COFFEE WITH COUNCIL
Saturday, August 11, 2007
Community Center, Village Hall
The meeting convened at 9:05 a.m. Village Board members present were Mayor Wilks
and Trustees Hoefert and Korn. Representing staff was Village Manager Michael
Janonis and Finance Director David Erb.

Mayor Wilks opened the meeting with general remarks and introduced Trustees and
staff in attendance. Mayor Wilks then moved to the resident portion of the meeting.
Mal Holec, Quince Lane - Mr. Holec had several questions he wanted to pose to the
group. First, Mr. Holec was interested in the status of plans for building fire station #14.
Mr. Janonis responded that the Village was doing its due diligence and would be
releasing information when available. Mr. Holec was also concerned about the
proposed changes for Randhurst turning the area into a lifestyle center. General
discussion on the changes followed. He also was inquiring on the status of meeting
with FEMA and the Des Plaines River Levee project. Mayor Wilks and Mr. Janonis
informed Mr. Holec that based on information from a recent meeting they both attended
the project is moving forward. Finally, in light of the budget situation down in
Springfield, has there been any impact on the Village's ability to obtain grants. At this
point the Village had not been negatively impacted by the State's inability to pass a
budget.
Jim Chylik, Locust Lane - Mr. Chylik recently received a citation for failing to relocate
his toters as per Village Code. Village Code calls for toters to be placed in the rear of
the property when not at the curb for collection. Mr. Chylik felt that this requirement was
difficult for him to comply with due to how his home was situated on the lot and the
difficulty he would have trying to move the toters to the rear of the house. Pictures of
the property and location of toters were passed to Board and staff members. Mr.
Janonis explained that nothing has changed in the Code from before the toters were put
in place and asked Mr. Chylik how he managed his refuse containers before the
changeover. Mr. Chylik also questioned how long toters can be left at the curb before
being taken back to the rear yard. It was explained that property owners have a 24 hour
window where they can place the toters at the curb the night before collection and when
they need to be returned to the house after collection. General discussion followed.
Roger Kruse, South Louis Street - Mr. Kruse wanted to thank the Police Department
for enforcement of vehicle sticker requirements and other traffic offenses. Mr. Kruse
was interested in obtaining a DVD copy of a particular Planning and Zoning meeting
from the Library but was told none were available. When contacting the Village, Mr.
Kruse was told they were only being sent upon request. Mr. Janonis was going to look
into this with Television Services. In the future, DVD Copies of all Planning and Zoning
meetings will be made available to the Library after each meeting.
David Schein, Na-Wa-Ta Avenue - Mr. Schein questioned the placement of the stop
sign at We Go and Lincoln and will contact Matt from Public Works Engineering to
discuss further. Mr. Schein noted that for the second year the Fire Open House fell on
the Yom Kippur holiday. Mr. Schein wanted to thank Dave Hull from Forestry for
working with him on some tree issues. Mr. Schein also wanted to comment on an
earlier discussion regarding Levee 37. He was scheduled to meet with the Army Corps
of Engineers later the next week and said there were going to be discussions that could
impact the work planned on the levee. Mr. Schein would be able to share more after
the meeting. Lastly, Mr. Schein mentioned that his neighbor had replaced a sidewalk
that was situated on the lot line. The height of the sidewalk is 4" above grade and was
wondering if this was following Village Code. Mr. Janonis was going to have someone
from the Building Department look into the matter.
Wayne Serbin, Des Plaines Resident - Mr. Serbin did not have any comments for the
group. As a Des Plaines resident, he wanted to see how the Village of Mount Prospect
conducts its Coffee with Council meetings as Des Plaines government does not hold
these types of meetings.
Leon & Connie Dumas, Cayuga Lane - The Dumas' were concerned about the flight
pattern of Palwaukee Airport. The flight pattern takes aircraft directly over their home.
The Dumas' were wondering whether the Village could inquire on their behalf to see if
there could be some way to redirect the flight pattern away from over their house to over
a retail center where there would be less impact on residential properties. Mr. Janonis
stated that the airport was operated jointly by Wheeling and Prospect Heights and the
FAA likely had jurisdiction over flight patterns. Mr. Janonis did point out a meeting
scheduled for August 15th where the Dumas' could comment directly to the Airport
Board.

The Dumas' also noted road barriers along Camp McDonald and Wolf Road by the train
tracks that are in disrepair and could cause a safety hazard. They were informed that
the maintenance of them falls under the jurisdiction of Prospect Heights. Village staff
would contact Prospect Heights to make them aware of this problem.
Rick & David Hindmund - Rick and his son David were attending the meeting in an
effort to obtain a Scouting merit badge. David requested that he be able to interview the
Mayor as part of the process. The Hindmunds were welcomed to the meeting.
Carol Tortorello, South Elmhurst Avenue - Ms. Tortorello wanted to comment on the
success of the Downtown Block Party. She felt it was a success and wanted to thank
the Village Public Works staff for a job well done.
Pam Nelson, East Lincoln Street- Ms. Nelson, a member of the Mount Prospect
Historical Society and was looking to get support from the Village to provide funds to
help the Historical Society to move the Central School House from where it is currently
located to the Mount Prospect Museum property. Ms. Nelson was interested in sharing
with the group the need to preserve the history of the Village. General discussion
followed and Ms. Nelson was thanked for her comments.
Mayor Wilks asked if there was any further business for the good of the Village.
Hearing none the meeting was adjourned at 10:55 a.m.
