Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS Phone 847/870-5656 MINUTES June 5, 2007 Public Safety Building Fire Administrative Conference Room, 2nd Floor Chairman McKillop called the meeting to order at 6:00 p.m. Roll Call: Robert McKillop, Chairman John Arndt, Commissioner George Busse, Commissioner Marie Cotten, Secretary Also Present: John Broihier, BOFPC Attorney John Dahlberg, Chief of Police Michael Figolah, Fire Chief Absent: Clyde Brooks, Commissioner APPROVAL OF MINUTES A motion was made by Commissioner Arndt and seconded by Commissioner Cotten to accept the minutes of the February 6, 2007, Open Meeting. Roll Call: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried Chairman McKillop asked for a motion to go into Closed Session under Section 2C1 of the Open Meetings Act. CLOSED SESSION A motion was made by Commissioner Arndt and seconded by Commissioner Busse to go into Closed Session to review the Findings & Decision of the disciplinary hearing and to discuss the minutes of the February 6, 2007, Closed Meeting. RollCall: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried The meeting reconvened at 6:22 p.m. with everyone present from the previous meeting. A motion was made by Commissioner Busse and seconded by Commissioner Arndt to approve the Findings and Decision of the disciplinary hearing as presented. RollCall: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried Chairman McKillop stated that the written Findings will be presented to Commissioner Brooks for his signature in the next day or two. He is in agreement with the Findings and has given his proxy vote making it unanimous. APPROVAL OF MINUTES A motion was made by Commissioner Arndt and seconded by Commissioner Busse to accept the minutes of the February 6, 2007, Closed Session Meeting. Roll Call: Ayes: Arndt, Busse, Cotten, McKillop . Nays: None Motion carried Page 2 Minutes 6/05/07 FIRE DEPARTMENT UPDATE Chief Figolah reported that one recruit was leaving. He would like to schedule a date to swear-in the next candidate as soon as possible. Chairman McKillop will be available for the swearing-in tomorrow at 4:00 p.m. POLICE DEPARMTENT UPDATE AND POLICE DEPARTMENT ELIGiBILITY LIST Chief Dahlberg requested the extension of the Police Department Eligibility List for a one year period. For a further update on candidates, it was necessary for the Board to go into Closed Session at 6:46 p.m. A motion was made by Commissioner Arndt and seconded by Commissioner Busse to go into Closed Session under Section 2C1 of the Open Meetings Act for the purpose of considering preliminary background information. Roll Call: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried The Board reconvened at 6:46p.m., with everyone present from the previous meeting. A motion was made by Commissioner Busse and seconded by Commissioner Arndt to send a letter to the disqualified applicants. Voice vote: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried Chief Dahlberg recommended interviewing 32 candidates from the list, which includes candidates with scores through 92. The interviews will be held July 16th, 1th and 18th Candidates will be scheduled every 15 minutes starting at 5:30 p.m. The Board agreed. A motion was made by Commissioner Arndt and seconded by Commissioner Busse to authorize Chief Dahlberg to schedule interviews for 32 candidates through the score of 92. Voice vote: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried Sergeants Reading List Chief Dahlberg requested the Sergeants examination reading list be released as soon as possible, without a testing date, to allow officers sufficient time to study for the test. He also asked the Commission to give permission to add three textbooks to the list. Chairman McKillop asked for a motion to authorize the Chief to act on this. A motion was made by Commissioner Arndt and seconded by Commissioner Cotten to authorize Chief Dahlberg to include three additional texts in the I/O Solutions testing and the 15 additional state certified questions from the texts (5 from each text). Voice vote: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried A motion was made by Commissioner Arndt and seconded by Commissioner Busse to extend the Police Officer Eligibility List for one year from the date of its current expiration. Voice vote: Ayes: Arndt, Busse, Cotten, McKillop Nays: None Motion carried The meeting was suspended for 15 minutes at 7:05 p.m. The meeting resumed at 7:21 p.m. Page 2 Minutes 6/05/07 BOFPC RULES & REGULATIONS REVISIONS Chief Figolah reported to the Board that a red-lined version would be available in a few weeks. After a brief discussion, the Board agreed to wait for the relined version for further review and discussion. OTHER BUSINESS Commissioner Busse recommended canceling the July 10th meeting and scheduling a meeting on one of the nights of the interviews. The meeting will be held on Monday, July 16th at 5:00 p.m. Commissioner Arndt modified his motion for the interviews giving Chief Dahlberg authority to fill in 32 candidates, plus ties, for July 16th through the 18th.
