River Road Mount Prospect, Meeting Fiscal Impact Dollar Amount Budget Source Category Type Information October 5, 2021 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - Iu1_Y[e7:7.V 7;Ia01R Action Item On Tuesday September 21 2021, the Assistant Village Manager and Executive Assistant met with owner Ms. Sandra Speer and her brother Mr. Lim regarding her request for a new Class 7-2" liquor license. The 72" designation provides for the service of beer and wine at tables only. Ms. Speer indicated that the ability to offer alcoholic beverages has been a request of current patrons and would help attract new customers. Ms. Speer is the chief investor and 1000/6 shareholder for Sakae Restaurant Inc. d/b/a Sakae Restaurant. Mr. Lim has extensive knowledge as a restaurateur and in the hospitality business. He previously owned Sakae Sushi a Japanese restaurant located in Chicago. The original property at 1440 River Road was vacant for many years and deteriorating. In 2017, Speer's family members purchased the property and redeveloped into the restaurant site today. The total building square footage is approximately 1000 square feet with an estimated 25 seats inside and an outdoor garden patio with seating as well. The restaurant has been open since June and features a Japanese based menu of sashimi grade fish and fresh ingredients. Hours of operation are seven days a week for lunch and dinner. Ms. 1 Speer plans to be on site to manage the restaurant with Mr. Lim as the head chef. Ms. Speer was given a copy of the Village's Liquor Code and understands her responsibility as owner to obligations in this regard. The owner has completed an in class Basset training, fingerprinting and a background check. If the Village Board considers this application favorably, an Ordinance creating a new Class 72" liquor license should be adopted. Alternatives 1. Motion to approve the Ordinance. 2. Action at discretion of Village Board. Should the Village Board consider this application favorably, the adoption of an Ordinance creating a new Class 7-2" liquor license should be adopted. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended increasing the number of Class "F-2" license by One (1) SAKAE RESTAURANT INC. d/b/a SAKAE RESTAURANT located at 1440 River Road, Mount Prospect, IL.
