ORDINANCE NO. 1120
AN ORDINANCE AMENDING THE MOUNT PROSPECT
MUNICIPAL CODE TO REQUIRE THE REGISTRATION
OF OPERATORS OF TAXICABS
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE
or MOUNT PROSPECT, ILLINOIS:
SECTION ONE: Article XIX of the Municipal Code of Mount Prospect of
1957 is hereby amended by renumbering Section 15.1918 so that the said Section
15.1918 shall hereafter be numbered Section 15.1919, and by inserting, after
Section 15.1917, a new Section 15.1918, the said new section to be and read
as follows:
Section 15.1918. Registration of Operators of Taxicabs.
(a) No person shall operate a hack, taxicab or public passenger
vehicle for hire, for which a license is required by Section
15.1901, other than a person operating a bus on a fixed route,
without first having applied for and secured a registration card,
as herein provided. It shall be unlawful for any person to
operate a hack, taxicab or public passenger vehicle for hire,
other than a bus operated on a fixed route, unless such person
has in his possession a registration card as herein required.
(b) Application for registration cards pursuant to the require-
ments of this Section 15.1918 shall be in writing and upon such
form as shall be prescribed from time to time by resolution of
the President and Board of Trustees of the Village.
(c) Registration cards issued pursuant to this Section 15.1918
shall bear the name and address of the person to whom the card
is issued, the picture of such person, and the registration number.
(d) Upon receipt of an application for registration pursuant to
this Section 15.1918, the Chief of Police of the Village shall
make, or cause to be made by some person designated by him, an
investigation into the character and reputation of the applicant
for such registration card. No such registration card shall be
issued to any person who has been convicted of a felony or who
shall otherwise be determined by the Chief of Police to be a per-
son who is not of good moral character.
In determining whether an applicant is of good moral character the
Chief of Police shall take into consideration:
(1) Whether the applicant has been convicted of any crime or mlS-
demeanor opposed to decency and morality;
(2) Whether the applicant has been convicted of any crime or mis-
demeanor involving a breach of the peace or an offense against the
person or property of another;

(3) Whether the applicant has been convicted of a violation of
any Federal or State law concerning possession or sale of alcoholic
beverages or narcotics;
(4) Whether the applicant has been convicted of a violation of any
rederal or State law prohibiting gambling or wagering, or the pos-
session of records with respect to the same;
(5) Whether the applicant has an arrest record and the nature and
extent of the same;

(6) Whether the applicant has been declared to be a sexually
dangerous person pursuant to Section 105.01 through 105.12 of
Chapter 38 of the Illinois Revised Statutes;
(7) Whether the applicant is of good character and reputation in
the community in which he resides.
An appeal may be taken to the President and Board of Trustees of
the Village by any person aggrieved by the decision of determina-
tion of the Chief of Police on an app~ication for registration
pursuant to this Section 15.1918.

(e) Registration cards issued pursuant to this Section 15.1918
shall be placed in a conspicuous place within the vehicle and
shall be in plain view of all passengers within such vehicle.
(f) A registration fee in the amount of $5 per year, payable at
the time at which application for a registration card is made shall
be paid by each person who applies for a registration card pursuant
to this Section 15.1918.
SECTION TWO: This ordinance shall be in full force and
effect from and after its passage, approval and publication in
the manner provided by law.
