Information
At the February 18, 2020 Village Board meeting, a contract was awarded to Burns
& McDonnell consulting engineers to conduct a Phase 1 engineering study for
construction of a pedestrian bridge between Melas Park and Meadows Park. The
proposed bridge would connect the two parks and span both the Union Pacific
Railroad and Northwest Highway (IL Route 14) rights-of-way. The total cost of the
award was $124,131.36.
The Phase 1 process for transportation improvements is promulgated by the
Illinois Department of Transportation (IDOT). Phase 1 work for this project
included a right-of-way survey, topographic survey, data collection, alternatives
analysis, drainage analysis, environmental survey, and lighting review all
incorporated into a Project Development Report (PDR).
Subsequent phases of project development include design engineering (Phase 2)
and construction (Phase 3).
Completion of a PDR and proximate approval by IDOT will improve the project's
eligibility for state and federal funding. The Congestion Mitigation & Air Quality
Program (CMAQ), Illinois Transportation Enhancement Program (ITEP), and the
Surface Transportation Program (STP), are some of the programs that may
provide up to 80% funding for transportation improvements.
Recently, the Village was advised it received an Invest in Cook grant from Cook
County in the amount of $62,000 to defray approximately half of the Phase 1

engineering study costs for this project.
On July 14, 2021, staff plans to host a virtual neighborhood meeting to inform
public stakeholders about the project and solicit input. The meeting will utilize an
automated presentation and seek comments by asking participants to complete a
Survey Monkey questionnaire. The virtual meeting materials will be available
online through August 13, 2021.
After the virtual public meeting period (July 14 - August 13), most required
elements of the IDOT Phase 1 process will be complete. Staff anticipates formal
PDR submittal to IDOT this fall. IDOT approval is anticipated prior to the end of
the year.
Attached is a presentation deck that staff will utilize to facilitate discussion.
Alternatives
1. Staff to present the Melas-Meadows Pedestrian Bridge Informational Update.
2. Action at the discretion of the Village Board.
Staff Recommendation
No Village Board action is required.
