(Kitamura) for the property located at 451 Kingston Court in Kensington Business Center. Kitamura is currently located in a 10,000 square foot facility in Wheeling and would move their business to Mount Prospect if the Class 6b incentive is approved. The 451 Kingston building totals 34,475 square feet and has been vacant for more than twenty-four continuous months, as stated in the attached request document. Kitamura would be purchasing the property and has allotted $1.5 million for site and building improvements. The Village has granted several Cook County Class 6b tax incentives to attract and retain businesses. The 6b incentive reduces the assessment level for qualified manufacturing and warehouse/distribution facilities from 25% to 10% for the first 10 years, 15% for year 11 and 20% in year 12. After year 12, the assessment level returns to the full 25% for the benefitting property. The 6b incentive can also be renewed for additional 12 -year terms if supported by the Village. Kitamura currently employs 17 full time individuals consisting of management, administrative support and skilled technicians. They anticipate employing over 30 full time positions once they have fully expanded into the new facility. They are a machining 1 operation that meets the needs of manufacturers around the world. Kitamura is requesting the Class 6b incentive to reduce their taxes to around $1.50 per square foot for the property. If the incentive is not granted, they estimate that their tax bill would rise to $3.50 per square foot. Similar properties in nearby Lake and DuPage County range from $1 to $1.50 per square foot. Alternatives 1. Approve the resolution in support of Kitamura Machinery USA, Inc.'s application for a Cook County Class 6b tax incentive for the property located at 451 Kingston Court. 2. Discretion of the Village Board. Based on initial inspections, these improvements will include painting, installing new carpet, remodeling the kitchen, adding a new server room, building out the showroom, improving the existing HVAC and adding new HVAC in the warehouse area as well as completing other general maintenance and improvements. This rehabilitation will create approximately 8 to 12 construction jobs. Kitamura Machinery of U.S.A., Inc.'s business is growing and it plans to move its entire operation in Wheeling to the subject property and bring all 17 (all full- time) of its employees to the same. Kitamura Machinery of U.S.A., Inc. plans on adding 5 new employees within the first year of operations at the subject property and have 30 to 35 total employees at the site at full capacity should growth continue as expected. Kitamura Machinery of U.S.A., Inc. will look to hire all qualified Village of Mount Prospect residents for future employment. The Village of Mount Prospect can also expect that Kitamura Machinery of U.S.A., Inc.'s employees will invest commercially back into the community by visiting local establishments such as restaurants, gas stations, grocery stores and more. In addition, the Village of Mount Prospect can expect that Kitamura Machinery of U.S.A., Inc. will attract business and various customers to the Village in the course of its operations. Kitamura Machinery of U.S.A., Inc. expects to have a lot of visitors. Specifically, Kitamura Machinery of U.S.A., Inc. plans to have an annual open house at the subject property for dealers and end users from all over the United States, Canada and Mexico that typically brings roughly 200 to 300 attendees. Kitamura Machinery of U.S.A., Inc. also expects sales and engineers to visit from its parent company in Japan throughout the year. In addition, Kitamura Machinery of U.S.A., Inc. has quarterly technical training sessions for its sales and service providers that typically brings roughly 20 to 30 attendees. Kitamura Machinery of U.S.A., Inc. will recommend all visitors utilize Village of Mount Prospect hospitality. We also note that Kitamura Machinery of U.S.A., Inc. looks forward to being involved in the local community in the future and working with the Village of Mount Prospect.
