Action Item
The Fire Department is requesting Village Board approval to replace all six weather sirens
within the village and accept the proposal submitted by Fulton Siren Services.
The Village currently has six weather sirens placed throughout the village to provide
notification to residents in the event of inclement weather/tornado events. The weather
sirens are intended to notify the residents who are outdoors when severe weather is
approaching. Although, it may be possible for residents to hear the weather sirens inside of
their homes, the sirens main purpose is to warn those outdoors. The current weather
sirens are over 25 years old, this includes five sirens of the electric type, and one
mechanical siren type. The existing sirens have seen increased maintenance cost and are
not as effective as newer notification sirens technology.
A weather siren RFP, (Request for Proposal), was issued in May of 2021. Four responses
were received in June of this year. The Fire Department along with Emergency
Management reviewed the proposals. As a result of this review, the Fire
Department/Emergency Management is recommending replacing all existing weather sirens
in 2021. The exiting siren sites will remain and new mechanical sirens will be installed to
provide better outdoor coverage for the Village.

The funding for these devices would come from the Village CIP, (Capital Improvement
Plan). Currently the siren replacement is split between two years; $120,000 budgeted for
2021 to replace three sirens, and $120,000 budgeted for 2022 to replace the other three.
Based on the pricing set forth in the RFP received, the Fire Department requests
replacement of all six sirens in 2021. This would result in an amount higher than was
budgeted for 2021, however, it is a more cost effective option for the Village.
The estimated lifespan of the new sirens is 20-25 years. This lifespan is dependent upon
factors such as amount of use and maintenance. Average maintenance costs are estimated
at $2,500 per year and are funded through the Fire Department's operational budget. A
decrease in siren maintenance for the warranty period of these sirens would be expected.
The Fire Department/Emergency Management has reviewed all four proposals based on the
key factors indicated in the table(s) below:

Fulton Sirens proposal is being recommended based on the factors below:
1. Fulton submitted the most complete proposal with the lowest acceptable
replacement cost.
2. Fulton is a local company. This will allow for providing responsive service
when needed and eliminate unnecessary downtime.
3. Fulton has a siren control board that is already installed at Northwest Central
Dispatch. This decreases the possibility of needing to purchase additional
equipment.
4. Fulton"s proposal allows for keeping the existing locations of the sirens and
providing better coverage to the community.
5. Fulton's proposal provides the clearest pricing and cost break down.
6. Fulton currently provides sirens to other NWCD communities and they have a
positive track record based on reference checks.

Fulton Siren Services is pleased to provide a proposal to the Village of Mount Prospect for the supply and
installation of outdoor warning sirens to replace the existing warning system. Fulton Siren Services was
established in January of 2018 and evolved from Fulton Technologies Inc.. The president and owner of Fulton
Siren Services, John E. Vistine, worked for Fulton Technologies since 1987 and has installed & maintained
numerous weather siren sites across Illinois, Iowa, Wisconsin, Indiana, and Michigan. When Fulton
Technologies decided to focus its core business solely on wireless tower maintenance, Fulton Siren Services
was created and legally separated from Fulton Technologies for the sole purpose of continuing to service the
outdoor warning community as it has since the 1970's.
Fulton Siren Services has been maintaining the original warning siren system from Mount Prospect since it was
installed so we are very familiar with the existing system and layout. As seen from the included coverage map,
the siren sites throughout the village provide ample sound coverage with the new proposed sirens and do not
see the need to obtain any new siren locations. It has also been our experience when changing existing siren
layouts to reduce siren counts leads to citizen complaints as they become accustomed to the sound profiles
from existing locations. By also utilizing the existing locations, you also save time and costs to procure new
locations and electrical hookups.
Fulton Siren Services has worked with over 50 local Illinois municipalities in new site/ system layout, siren
upgrades, control system upgrades, along with service and maintenance contracts. Fulton Siren Services also
monitors and maintains the outdoor warning siren systems for the Exelon Nuclear Midwest Alert Notification
System (ANS) for all six nuclear stations in Illinois. Fulton has been involved from the smallest jobs with single
siren locations to large jobs incorporating hundreds of siren locations across multiple counties for utility
customers.
Fulton Siren Services is owned and operated by John E. Vistine; he has been involved in the outdoor warning
siren industry since 1987 while working at Fulton Technologies. He has over 30 years of experience working in
the industry and enjoys being able to continue working with the many clients he has worked with throughout

his career. We are a small company but very specialized in what we do. We only service our local area
consisting of Central to Northern Illinois, Southern Wisconsin and Eastern Iowa. We also maintain a friendly
working relationship with Fulton Technologies and have them available for sub -contracting additional labor
and/or equipment if needed. Our Lead Siren Technician, Sam Tegtman also came from Fulton Technologies
and has worked with John for over twenty years and currently runs the day to day maintenance schedule.
Mike Wachinski, siren technician, also came from Fulton Technologies, typically partnered up with Sam
Tegtman as a two-man service/maintenance crew. Diane Vistine, also from Fulton Technologies, handles the
siren monitoring. Testing and reporting along with AP/AR. Fulton Siren Services consists of seasoned veterans
offering over 50 years of expertise in the industry.
Fulton Siren Services proposes to utilize the six existing siren sites which already have ample electrical power
for the new siren type. The preferred siren for this upgrade will be the American Signal Tempest 128 rotational
siren with a sound output of 128 dBc @ 100 feet. The siren will provide approximately 70clBc coverage @ 6000
feet. A coverage map of the approximate 70dBc coverage range is included for reference. The installation
includes the siren equipment complete with all controls, batteries, battery chargers, mounting brackets, and
hardware. The control system will be the existing System 4000 telemetry controller programmed for use on
existing radio frequency in Mount Prospect. The sirens will utilize the existing electrical service currently in
place. The sirens will be installed on existing poles except for MP01 which will need a new pole as existing pole
is in poor condition.
This proposal will be the most cost-effective approach to upgrading the existing siren system to new current
production sirens while providing operation from main AC utility power along with battery backup if the utility
power should fail. Existing System 4000 telemetry radio controls will be re -used and are already compatible
with NWC Dispatch activation consoles. Also, by utilizing the existing poles when possible helps keep the cost
down as well.
