Safe Routes to School (SRTS) is a program that promotes and encourages students to walk
and bike to school as a healthy way to get exercise. It was established in 2005 as a federal
aid program through the passage of SAFETEA-LU, the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users. In Illinois, funds for this program are
administered by the Illinois Department of Transportation.
For the SRTS Funding Cycle 2021, federal participation for construction and construction
engineering is 100% with a limit of $250,000 for an infrastructure project. Preliminary and
design engineering are not eligible for federal funding with this cycle.
Public Works staff, in partnership with River Trails School District 26 administration, have
identified a project that will not only enhance safety and encourage more students to walk
and bike to school, but will benefit all pedestrians and bicyclists in the area. Kensington
Road at the Canadian National Railroad tracks (between Wolf Road and River Road) does
not have pedestrian gates to provide warning of an approaching train. Immediately east of
the railroad tracks, the sidewalk has a series of concrete steps that do not meet Americans
with Disabilities (ADA) accessibility standards and require bicyclists to walk their bike.
The proposed project will include pedestrian gates on both side of the railroad tracks,

replacing the stairs with ADA -compliant sidewalk, and mitigating nearby drainage issues.
The cost estimate for construction is $249,241. The Village is requesting $249,241 in
federal funding for the project.
For reference, attached is a preliminary concept plan denote the project area and main
construction elements.
The Village has received letters of support from the Chicago Metropolitan Agency for
Planning, Northwest Municipal Conference, River Trails School District 26, and River Trails
Park District.
As part of the SRTS application, a resolution adopted by the Village Board endorsing the
community's support of the project is required. This resolution does not commit the Village
to expend any funds at this time.
Public Works staff will also seek to pursue opportunities with the Illinois Commerce
Commission to further offset the cost of this proposed project utilizing the Illinois Grade
Crossing Protection Fund to pay for the installation of pedestrian crossing gates.
The Village will have the opportunity to decline the federal funding should it be determined
not to be in the best interest of the Village to pursue the project.
Alternatives
1. Pass a resolution in support of an application to the Safe Routes to School Program
for improvements to the Kensington Road sidewalk and pedestrian crossing near the
Canadian National Railroad right-of-way.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board pass a resolution in support of an application to
the Safe Routes to School Program for improvements to the Kensington Road sidewalk and
pedestrian crossing near the Canadian National Railroad right-of-way.

A RESOLUTION AUTHORIZING THE SUBMISSION OF A PROJECT APPLICATION FOR
FUNDING UNDER THE SAFE ROUTES TO SCHOOL PROGRAM (SRTS)
WHEREAS; the Village of Mount Prospect desires to improve and enhance pedestrian and bike transportation
within the Village and connectivity with schools, parks and local businesses; and
WHEREAS; the Illinois Department of Transportation (IDOT) administers the Safe Routes to School Program that
looks to enable and encourage children, including those with disabilities, to walk and bicycle to school; to make
bicycling and walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy
and active lifestyle from an early age; and to facilitate the planning, development, and implementation of projects
and activities that will improve safety and reduce traffic, fuel consumption, and air pollution in the vicinity of
primary and middle schools ; and
WHEREAS, the Village of Mount Prospect has determined that it is in its best interest to submit an application for
Safe Routes to School Program funds for the Kensington Road Railroad Crossing Safety Project; and
WHEREAS, the project will include Phase I and Phase II Engineering, and Construction and Construction
Engineering; and
WHEREAS; a Safe Routes to School Grant will fund 100% of construction costs, with engineering to be paid by
the local sponsor;
NOW THEREFORE BE IT RESOLVED; by the President and Board of Trustees of the Village of Mount
Prospect, Cook County, Illinois
SECTION ONE: The Village staff is authorized to apply to the Illinois Department of Transportation for Safe
Routes to School Program funding for the Kensington Road Railroad Crossing Safety Project; and
SECTION TWO: The Village certifies that they are willing and able to fund, manage, maintain and operate the
project; and
SECTION THREE: The Village possesses the legal authority to nominate the transportation enhancement project
and to finance, acquire and construct the proposed project; including all understanding and assurances contained
therein, and authorizes representative to act in connection with the nomination and to provide such additional
information as may be required.
SECTION FOUR: That this Resolution shall be in full force and effect from and after its passage and approval in
the manner provided by law.
