April 12, 2021

Chairperson Powers called the meeting to order at 5:47 p.m.

APPROVAL OF MINUTES
Chairperson Powers asked for a motion to approve the Open Session minutes of February 1, 2021.
A motion was made by Commissioner Knee and seconded by Commissioner Bork to approve the Open Session
Minutes of February 1, 2021.
Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried
Chairperson Powers asked for a motion to approve the Open Session minutes of March 8, 2021.
A motion was made by Commissioner Busse and seconded by Commissioner Claussen to approve the Open
Session Minutes of March 8, 2021.
Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried
FIRE DEPARTMENT UPDATE
Fire Chief Lambel reported contract negotiations have started with the union. There was a large vaccine
clinic held in Schaumburg with all the Northwest Central Dispatch Municipalities. There was a Covid
meeting today and everything is status quo. Two Firefighters are still on light duty. A paramedic student
had a ride -along. Fire Chief reported Mitchell Winkelmann, a firefighter completed probation. (Certificate
Attached) The Fire Department is working on an Intergovernmental Agreement to be presented at the
meeting tomorrow night in which Mount Prospect, Des Plaines and Elk Grove Village would provide
Fire/EMS to areas served by the Elk Grove Rural Fire Protection District.
FIRE LIEUTENANTS TEST UPDATE
Fire Chief Lambel discussed the promotional process and answered the Board's questions. He reported
the seniority posting went out today, the written test is April 21 and the Assessment Center is on June 23.
FIRE ADMINISTRATION UPDATE
Fire Chief Lambel reported that on April 16th John Dolan will become Acting Fire Chief, Chief Lambel's
last day with the Village will be on April 30th and he will start at Wilmett\e on May 31d. On behalf of the
Board, Chairman Powers thanked Fire Chief Lambel and wished him well.
POLICE DEPARTMENT UPDATE
Chief Koziol informed the Board that the department has BodyCams working. CAD is up and running
with Motorola. There is one candidate in the academy now and two candidates are in the process.

POLICE DEPARTMENT — NEW HIRE TEST FOR POLICE OFFICER
Chief Koziol reported on the test for police officer, which will be held on June 26, 2021. The Chief advised
there are officers who will work on the recruiting. Chief Koziol asked for the Board's approval to use
Stephen Laser and Associates. With no further discussion, Chairman Powers said he would entertain a
motion to approve Stephen Laser and Associates for the written test.
A M211on was made by Commissioner Knee and seconded by Commissioner Claussen to approve the testing
company.

CLOSED SESSION
Chairperson Powers asked for a motion to go into closed session:
a. Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline,
performance, or dismissal of specific employees of the public body, including hearing
testimony on a complaint lodged against an employee to determine its validity.
b. To Approve Closed Session Minutes of February 1, 2021 and March 8, 2021.
A motion was made by Commissioner Busse and seconded by Commissioner Bork to go into Closed Session at
6:10 P.M.
Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried
The Board returned to Open Session at 6:28 p.m.

With no further business, a motion was made by Commissioner Bork and seconded by Commissioner
Knee to adjourn the meeting at 6:30 p.m.
