Proposal
The Petitioner proposes to expand their operation into adjacent suites 101 and 102, adding
three thousand, seven hundred seven square feet (3,707 SF), for a total gross floor area of
eleven thousand, nine hundred eighty-seven square feet (11,987 SF). The expanded site
would host up to one hundred four (104) clients and up to fifteen (15) employees per day,
for a total of one hundred nineteen (119) people. The Petitioner anticipates an additional
three (3) vans will be needed for transportation, resulting in a total of twelve (12) company
vehicles stored on site.
Fire Safety - The Fire Department specified that that occupant load of 80 people must be
maintained until expansion is completed and may not be exceeded at any time. The final
occupant load of the expansion will be determined during building permit review. Additional
smoke corridor protection and / or fire ratings of individual rooms may be required.
Additional items will be required as part of permit review: a full fire alarm system; fire
sprinkler protection; comprehensive written fire emergency response plan; exit signs;
emergency lighting; keyless locksets on egress doors; fire extinguishers; self -evacuation
certification; and approval from the Illinois State Fire Marshal and Illinois Department of
Aging.
Parking - The daycare land use requires one (1) space per every ten (10) licensed capacity
slots and one (1) space for each employee. This will bring the overall parking requirements
for the multi -tenant building to ninety-two (92) parking stalls. The subject property will
exceed the required parking by providing one hundred thirty-eight (136) parking stalls. The

property is currently 80% occupied and has not reported parking issues; with the
expansion of MedTec the building will be over 90% occupied. The table below provides a
parking analysis.

Staff is supportive of the Petitioner's request. Staff does not believe an expansion to the
adult daycare facility will have an adverse impact on the public or adjacent properties.
Other departments reviewed the Petitioner's proposal and did not object to the expansion,
subject to the fire safety concerns being addressed before occupancy is granted. The
expansion will not be a detriment or endanger the welfare of the general public. The
proposed use complies with the Comprehensive Plan and furthers services available to
seniors in the community.
At the Planning & Zoning Commission meeting on November 11th, the Commission
recommended approval of the request by a vote of 5-0. No public comment has been
received in support or denial of the request.
The Petitioner has submitted a letter requesting to waive the 2nd reading.
Alternatives
1. To recommend approval of an amendment to the conditional use permit allowing an
adult daycare to operate at 411 Business Center Drive (Ordinance No. 6478), to enable
expansion of the adult daycare facility as illustrated on the preliminary Egress Plans
prepared by Techno Ltd dated October 5, 2021, subject to the following conditions:
a) Existing occupant load of 80 people must be maintained until expansion is completed
and may not be exceeded at any time;
b) Approval from the Illinois State Fire Marshal and Illinois Department of Aging prior to
granting expanded occupancy;
c) Compliance with all applicable Village Code requirements, including, but not limited to,
fire code and building regulations.

Summary of MedTec Healthcare Super Senior Center adult day service program
MedTec Healthcare & Private Duty d/b/a Super Senior Center operates adult day service programs that provide
non-medical health and social community-based care options for the elderly and their families residing in Mount
Prospect and surrounding communities.
Adult day service is designed for older adults who wish to remain in the community and in the comfort and
familiarity of their own or family homes, but benefit from care and socialization during the day. Adult day service
also provides respite for family care givers, particularly those who work during the day -time, and socialization for
isolated adults. Many of our participants attend the adult day center with others they know from the community,
and the environment offers them a safe place to engage with their community. The majority of our senior
participants speak English as a second -language, and for them, there are limited options for daytime care where
they can engage with individuals who speak their native language and have consideration for their cultural
backgrounds.
MedTec provides a vital service to help seniors maintain or enhance their level of independence, prolonging their
ability to live independently in residential settings. As the baby -boomer generation continues to age, the number
of seniors within the community will rapidly increase, making MeclTec's and other adulty day care providers an
important pillar of home and community-based senior care.
Program participants benefit from active programming at our centers including for example:
- Current events discussion and education seminars
- Light physical exercise such as choreographed group and line dancing lessons
- Musical entertainment and learning such as ukulele classes, choir practice, and karaoke sessions
- Social activities including board games and birthday celebrations
- Art & Craft sessions and lessons
Our program director and aides are also actively involved in the community and support the senior participants in
the program by being a resource and caregiver for the seniors.
Our adult day care programs are open Monday — Friday, and our hours of operation are from 8:30am — 2:30pm.
MedTec provides and coordinates participant transportation pick up and drop off service in small vans, which
reduces the amount of client vehicle traffic and the number of parking spaces required.
Further, a dietician approved menu of breakfast, lunch, and snacks are provided by outside catering services and
served to the participants.
We currently operate a center at 411 Business Center Drive, Suite 104 in Mount Prospect that serves an average
of up to 80 senior participants on a daily basis. Additionally, we have up to 12 staff present on a daily basis, which
includes 1 center director; 1 programming director; 1 registered nurse; up to 9 teachers / adult day care staff;
and 1 operations staff.

Our proposal is an expansion into Suites 101 and 102 at 411 Business Center Drive which are adjacent units to
our existing space in the building. This expansion would allow us to take on an additional 32 clients along with an
additional 5 staff members and increase our impact in the community.
MedTec is licensed by the Illinois Department of Public Health, and the Illinois Department on Aging certifies and
inspects the Company as part of its Community Care Program certification.
MedTec is committed to providing caring, quality non-medical adult day services to the seniors in the Mount
Prospect area and believe that adult day centers are vital to ensuring the long-term health and safety of the
elderly community.

Response to Mount Prospect Conditional Use Standards
No conditional use shall be recommended for approval by the planning and zoning commission unless it finds:
1. That the establishment, maintenance, or operation of the conditional use will not be detrimental to, or
endanger the public health, safety, morals, comfort, or general welfare;
The MedTec adult day care and senior center will not endanger public health, safety, morals, comfort or general
welfare. Rather, it will provide quality care and a safe place for seniors in the community to go during the day,
and it will utilize an existing building within the community. The Illinois Department on Aging will certify and audit
the center on an ongoing basis.
Our existing center in the building has been operational for the past 12 months and has not been detrimental to,
or endangered the public healthy, safety, morals, comfort or general welfare of the community or surrounding
areas. We are simply looking to increase the footprint of our current center by expanding into adjacent units in
the building.
2. That the conditional use will not be injurious to the uses and enjoyment of other property in the
immediate vicinity for the purposes already permitted, nor substantially diminish and impair property
values within the neighborhood in which it is to be located;
The adult day care and senior center will operate within the existing building and is an appropriate use of the
building space. The center will not create extra noise, odor, smoke, or light. The low number of cars and small
vans related to the MedTec center will be parked in the existing parking lot, and the nature of the senior center is
such that there will not be a lot of traffic or cars coming and going from the parking lot (e.g., drop-offs and pick
ups provided by MedTec's small vans are only once a day). The MedTec adult day care and senior center will
operate in harmony with the adjacent properties and other property within the immediate vicinity.
Our existing center in the building has been operational for the past 12 months and has neither been injurious to
the uses and enjoyment of other property I the immediate vicinity for the purposes already permitted, nor
substantially diminished or impaired property values within the neighborhood in which it is located. We are
simply looking to increase the footprint of our current center by expanding into adjacent units in the building.

improvement of the surrounding property for uses permitted in the district;
As the population continues to age in Mount Prospect and surrounding communities, adult day care and senior
centers are needed to provide adequate and cost-effective care to needy seniors. The majority of MeclTec's
senior clients qualify for Medicaid and do not have alternatives to the care that MedTec and other similar
agencies provide. MedTec will not alter the essential character of the area in any way, and the MedTec adult day
care and senior center will be appropriate for the neighborhood and surrounding area, providing a valuable
community service to residents.

4. That adequate public utilities, access roads, drainage and/or necessary facilities have been or will be
provided;
The proposed expansion of MeclTec's adult day care and senior center will be housed within the existing office
building complex where a current center already exists. There is more than adequate public utilities, access
roads, drainage and necessary facilities for the office building complex, of which MedTec will only be using a
portion of the space.
5. That adequate measures have been or will be taken to provide ingress and egress so designed as to
minimize traffic congestion in the public streets;
Even with a potential expansion of our current MedTec adult day care and senior center, there will continue to be
a low number of cars and vans going to and from the facility. MedTec utilizes small vans to transport the seniors
to the center, thereby reducing the vehicular traffic, and there will be a low number of MedTec staff members
that will drive. The MedTec adult day care and senior center will only use a small portion of the available existing
parking spaces.
6. That the proposed conditional use is not contrary to the objectives of the current Comprehensive Plan for
the Village;
The proposed expansion of our MedTec adult day care and senior center will only increase the benefits that the
elderly in Mount Prospect and surrounding areas receive and will continue to be housed in an existing building.
7. That the conditional use shall, in all other respects, conform to the applicable regulations of the district in
which it is located, except as such regulations may, in each instance, be modified pursuant to the

Thank you very much for sending along the Fire Department's Comments in response to our
Conditional Use Application.
As noted in your comments, our application stated that our daily client and staff count exceeded
the occupancy load limits that were set by the Fire Department. I sincerely apologize for this as
our application was confusing and does not fully represent the facts of how we operate our center.
The current MedTec adult day care center in suite 104 does NOT exceed the 80 -person
occupancy limit set by the Fire Department for 411 Business Center Drive, Unit 104. Since
opening our center a year ago, we have adhered to the safe, 80 -person occupancy load limit that
the Mt. Prospect Fire Department has set for us.
Due to COVID, we serve some clients with remote services from this location. These clients
receive remote services for a number of reasons (e.g., health, concerns about COVID, vaccination
status, etc.). As a result, we do serve up to 80 clients some days via a combination of in-person
and remote services.
However, as stated above, we abide by the limit set by the Fire Department for in-person service.
In terms of daily occupancy, we typically serve 65-70 clients with 10-12 staff members in person
(depending on the day, we have 75-80 people present at the center with a hard cap of 80).
For unit 104, we will continue to abide by the occupancy limit set by the Fire Department
and if we are able to expand into units 101 and 102, we will certainly make sure we follow
whatever limit you set for the new, larger space.

BACKGROUND/PROPERTY HISTORY
The existing adult daycare occupies eight thousand two hundred and eighty square feet (8,280 SF) at the
Subject Property and operates Monday through Friday, 8:30 am to 2:30 pm. The service is designed for
older adults who wish to remain in the community and in their own homes, but look for additional care and
socialization during the day. The site currently hosts sixty-five (65) to seventy (70) clients and ten (10) to
twelve (12) staff members per day. MedTec provides and coordinates participant transportation pick up and
drop off service using nine (9) company vehicles (passenger vans and minivans) which are parked and stored
at the Subject Property. MedTec is licensed by the Illinois Department of Public Health, and the Illinois
Department on Aging certifies and inspects the company as part of its Community Care Program
certification.
PROPOSAL
The Petitioner proposes to expand their operation into adjacent suites 101 and 102, adding three thousand,
seven hundred seven square feet (3,707 SF), for a total gross floor area of eleven thousand, nine hundred
eighty-seven square feet (11,987 SF). The expanded site would host up to one hundred four (104) clients
and up to fifteen (15) employees per day, for a total of one hundred nineteen (119) people. The Petitioner
anticipates an additional three (3) vans will be needed for transportation, resulting in a total of twelve (12)
company vehicles stored on site.
Fire Safety - The Fire Department specified that that occupant load of 80 people must be maintained until
expansion is completed and may not be exceeded at any time. The final occupant load of the expansion will
be determined during building permit review. Additional smoke corridor protection and / or fire ratings of
individual rooms may be required. Additional items will be required as part of permit review: a full fire alarm
system; fire sprinkler protection; comprehensive written fire emergency response plan; exit signs;
emergency lighting; keyless locksets on egress doors; fire extinguishers; self -evacuation certification; and
approval from the Illinois State Fire Marshal and Illinois Department of Aging.
Parking - The daycare land use requires one (1) space per every ten (10) licensed capacity slots and one (1)
space for each employee. This will bring the overall parking requirements for the multi -tenant building to
ninety-two (92) parking stalls. The subject property will exceed the required parking by providing one
hundred thirty-eight (136) parking stalls. The property is currently 80% occupied and has not reported
parking issues; with the expansion of MedTec the building will be over 90% occupied. The table below
provides a parking analysis.

COMPREHENSIVE PLAN DESIGNATION
The Village Comprehensive Plan designates the Subject Property as business and light industrial. The
proposed expansion is consistent with the Comprehensive Plan as it furthers services available to older
adults and is compatible with surrounding uses.
CONDITIONAL USE STANDARDS
The standards for conditional uses are listed in Section 14.203.F.8 of the Village Zoning Ordinance and
include seven specific findings that must be made in order to approve a conditional use. The following list is
a summary of these findings:
• The conditional use will not have a detrimental impact on the public health, safety, morals, comfort
or general welfare;
• The conditional use will not be injurious to the use, enjoyment, or value of other properties in the
vicinity or impede the orderly development of those properties;
• There is adequate provision for utilities, drainage, and design of access and egress to minimize
congestion on Village streets; and
• The request is in compliance of the conditional use with the provisions of the Comprehensive Plan,
Zoning Code, and other Village Ordinances.
Per the Petitioner, the adult daycare has been operational for twelve (12) months at the Subject Property
and has met the conditional use standards in its current form. The Petitioner states that the expansion will
not endanger public health, safety, morals, comfort or general welfare. The Petitioner maintains that the
daycare center will continue to provide quality care and a safe place for seniors in the community to go
during the day. The Petitioner states that the expanded center will operate within the existing building and
is an appropriate use of the building space. The center will not create extra noise, odor, smoke, or light and
will not generate excess traffic — MedTec reports that most clients are bussed to and from the facility, and
pick-up and drop-off services occur once per day. The Petitioner further states that the daycare will
continue to operate in harmony with adjacent properties, will not alter the essential character of the area,
and will benefit elderly residents in Mount Prospect and surrounding communities. MedTec indicates that
the site has adequate public utilities, access roads, drainage and necessary facilities for the office building
complex.
Staff is supportive of the Petitioner's request. Staff does not believe an expansion to the adult daycare
facility will have an adverse impact on the public or adjacent properties. Other departments reviewed the
Petitioner's proposal and did not object to the expansion, subject to the fire safety concerns being
addressed before occupancy is granted. The expansion will not be a detriment or endanger the welfare of
the general public. The proposed use complies with the Comprehensive Plan and furthers services available
to seniors in the community.
Staff finds that the standards for a conditional use have been met. Based on these findings, staff recommends
that the Planning & Zoning Commission make a motion to adopt staff's findings as the findings of the Planning
& Zoning Commission and recommend approval of the following motion:
1. "An amendment to the conditional use permit allowing an adult daycare to operate at 411 Business
Center Drive (Ordinance No. 6478), to enable expansion of the adult daycare facility as illustrated

Chairman Donnelly called the meeting to order at 7:01 PM. Commissioner Fitzgerald made a motion
seconded by Commissioner Szymczak to approve the minutes from the Planning and Zoning Commission
meeting on October 28, 2021. The minutes were approved 5-0.
After hearing one item of new business, Chairman Donnelly introduced case PZ -18-21: 411 Business
Center Drive Suites 101 and 102, an amendment to a conditional use for an adult daycare facility. The
Village Board's decision is final for this case.
Ms. Lalagos described the existing conditions of the subject property where the petitioner currently
operates an 8,000 square foot adult daycare facility. She reviewed the current hours, client capacity,
staffing, and transportation for the facility. Ms. Lalagos summarized the proposed expansion into
adjacent suites and the proposed increase in clients, staff, and company vehicles. She noted that the
Fire Department specified that that occupant load of 80 people must be maintained until expansion is
completed and may not be exceeded at any time. Ms. Lalagos indicated that the final occupant load of
the expansion will be determined during building permit review. She reported that the existing parking
lot meets parking requirements for the uses at the subject property.

Mr. Chung confirmed these statements. He stated that the facility had opened a little over a year ago,
and that the company has seen strong demand from residents for their services. Mr. Chung noted they
have a waitlist and are excited for the opportunity to expand their impact. He reported that he
participated in an Aging in Community Workshop held in the Village Board Room and learned that aging
in community was part of the Village Strategic Plan. Mr. Chung said he was pleasantly surprised to see
resources provided by Village to elderly residents and that he hopes the facility expansion will help that
cause.
Commissioner Olsen asked what kind of day programs are offered.
Mr. Chung replied that clients arrive at 8:30 and eat breakfast, and then do activities throughout the
day, such as music lessons, dance classes, educational programs, crafts, and games. Lunch is provided.
He noted they provide health and wellness offerings and an onsite nurse. Clients are driven home at
2:30 pm. Mr. Chung stated that the purpose of the service is to allow elderly people to live
independently in the community for longer. He pointed to evidence that physical, mental, and
emotional health outcomes are better when people stay in their communities, and asserted that their
services support these outcomes.
Hearing no further comments or questions, Chairman Donnelly closed the hearing and asked for a
motion. Commissioner Griffin made a motion seconded by Commissioner Szymczak to approve the
following motion:
"An amendment to the conditional use permit allowing an adult daycare to operate at 411 Business
Center Drive (Ordinance No. 6478), to enable expansion of the adult daycare facility as illustrated on the
preliminary Egress Plans prepared by Techno Ltd dated October 5, 2021, subject to the following
conditions:

a) Existing occupant load of 80 people must be maintained until expansion is completed and
may not be exceeded at any time;
b) Approval from the Illinois State Fire Marshal and Illinois Department of Aging prior to
granting expanded occupancy;
c) Compliance with all applicable Village Code requirements, including, but not limited to, fire
code and building regulations."

The motion was approved by a vote of 5-0, with a positive recommendation to the Village Board for the

The Mt. Prospect Planning & Zoning Commission recommended approval of our conditional use
permit to allow for us to expand our existing adult daycare center (PZ -18-21) by a unanimous vote
and there were no objections raised by the public. Our request is scheduled to go before Village
Board for the ordinance's first reading on December 7, 2021.
We are requesting that the Village Board waive the second reading, tentatively scheduled for
December 14, 2021, and take final action at the December 7, 2021 meeting because we have
seen extraordinary demand for our services and are anxious to expand our center as quickly as
possible so that we can provide our services to even more senior citizens in the community and
ensure they are getting the support that they need — especially given the challenges that seniors
are facing during COVID. We understand that even with your approval of the Conditional Use, we
may still need to obtain the permits required for interior remodel, fire sprinkler system and alarm
upgrades, if necessary.

WHEREAS, the Planning and Zoning Commission has submitted its findings and recommendations
to the Mayor and Board of Trustees in support of the request being the subject of PZ -18-21; and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect have given
consideration to the request herein and have determined that the same meets the standards of the
Village and that the granting of the proposed amendment to a Conditional Use permit would be in
