chapter 14. Trucks with a licensed weight
or more than 8,001 lbs, are prohibited from being parked at
the residence.
10. No contracting or service equipment or materials shall be
stored on the premises, except in a permitted truck used for
transporting equipment or materials between jobs. No
loading or unloading of equipment or materials shall be done
on the premises. No trailer used for commercial contracting
or service uses shall be permitted for equipment storage in
a residential area, and shall not be parked on the premises.
11.Private instruction as a home occupation is permitted but
. is limited to no more than three pupils at a time. 11
SECTIONFIVE: That this Ordinance shall be in full force and
effect . from and after its passage, approval and publication in
pamphlet form in a manner approved by law.

The Zoning Board of Appeals transmits for your consideration their recommendation on
an application for variances filed by the Village of Mount Prospect. The applicant is
requesting the following variations to accommodate construction of a new Police/Fire
Building and required parking at 112 East Northwest Highway:

The Zoning Board of Appeals considered the request at their meeting of June 27, 1991.
At the meeting, David Clements, Director of Planning & Zoning presented an overview of
the application. Ile explained that the need for the variations is due to the irregular shape
of the lot; the space needs of the new facility; and restrictive ordinance requirements that
do not reflect the existing density and character of development in the downtown area.

He stated that the proposed site!plan offered several improvements to existing conditions
including: increased parking lot setbacks and screening; increased amount of on-site parking
(70 spaces existing, 99 proposed), decreased lot coverage with a corresponding increase in
open green space and landscaping; the proposed drive-through garage will reduce congestion
on Northwest Highway resultingfrom fire apparatus maneuvering.
He also indicated that because of the irregular shape of the lot, imposing the required
setbacks would reduce the buildable' area of the lot to a degree that a reasonable return on
investment could not be -ealized. In addition, the new building will replace a building and
use that has existed for 40 years, so the character of the neighborhood will not be altered.
Naris Statkus, Architect for Donohue and Associates, presented a description of the new
building and parking facilities. He explained that the style of the architecture with peaked
roofs, is intended to reflect the character desired for downtown redevelopment.

west is abutting the Evans Restaurant property but that this setback is only at the nearest
point to this adjoining property, and that the majority of the west setback is increased with
landscaping over existing conditions.
Mr. Clements explained that this is a function of the development plan and that as much
open space as possible was provided on the site plan. While he explained that this is a
variation, he also pointed out that the proposed lot coverage is less than the existing
building.

building more character in the Central Business District. He believed that this would be
an excellent design feature of the project and that the building height would not be excessive

Clements explained that parking at the new police and fire building is laid out with one
level of parking below grade in a parking structure and one level of parking at grade. He
stated that this totals 99 spaces and that this amount meets the parking requirements of the
police and fire feasibility study prepared by Donohue. Mr. Clements indicated that this
study reveals that 99 spaces should be sufficient for the facility.

type of loading area is not necessary for a building of this type where there is not a routine
deliveries of supplies and equipment. Most deliveries are done through small delivery trucks
and not large over -the -road vehicles.
As a summary, Mr. Clements explained that, while there are a number of variations for the
proposed facility, there are several improvements over existing conditions. Those being:
Item 1 - Reducing total overall lot coverage.
Item 2 - Providing an increased setback with landscaping on Maple Street adjoining the
single family properties and the one-story office building across the street.
Item 3 - Increasing the setback and landscaping to the property to the northwest
allowing more light and air and open space to this adjoining property.
Mr. Clements noted that these improvements to the site plan help justify the variations
requested. Mr. Clements then provided a brief summary statement to address the standards
for variations. He indicated that this property could not yield a reasonable return if only
developed under the regulations of the B-2 District. He explained that required setbacks
do not reflect the character of desired downtown redevelopment, and that if you built on
this lot to meet all the setback requirements, the parcel would, in effect, be unbuildable for
the new Police and Fire Building.

downtown, reducing parking with this building could contribute parking problems in
surrounding areas. Mr. Clements acknowledged that there may be isolated parking
problems in the Central Business District, but that this proposal provides more parking for
the facility than existing.
Mr. Basnik and Ms. Skowron noted that they didn't necessarily agree that there are severe
parking problems in the Central Business District.
Mr. Lannon asked about the number of employees in the building. Assistant Village
Manager John Burg stated that there would be 55 employees at the building at any one
time. Mr. Lannon then asked about what would be the growth capacity for the building, and
Mr. Statkus indicated that they believe that the building was designed to accommodate
about a 10% increase in the number of employees. Mr. Lannon questioned the pattern of
shift changes in the building, and stated that he had a concern that at this peak time of shift
changes, there would not be sufficient parking in the below -grade parking deck and the
surface parking. He believed shift changes could contribute to parking problems at the site.
Mr. Cassidy asked if there would be a pistol range in the building and staff responded there
would be no pistol range.
Ms. Skowron noted that the building design is suited for this irregular lot and suggested that
if there was a growth in employment at this facility in the future, we might have to look to
require some employees to park in remote locations and walk to the building.
The Zoning Board of Appeals noted that the variations seem justified in this application
considering the irregular shape of the parcel and the extreme setback requirements required
by the B-2 District, Accordingly, Chairman Basnik asked for a motion on the request. The
Chairman then considered a motion on variations I through 5 being setback variations for
the building, setback variations for parking, the building height, lot coverage and waiver of
the loading dock.
Mr. Brettrager moved that the Zoning Board of Appeals recommend approval of those
variations to the Village Board. The motion was seconded by Mr. Pratt.

Summary of application- The Yjllage of Mount Prospect is proposing to construct a new
34,052 sq. ft. Police/Fire Building and parking at 112 East Northwest Highway. The
property is zoned a B-2. Distriit. A Police/Fire Station is a permitted use. Several
variations are required to redevelop this lot due in part to the irregular shape of the lot,
space requirements of the larger facility, and restrictive ordinance requirements that do
not reflect the existing density and character of development in the downtown area.
The proposed new Police/Fire building will replace the existing 40 year old facility and
adjacent annex and garage. Many of the variations required are due to the Zoning
Ordinance not having a separate zoning classification to accommodate the unique
requirements of development in the downtown area.
Following is a brief comparison of the existing and proposed facilities to demonstrate the
potential impact of the new facility on the surrounding neighborhood:

This brief analysis illustrates that the existing facility does not conform to several of the
current zoning standards. It also indicates that the proposed facility will reduce lot
coverage; increase all parking lot setbacks, and the interior side building setback. In
addition, the proposed facility will increase on-site parking by 29 spaces.
The building setbacks will be reduced on Maple Street and in the southeastern corner of
the lot. This is due to the proposed configuration of the building to allow direct drive-
through access for fire apparatus from Maple Street to Northwest Highway. Presently, in
order to maneuver large fire apparatus into the garage, it is sometimes necessary to block
traffic on Northwest Highway. To remedy this problem, the proposed facility provides a
drive-through garage with ingress from Maple Street and egress onto Northwest Highway.
The size requirements of the garage, and the need to have the garage be located near the
corner, contribute to the reduced setback on Maple Street.
Aesthetic Considerations
Continuous landscaping with both trees and shrubs will be installed around the southeast
corner of the building and along Maple Street where the setbacks are significantly reduced.
Ample landscaping is proposed on the south and west sides of the building. In addition,
landscaping on all edges of the parking lot will exceed current conditions.

Potential Impact:
Surrounding properties consist of a mix of commercial and residential developments. The
increased parking lot setbacks and proposed landscaping should reduce the existing impact
on abutting properties and those across Maple Street.
The most affected property consists of a small commercial building on the comer of Maple
and Evergreen Streets. It is directly across the street from the proposed fire apparatus
garage. The garage doors are set back 10 ft. from the lot line. However, a stairwell on this
east facade protrudes into the 10 ft. setback, coming as close as 1'-4" to the lot line. The
second floor at this location includes windows with roof gables, which add character to the
east elevation.
The front setback from Northwest Highway will also be reduced. Staff notes that the
position of the building on this irregular-shaped lot results in the comer portions of the
building encroaching into the setback. Also, while the distribution of open green space
along Northwest Highway is shifted away from the southeast comer of the lot, overall there
is more landscaped green space :in front of the proposed building than currently exists.

Staff has no objections to the variations, and recommends approval of the application.
Many of the variations are the result of the Zoning Ordinance not having standards to
accommodate the unique character of downtown development. In addition, this is an
irregularly-shaped corner lot.
As a summary statement to address the variation standards:
1. The property cannot yield a reasonable return if only developed under the regulations
of the B-2 District. Required setbacks do not reflect the character of desired
downtown development, and would render this lot unbuildable for a new Police/Fire
Building.
2. The plight of the owner is due to unique circumstances in that there is limited
availability of land in desireable locations for a new Police/Fire building. Also, the
size of the building is designed to meet the public safety requirements of the Village.
This proposed size requires certain variations, so the variations provide a public
purpose that is unique to this request.
3. The variations will not be detrimental to the public welfare or injurious to other
property or improvements in the neighborhood. The proposed site plan provides
improved parking lot setbacks and landscaping.
4. The variations will not reduce the supply of light or air to adjoining properties, not
increase congestion on public streets. The proposed building is located away from
adjoining structures. Increased landscaping is designed to abut the buildings to the
northwest, providing more open space than existing conditions. Also, the drive-
through garage configuration will eliminate fire apparatus having to maneuver from
Northwest Highway into the garage, reducing congestion on the street.
The variations will not alter the character of the neighborhood, as the new facility
replaces a municipal building that has existed for 40 years. Specific setback
variations are appropriate for a downtown neighborhood.

The Zoning Board of Appeals transmits for your consideration their recommendation on
an application for variations filed by the Village of Mount Prospect. The applicant is
requesting a variation to Section 14.2002.B to allow a 5' sideyard setback to accommodate
installation of three temporary trailers at 11 South Pine Street (former Public Works
Building), The Zoning Code requires a 10' sideyard on this property.
The Zoning Board of Appears considered the request at their meeting on June 27, 1991.
At the meeting, David Clements, Director of Planning and Zoning, presented an overview
of the application. Mr. Clements stated that the three trailers would provide office and
locker space for Police and Fire Department employees during construction of the new
Police/Fire facility at 112 East Northwest Highway. The trailers would be removed when
the new facility was ready for occupancy, which should be in about two years.
He further explained that the need to maintain a fire lane next to the building and the
location of catch basins dictated the location of the trailers.
The Zoning Board of Appeals discussed the request and expressed some concerns about
the potential for a future owner to continue the variation.
Accordingly, by a 6-0 vote, the Zoning Board of Appeals recommends approval of a
variation to Section 14.2002.13 to allow a 5' sideyard setback to accommodate three
temporary trailers at 11 South Pine Street conditioned on:
(1) Expiration of the variation upon vacation or ceasing of use of the trailers by
the Village of Mount Prospect.

Chairman Basnik then introduced the next agenda item being a request by the Village of
Mount Prospect for variations to the 10 foot sideyard requirement to allow a 5 foot setback
for three temporary trailers at 11 South Pine Street.
Mr. Clements then summarized the request for the Zoning Board and stated that the first
phase of the Police and Fire project would be to move certain operations into the old
Public Works Garage on Pine Street. He stated that remodelling will be taking place in that
building, but that also three trailers need to be installed south of the existing building for
office and for locker facilities. He stated that the location of the trailers was dictated
somewhat by the existence of a storm sewer and two catch basins and the requirements for
a firelane between the trailers and the building. Mr. Clements stated that the trailers could
not be located on the catch basins for maintenance reasons and that the firelane was
necessary for emergency vehicles. He stated considering these two constraints, the trailers
had to be placed 5 feet from the south lot line. Mr. Clements explained that the property
to the south is a parking lot for the Aldi's building and that reducing the 10 foot yard to 5
feet would not have any impact on this adjoining parking lot. Mr. Clements concluded that
the temporary trailers would only be at the facility for two years and that the variation
would only need to be in place for that length of time.

that same one block area. While employees will be allowed to park
on the east side of the street, the Traffic Code will reflect no
parking and tickets will be issued to anyone not displaying an
employee parking sticker.

one of the provisions of the Illinois Municipal Retirement Fund (IMRF)
Pension System is that an employee of an Illinois municipality may be
credited for time worked for a municipality in another state. if 'certain
requirements are met. The requirements are as follows,
1. The employee must have completed two years as a member of IMRF;
2. The employee worked as an employee of a local government in another
state and participated in a public employee pension system of that
state;
3. The employee has irrevocably forfeited all rights to a benefit from
the pension system of that state;
4..The employee pays the required IMRF contribution and interest;
and
5. The governing body authorizes the granting of these service credits
by a Resolution.
Virjean Di Blasi has been a Village employee since September 28, 1981
and prior to that time worked for the City of Leawood, Kansas from 10-
22-79 to 8-28-81. During her employment with Leawood, Kansas, Virjean
was a participating member of the Kansas Public Employee Retirement
Fund.
Attached is a Resolution authorizing the granting of the service credits
for the time Virjean Di Blasi worked for the City of Leawood, Kansas.
After the Resolution is approved, an application will be made to IMRF
in which Ms. Di Blasi will forfeit her previous rights in the Kansas
Retirement System. IMRF will then calculate the required contribution
and interest and bill Virjean directly for that amount. Any cost to the
Village will be included in future contribution rates that the Village
pays to IMRF.

MOUNT PROSPECT FAIR HOUSING REPORT
FOR 1990
The Plan Commission is pleased to submit to the Village Board the following report on
Fair Housing activities in the Village of Mount Prospect for the year of 1990.
In 1989, the Village Board gave the Plan Commission extensive responsibility in assuring
that fair housing is the way of life in Mount Prospect. It included in those responsibilities
the ability to hold hearings on and make findings of fact with respect to any fair housing
complaints, to recommend the issuance of orders and other appropriate enforcement
procedures to the Village Board and to publish its findings of fact, to take actions to
eliminate unlawful real estate practices when needed, to act to assure that persons living,
working or desiring to live in Mount Prospect are free of discrimination, to take such actions
and to make recommendations to the Village Board that are necessary and desirable for
fulfilling the Commission's fair housing responsibilities and to submit an annual report to
the Village Board on the Commission's fair housing activities.
This past year, the Village Board approved the current Fair Housing Ordinance, which
brings the Village's law into compliance with federal and state law, and Resolution 27-90,
which amended the Mount Prospect Zoning Ordinance to bring it into conformance with
the United States Fair Housing Act of 1988 and Community Residence Location Act of
1989 as they relate to group homes.
The Plan Commission is pleased to report that a survey of 12 real estate companies and
apartment leasing offices was conducted during the Summer of 1990. The purposes of the
survey was to identify whether the Village's Fair Housing Poster was being displayed where
financial transactions are taking place. Our finding was that most offices were displaying
the poster. 'Those that did not have the poster on display were provided copies of it and the
Village's Fair Housing Ordinance.
The Planning and Zoning office intends to conduct a similar survey in 1991 to evaluate the
current effectiveness of the Ordinance as it pertains to the Mount Prospect Fair Housing
Poster. Attachment A is a copy of the poster.
During the reporting period, the Village of Mount Prospect received no fair housing
complaints.

SUBJECT: Fuel Bid opening
On June 25, 1991 sealed bids were opened for the proposed pur-
chase of unleaded gasoline and diesel fuel for all Village vehi-
cles. The one year bid is for estimated quantities of 123,000
gallons of unleaded gasoline and 32,000 gallons of diesel fuel.
Invitational bids were mailed to 16 vendors and a bid notice was
placed in local papers. Eight bids were received with vendors
using either the Oil Price Information Service (OPIS) or Oil
Express data sheets for pricing.
Bid specifications requested pricing for four (4) grades of
gasoline and No. 2 diesel. Although the Village reserves the
right to purchase, per delivery, any grade of gasoline during
the term of the agreement, I recommend the contract award be
based on pricing for premium lead-free (92) and No. 2 diesel.
The attached bid tabulations indicate Clauss Fuels, Inc. is the
low bidder for both premium lead-free (92) gasoline and No. 2
diesel. As the current contractor for Village fuel Clauss Fu-
els, Inc. provides satisfactory pricing and delivery. There-
fore, it is my recommendation that the 1991/1992 fuel contract
be awarded to the apparent low bidder, Clauss Fuels, Inc. of
Palatine, Illinois.
* The use of regular unleaded fuel in a Village police vehicle
is still being tested. However, this information will be avail-
able soon and should prove beneficial in determining the fueling
needs of Village vehicles.

SUBJECT: MOVING EXPENSES FOR FIRE/POLICE
The Village received proposals from twelve moving companies for the relocation of the
Fire and Police Departments to temporary quarters. See the attached report by Police
Sergeant Dick Draffone. Copying machines, office equipment and wall hangings were
not included in the proposal and will be moved separately.
Most of the moving companies provided an estimate based on time and materials.
However, one company provided a not -to -exceed cost estimate. I called three other
companies with the lowest estimates and asked if they would also consider a not -to -
exceed contract, Santini Brothers declined. Breda Moving Company agreed to cap the
amount at $7,000, Von Sydow's Moving and Storage, Inc., agreed to a not -to -exceed
amount of $5,196.50, which was their original estimate.
It is anticipated that the copying machines will be moved by the company that services
them. Another company may have to move some of the office machines. The same
instructions were given to all of the moving companies. The lowest proposal is Von
Sydow's. I request waiving the requirement to bid and awarding the contract to Von
Sydow's Moving and Storage, Inc., in an amount not to exceed $5,196. 1 50.
Village personnel will be assisting in the move by packing, disassembling and transporting
a limited number of items.

Attached you will find a matrix of the estimates received from
professional movers to relocate the Police and Fire Departments to
their respective temporary locations. The estimates range from
$5,196 to $17,381. All estimates are time and materials based on
the actual requirements of the move when completed. Not all
vendors did duplicate bids based on a one time or split date
relocation. Any vendor selected should be contacted prior to
acceptance to ensure that the bid applies to the method of
relocation we use. one vendor, Noffs, states that their estimate
is a "NOT TO EXCEED ESTIMATE OF COST." Their fee will be the
estimate or actual time and materials expended, whichever is less.
As of this date, a verification of the inventory stated in their
bid has not been performed.
The following parameters were given to the vendors during the walk
through process.
1. Vendor will move desks, chairs, tables, credenzas, etc.
2. Vendor will supply boxes for us to pack and they will
move those boxes.
3. Office equipment (typewriters, computers, etc.) are not
included in the estimate.
4. Wall hangings are not included in the estimate.
5. Copying machines are not included in the estimate.
6. Fire Department kitchen equipment/ contents and apparatus
floor equipment/contents are not included.
7. All lockers moved must be broken down into single units
by Village personnel prior to being moved by the vendor.

In conjunction with the celebration of the 75th Anniversary of
Mount Prospect, our Committee will be asking both residents and
businesses to decorate their homes and shrubs with little clear
lights - resembling diamonds. It is our intention to "light up"
the Village on February 3, 1992, the actual anniversary dated, and
possibly keep the lights throughout the year.
As part of that program, we would like to have the 91 trees in the
downtown business district lit -up, as well as municipal buildings.
The cost to purchase the lights, approximately 2,005 strands, and
to contract the installation of these lights will be approximately
$20,000.00.
In order to place the order on a timely basis, I am asking that the
Board waive the bidding procedure and authorize the purchase of
lights at a cost not to exceed $20,000.00
