Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:02 p.m. in the Board
Room at Village Hall, 50 S. Emerson St.

4. MAYORS REPORT
Mayor Hoefert took a moment to remember former Mount Prospect Trustee and community
leader Leo Floros who recently passed away.

Mayor Hoefert presented for Board ratification the following reappointments:
■ Board of Fire and Police Commission Reappointment - Mark Busse
■ Planning & Zoning Commission Reappointment - William Beattie
■ Chair Appointment -Special Events Commission - Brian Lambel
Trustee Gens commended those presented for reappointments for their dedication,
experience and generosity but also acknowledged the need for diversity amongst
commission members.
Trustee Fil i ppone stated his support for the reappointments of Mr. Busse, Mr. Beattie and Mr.
Lambel, calling each stewards of the community.

7. OLD BUSINESS
7.1 MOTION TO RECONSIDER THE RULE REQUIRING TWO READINGS OF AN ORDINANCE AND
ADOPT A MUNICIPAL PUSH TAX ON VIDEO GAMING EFFECTIVE MAY 1, 2022.
Clerk's note: A special Meeting of the village Board was held on October 31, 2021. Trustees Gens,
Pissarreck and Saccotelli" were absent from the meeting. The motion required four (4) affirmative
votes to pass. The motion failed by a vote of 3-1. The subject motion reconsiders the original
motion of October 3I, 2021.
Mayor Hoefert stated the Board of Trustees met on Sunday, October 31, 2021 for a Special
Meeting to discuss the proposed ordinance. Mayor Hoefert stated the proposed ordinance allows
the Village the opportunity to discuss whether or not the Village should impose the push tax to be
effective May 1, 2022.
Director of Finance Amit Thakkar stated the Illinois General Assembly approved Video Gaming
Legislation on October 29, 2021 that impacts a home -rule municipality's power to tax gaming
activities. The gaming bill prohibits municipalities from adopting an amusement "Push Tax" that
would impose a one cent ($0.01) tax on a user for every spin or push on a video gaming
terminal. The Gaming Legislation imposed a deadline of October 31, 2021 for home -rule
communities to adopt a Video Gaming Push Tax. After October 31, 2021, home -rule
communities are preempted from imposing a Video Gaming Push Tax.
Mr. Thakkar presented the ordinance that reserves the Village of Mount Prospect's right to impose
a "Push Tax" effective May 1, 2022. Mr. Thakkar stated there are approximately 73 Video gaming
terminals in operation at Various restaurants in the Village. Mr. Thakkar estimated the Push Tax
could generate $78,000 per year. This revenue would be applied to the Village's Debt Service
Fund.
A brief discussion followed. Mr. Thakkar answered questions from the Board.
Board Comments:
• Proposed ordinance allows Village to retain our home -rule rights
• Allows time to engage in important conversations and learn the facts before making a final
decision

S. NEW BUSINESS
8.1 A RESOLUTION SUPPORTING AVERY DENNISON CORPORATION'S APPLICATION
FOR A COOK COUNTY CLASS 6B TAX INCENTIVE FOR THE PROPERTY LOCATED AT
902 FEEHANVILLE DRIVE.
Director of Community Development Bill Cooney presented Avery Dennison's request for a Cook
County Class 6b Tax Incentive. Mr. Cooney stated Avery Dennison has been operating successfully
in Mount Prospect for several decades. Avery Dennison is a manufacturer of retroreflective
products used throughout the world. Mr. Cooney stated the owners plan to expand the existing
50,000 square foot building by adding 15,000 square feet to the existing building located at 902
Feehanville Drive and renovate 8,000 square feet. The owners plan to invest approximately $3.4
million for improvements and expansion. Avery Dennsion currently employs 40 full-time staff; with
the planned expansion, staffing will increase to 70 full-time employees.
Mr. Cooney stated staff is in favor of the petitioner's request.
Board Comments:
• Avery Dennison has been a great neighbor to the community
• Important to retain good tenants
• Supports Avery Dennison's request; speaks to the diversity of business enterprises
in Mount Prospect
• Requested Board "field trip" to Kensington Business Center

DECEMBER 31, 2022 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE
8.3 1st reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE
AND MUNICIPAL PURPOSES OF THE VILLAGE of MOUNT PROSPECT, ILLINOIS FOR THE FISCAL

8.4 1st reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR
THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE
FISCAL YEAR BEGINNING JANUARY 1, 2021 AND ENDING DECEMBER 31, 2021
Director of Finance Amit Thakkar presented an overview of the proposed 2022 Budget, Tax Levy
and Abatement. The information was a summary of information presented at the Joint Village
Board and Finance Commission Budget Workshops on October 12, 2021 and October 19, 2021.

Questioned how the funds from the American Rescue Plan will be allocated
Village Manger Michael Cassady responded.
With no further questions or discussion, Mayor Hoefert announced the three (3) Budget ordinances
will stand as a first reading. Public Hearings for the proposed 2020 Budget and proposed Tax Levy
will take place at the November 10, 2021 Village Board meeting. The second readings of the
subject ordinances will follow the public hearings.
8.5 A Resolution Approving an Intergovernmental Agreement between the Village of Mount
Prospect, City of Des Plaines, Elk Grove Village and Elk Grove Rural Fire Protection District for
providing Fire and EMS Services.
Village Manager Michael Cassady began the discussion. He stated resolving a long term solution
for the Elk Grove Rural Fire Protection District (District) has been a top priority in the Village's
Strategic Plan since it was determined five years ago to be in a structural deficit. Mr. Cassady
displayed a map showing the District's service area. He provided background and context for this
multi-year and complex process to develop an intergovernmental agreement (IGA). During the
process the Village collaborated with the City of Des Plaines, Elk Grove Village and the District.
Fire Chief John Dolan presented the operational elements of the IGA. He stated this IGA is a
proactive approach to solving potential service gaps to the areas in south Mount Prospect and
remaining unincorporated areas south of I-90. The Village has worked with the District since
several annexations were completed in 2015 and 2017. In 2017, a financial analysis determined
the District was operating in a structural deficit and funds would be depleted by 2022. Through an
agreement with District, Des Plaines, Elk Grove Village and Mount Prospect, the parties began to
explore ways to provide uninterrupted Fire and EMS services to the District's remaining service
areas. Chief Dolan stated the Fire Chiefs determined a shared service solution provided for the
best outcome. The subject service areas include approximately 57 single family homes, industrial
properties and four (4) manufactured housing developments with an estimated 3,500 residents.
Chief Dolan reviewed the Fire and EMS needs of the subject area and outlined the terms of the
IGA. Chief Dolan explained the proposed funding mechanism utilizing three Special Service Areas
(SSAs) to provide Des Plaines, Elk Grove Village and Mount Prospect with revenue to support
service to the subject area. The estimated $1 million in tax revenue generated by the SSAs will be
divided amongst the three municipalities based on call Volume. Based on estimates, the Village of
Mount Prospect will receive $160,000 from the SSA taxes. Director of Finance Amit Thakkar stated
the SSA taxes are expected to increase the overall fire levy tax burden by 5% or approximately
1% of the overall tax bill for the subject area.
Mr. Thakkar provided additional terms of the IGA. Existing Fire Station 11 will be deeded to the
Village of Mount Prospect upon hiring of six additional fire fighters. In addition, the existing water
tender will be deeded to the Village of Mount Prospect. All remaining assets will be liquidated and
proceeds will be added to the remaining cash balance to be further divided according to conditions
outlined in the IGA.
Mr. Thakkar proved a timeline of events. It is the goal of the Village to begin servicing the areas of
the SSAs by April 2022.
Mr. Thakkar, Chief Dolan and Mr. Cassady provided the following in response to questions from
the Board:
Mount Prospect Fire Department currently does not have a water tender;
■ Elk Grove Rural Fire Department needs a water tender because the unincorporated area
it serves does not have a fixed water system
a Village will seek grants to install fixed water systems (hydrant systems)
■ Elk Grove Rural Fire Protection District does not support this agreement; their
leadership is in flux
The SSA revenue distribution amounts will have annual true -ups based on actual call
volumes
+ This agreement represents the Village's best and final offer
Per the proposed agreement, Mount Prospect would take possession of the building and
water tender; all other assets would be liquidated
+ Six additional firefighters will be hired
Village Attorney Lance Malina answered additional questions from the Board.
Mr. Cassady stated that if the subject IGA is approved, he intends to begin the public process as
soon as possible. The support of the stakeholders of the unincorporated areas affected by the
agreement, the City of Des Plaines, the Village of Elk Grove and the Mount Prospect community
is imperative. While the State and Cook County have not been involved in the process thus far,
Mr. Cassady indicated Cook County commissioners and State representatives will be invited to
contribute to the public process.
All members of the Board expressed deep gratitude to Village Manager Michael Cassady, former
Fire Chief Brian Lambel, Fire Chief John Dolan and staff for their dedication, commitment and
leadership throughout this long and arduous process.

There being no further business to discuss, Mayor Hoefert asked for a motion to adjourn. Trustee
Rogers, seconded by Trustee 5accotelli motioned to adjourn the meeting. By unanimous voice
Vote of the Village Board, the November 2, 2021 regular meeting of the Village Board adjourned at
8:45 p.m.
